There are people who have urinated in public, people covered by the Romeo and Juliet laws, people who have never even thought of hurting a child. There are also non-violent offenders on the list, who could be helped through therapy. Yes therapy can work, we have heard so many lies about recidivism and no cure. Sex Offenders have the lowest recidivism rate of criminals and we can cut that rate even more by therapy, The term sex offender is very misleading it should be sexual predator and violent offender Tier 3 offenders that are truly dangerous. We have "feel good " laws, that offer no real safety. Residency laws have been shown to not keep any body safe, another lie. We have over 800,000 sex offenders nationwide, we need to change the laws to be effective, and to list only those that are dangerous, not everybody in between. Low risk Tier 1 and Moderate risk non-violent Tier 2 should not be on a public list. Tier 1 should be removed completely, law enforcement can not effectively keep track of this many persons.
