The volunteers from the United States and other countries who join the Medical &amp; Surgical Missions in the Philippines are qualified and licensed medical professionals who want to help the needy and indigent patients that the healthcare system could not handle mostly because of financial constraints. These doctors-volunteers do not &ldquo;rob&rdquo; the potential income of the local physicians. However, to make sure that these local doctors&rsquo; rights are protected, the volunteers should coordinate and work with the local government and public health officials so only TRUE indigent patients are serviced by the Missions.</p>

<p>These doctors-volunteers are willing to spend their own money for the airfares, drugs needed for the missions, etc. to help the poor citizens of the Philippines, why do they have to be licensed and pay penalties for not being licensed to practice in the Philippines? Are other organizations like &ldquo;Doctors without Borders&rdquo; requiring licenses in the countries where they volunteer their services?</p>]]></description>

<p>To have these regulations simplified and rescinded outright would serve the best interests of the medically indigent Filipino who would otherwise not be able to afford much needed medical interventions.  It will also help the foreign-based Filipino physician to be more able to volunteer in subsequent medical missions.</p>]]></description>

<p>I don&#039;t know if this is the proper forum, but somehow after the proper fora has failed to resolve issues threatening the viability of medical missions to the Philippines, why not try this. Maybe a few concerned voices might emerged from among you to somehow champion the causes for the medically indigent in our country. For these many decades  now, Doctors, nurses and other health care personnel have been conducting medical and surgical missions to the Philippines. They pay their own fares, bring their own equipment, supplies and sometimes paying the patients food and fare to go back home.</p>

<p>Relations with the medical communities, the health regulatory council and various regulatory agencies in the Philippines have at times been contentious. Why would it be so, for a country with so many under served areas with so many patients who can not even afford to see a doctor?  Is it jealousy, resentment, genuine concern for the patients welfare, or old fashioned economics? I&#039;m afraid all of the above applies in varying degrees.
