We have started and owned two small businesses over the last 35 years.  We purchased our current residence in 1990, with one of the main reasons being that it was &quot;pre-firm&quot;.  Due to it&#039;s implications, Biggert Waters has probably reduced the value of my primary residence by at least $150,000, as the pool of potential buyers would be drastically reduced, as any potential buyer needing a mortgate would have difficulty qualifying, due to the flood premium increases caused by Biggert-Waters.  I have a rental property in Key West that I listed for sale in August of 2013.  I priced the property at 7.5% above the appraised value (we had an appraisal done so that the property would be priced properly).  Very quickly we had one low ball cash offer at 17.5% less than our appraised value, which we rejected.  After Biggert-Waters went into effect on 10-01-2013, we had a lot of very interested prospective buyers, but our realtor told us, very frankly, that they were scared to invest, due to Biggert-Waters.  We have taken the house off of the market, as a result.</p>]]></description>

I am in a position to see how many people are coming to the nonprofits we fund for services because they are barely getting by financially in our high cost of living area. Most people working in the Keys do not get health insurance or other benefits through their employer, myself included. I have personally lost friends, specifically teachers and parents of small children who were like me working hard to contribute to our community for the betterment of all. At a time when I am told by my mortgage holding bank that I can not refinance my home because their estimate of current appraised value is only 60% of what I paid for it, I too am struggling to get by. We pay around $5000 for windstorm per year and I am not on the water. We have two small children and despite advanced degrees and great credit, my husband and I both work hard more than full time &amp; struggle to afford to live in the keys. Raising flood insurance rates would put one more pressure on keys residents &amp; hardworking families already struggling to stay here. I work w/folks on the verge of homelessness. Pls be part of the solution. Push to keep rates from rising.</p>]]></description>

<p>We have only begun to see economic recovery after the real estate crash of the past several years. These new flood insurance rates are going to destroy that recovery. The new rates are also totally  unneccessary in Florida which has historically paid $3.60 in premiums for every dollar paid out in claims.</p>]]></description>

It was grandfathered in.  The square footage was about 650, a concrete enclosure.  The flood insurance quote was $42,000.00 per year. Thank goodness my buyer paid cash and opted not to get Flood insurance.  This home as never flooded since 1968.  These are unreasonable rates that are associated with this home.  You must work on making these quotes reasonable.  (House sold for $1.450,000.00.)</p>]]></description>

I&#039;m a Realtor &amp; my significant other a carpenter.  We will both be out of jobs/homes because this county is already 1 of the most expensive places in Continental US to live.  Our payments INTO the insurance system is double/triple or more than our payouts FROM the system.  Congress does not understand the full ramifications of many of the laws it passes, Biggert-Waters will destroy the entire state economy for homeowners that have mortgages.  My preferred Title Co has already had almost 20 deals fall apart because of insurances..RE values will tumble..again...&amp; only investors buying cash(already over 60% of Buyers) will be able to take risk to purchase at all, &amp; these properties will remain either self- or uninsured.  Best case scenario, repeal this law.  Postponing or delaying 4 or 5 years will not fix it.  Countrywide, ANY property within 100 mi of ANY body of water should be required to have flood insurance if mortgaged.  That alone would  help fix the huge debt.  Please listen to your constituents &amp; fix the system.</p>]]></description>

It is difficult for buyers to pay for the gigantic wind insurance rates and large flood rates will make it impossible for anyone not paying cash for a home to buy. It isn&#039;t wealthy people buying on the ocean, most of our clients are retirees living on a fixed income.</p>

Our own home which is in a VE 13 flood zone and above base flood is $5000 plus each year.  We have been thru &quot;Georges&quot; and &quot;Wilma&quot; and have not collected once cent from the flood insurance.  We Have carried Flood insurance since 1998.  This year will be 12 years.  Let me see 12 x $5000 equals $60,000.  We also have three buildings below base flood that are about $300 square feet each.  They have been here since the 50&#039;s.  Each of them is approximately $3000 a year.  We did have flood from Wilma and Georges and between the two storms we collected about a total of $120,000, all three units,  ($60,000 per storm).  Let me see that would be $9000 x 12 years equals $108,000.  One more year without flooding and we should be even.<br />
We have a mortgage on our home so we have no choice but to pay the high premiums.  But the cottages have no mortgage so if the rates continue to rise we will be forced to drop the flood insurance.  They are CBS construction and we have since made flood panels for the doors.  If they work we will drop out of the flood program and put the $9000 a year away ourselves.</p>]]></description>

Yet our insurance rises by leaps and bounds regardless of the fact that we have a highly hurricane resistant structure.<br />
We would drop the insurance if we could pay off our mortgage. We feel that strongly about the soundness of our home. The mortgage company demands that we keep the insurance. So here we are paying an exorbitant amount for insurance that we probably will never need. At this rate we will have to assess our ability to stretch our retirement income to meet insurance payments. At some time there will be a break point for all. At that time we will have to say farewell to the Keys and find a place with better health care and more realistic insurance rates.</p>]]></description>

Please realize this will destroy the florida keys as we know it. No one will be able to sell their homes. Many will foreclose.<br />
