In fact, responsible livestock ownership is an enhancement to the health and well being of a community.

The default position of this proposal is that livestock owners are a careless, irresponsible lot who must be carefully "managed" less they become a menace.

If someone is creating a hazard or nuisance, take them to task. But don't presume guilt before a crime.
