It has been proven time and time again that public safety is greatly improved and taxpayers pay less in taxes when ex-offenders are meaningfully employed and enjoying the rights of citizenship. It is difficult to legislate what employers actually do with background info when no one is standing over their shoulders, so to speak. Therefore, the recommendation in this petition to set a time limit on the criminal history that is viewable by employers is an EXCELLENT idea, and is in line with what criminologists and other experts have already proven. I pray that TRIO is passed!

I served 7 years and although I am gainfully employed and haven't been in trouble since my release in 1999 even if I needed to (which I don't) go and rent an apartment, the charge that I caught in 1992, some 20 years ago is still held against me. Rehabilitation is possible but, only with help. Men are faced with hopelessness when they come home to no jobs and/or opportunity to provide like everyone else.

About 60% of current unemployment rate in the state of Texas is ex offenders who have the skills but are being denied employment because of criminal history.
