      <description><![CDATA[Anonymous, Boulder<p>I&#039;m not opposed to this development or higher density in the city of Boulder per se. But three stories is not appropriate for this neighborhood and would very negatively impact existing homeowners. I am also concerned about additional traffic on Kalmia, a narrow street which has not traditionally had much traffic and has already added a lot with the new houses in Kalmia38, while suffering more than a year of dangerous disruptions in pedestrian, bike and auto traffic due to the project south of Manor House and the reconstruction of that entire  pathway with underpasses, etc.  28th St is also a nightmare as it travels north toward Kalmia and narrows quickly to one lane without adequate signage. It&#039;s a real bottleneck, and dangerous because people speed up to the end on the right, then need to be let over. The light at Palo Parkway is also incredibly long, so would really build up if more cars are waiting to get onto 28th.  All these issues need to be adequately addressed before moving forward. Boulder housing partners have a bunch of wealthy investors lined up who are &quot;buying in&quot; to shelter their wealth from taxes in the form of &quot;tax credits&quot;. The city council then gets large &quot;donations&quot; for their next campaign from these &quot;investors&quot;. BHP has also found a loophole in the flood recovery funds for Boulder county and are using them to help build this project. They have until February to submit their applications for this free money.<br />
The project doesn&#039;t even follow the boulder valley comp plan guidelines, which is supposed to set the rules for these projects. The density is 14 units per acre when the surrounding neighborhood is less than 10. The new rentals don&#039;t require the occupants to even work in Boulder, yet BHP touts this as affordable housing for Boulder employees. The affordable housing act was designed to provide homes for our teachers, nurses, cops, firefighters,etc. NOT low income rentals for any applicant reporting a combined household income of less than 60k. Most nurses, teachers, firemen, etc won&#039;t be eligible. Besides isn&#039;t the American Dream to own your home, not rent!</p>]]></description>

      <description><![CDATA[Anonymous, Boulder<p>With only 66 parking spaces for 44 units comprising over 100 bedrooms, it is clear there is not going to be enough parking for the residents or their guests.  RTD is not a viable option from this location as it takes over 50 minutes to get to many workplaces in Boulder.  Riding a bicycle is also not a stable form of transportation due to weather or potential injury or illness. There is no stipulation that renters must work in Boulder, so a car to commute will be necessary to commute. The BVCP&#039;s goal is to increase affordable housing to 10% density.  Our neighborhood already has an affordable housing density of 40%, such projects should be interspersed evenly throughout Boulder. Permanent rental housing is not in the character of the area, which is a home ownership community.</p>]]></description>

I would also anticipate problems at the intersections of Kalmia and Palo Parkway with 28th St.</p>

<p>I would like to see a detailed traffic study along with any proposed &quot;fixes&quot; to the anticipated traffic problems.</p>

<p>A secondary concern would be the loss of a very unique environmental habitat in this vicinity. As an environmental consultant, I would propose that an environmental impact study be done to assess the ecological impact of the proposed development.</p>]]></description>

I&#039;d like to point out that The city has put in several developments around Palo Park and has made no accommodations for new playgrounds for children. As a result, East Palo Park is incredibly crowded and noisy. This development will add to an already  crowded situation.<br />

      <description><![CDATA[Anonymous, Boulder<p>The city has taken over Palo Park&#039;s parks as if they were their own. THEY ARE NOT! The city has not provided new park space for Four Mile Creek, Northfield Commons, nor Northfield Village developments, instead infringing upon Palo Parks&#039;. The city is supposed to provide new parks within 1/2 mile of residential development. They have not! The field in question should be made into an extension of the Palo Park East, or into a practice soccer field for kids. Either option is in great need. Quality of life should trump just cramming more people into a tight space just for the bragging rights of &quot;affordable housing&quot;. &quot;Affordable housing&quot; merely serves to drive up costs of the rest of the housing for people who want to try to buy their homes the &#039;old fashion&#039; way, without gov&#039;t support, and retain the ability to profit from their investment and work. Learn from the mistakes made in the &#039;30&#039;s- 40&#039;s back east where high density housing has become ghettos. Cramming people into tight spaces causes them to become agitated and lose respect for their neighbors and surroundings. Palo Park East is past capacity as it is.<br />

I would like a very compelling reason as to why we are going to basically destroy this wildlife environment.</p>

<p>The increase in traffic, noise, auto pollution, is an option that no one proposing this would want to have move into their neighborhood.</p>]]></description>
