There is no need to protect "innocent" people from the harmful effects of second hand smoke since everyone in the cafe is smoking or at the very least they go there with the understanding that they will be subjected to second hand smoke. There should be an exemption for Hookah Lounges.

The settings that the tests were done in were done in a maner that is not how a hookah is normally smoked. I'm sure that the people doing the study didn't understand the function of a hookah, or the real exposure to the smoke. In short, the study was compromised.
