Wrong practice of empanelment of architects

Council of architects india is an authority to empanel architects throughout india and allow them to practice.
But few local authorities used to do there own empanelment for specific purpose.
But this time it has gone a way beyond this by UDH, jaipur.
They have empanelled few architects on the basis there experience of 3 high rise building for giving completion certification to the building.
That simply means that new budding architects who has not done 3 high rise buildings will never get chance to get a project of that kind.
Coz none of the developer will like to give his project to a person who's not empanelled.
If at all he do so, he need to give additional fee of may be the same amount as deaign fee or more then that to architect who's empanelled for giving him the completion certificate and what do we axcepect from the developer now. For sure as a resultant developer will give the project to the empanelled architect only and the new youth who's trying hars will never be able to do the project.
The story doesn't ends here.
Further on the earlier notification udh passes another notification on 31st may2017, that the same empanelled architects will approve the initial maps too.
So the hope which was remaing with young architects ends here totally.
