      <description><![CDATA[Mr Nick Armfield<p>It does seem very silly to install 20mph zones throughout kingston borough and then let them completely unenforced. The Police simply arn&#039;t bothered with it, even they travel at 30 or 40mph when not on call. When the limit was 30 one could reasonably argue that 35 or 40 was excessive and the odd driver was warned but with 20mph virtually every driver would need to be fined. I would like to see the 20 zone either enforced or scrapped.</p>]]></description>
