As long as the animals are well cared for, it is no one's concern how many pets a household may have. If the concern is the nuisance of the animals, target those residences independently and address those concerns with those individuals concerned. Develop laws for the problem not for innocent individuals and pets. There are households with ONE pet that is a nuisance pet, do you then ignore this because it is within the legal limit?

That's because we have the right to the "pursuit of happiness." If multiple dogs bring happiness, we have the right to them so long as they do not interfere with others. Limits do NOT prevent animal hoarding. Animal hoarding is a mental illness, and you cannot legislate away mental illness. Nor should the rest of the citizens be prohibited from having multiple pets due to the possibility of another person's mental illness.

What DOES WORK is nuisance laws that are enforced. One badly behaved dog owned by an irresponsible owner can cause havoc while six well-behaved dogs owned by a responsible owner will not. The Town of Gates needs to (1) create and enforce nuisance laws and (2) create a way for responsible dog owners to have multiple (more than 2) dogs.
