Since 1996, rights of civilians are continuously violated by many armed groups. The M23 is one of them. The recent UN Group of Experts report highlighted regional support received by the M23, particularly from Rwanda (principal supporter) and Uganda.
While almost everyone is unanimously asking Rwanda to stop torpedoing every effort to stabilize eastern DRC, Ambassador Rice seems to block every effort to ask the Rwandan regime, at least to stop its involvement with proxy armed groups that destabilize Eastern DRC.
As long as armed groups will be instrumentalized, civilians will continue paying the heaviest toll.
Please ask Ambassador Rice to support efforts to tell the Rwandan regime to stop destabilizing Eastern DRC and help bring to justice those responsible of attacks against civilians, particularly those wanted by the ICC.
