Puppy Mill Bills and general Animal Welfare Bills have a hard time getting past Republican Senator Bill Rabon. Senator Rabon has sworn to not let an Animal Welfare bill of any kind, but especially Puppy Mill Bills, have any chance of being passed into law. Rabon is the defacto legislative representative of the AKC, Big AG and hunting organizations, not the registered voters of North Carolina. These organizations do not want humane ordinances protecting any animal – much less breeding dogs and puppies that are born into inhumane, negligent, abusive, cruel puppy mills in North Carolina. The AKC has proven that they are no longer the standard bearer for purebred dogs, or the protector of legal, ethical breeding standards. Between their contract with Petand to register all of their puppies and their own BREEDER OF THE YEAR having been charged with animal neglect. What does this say about the inspection standards of the AKC? What does this position – to reject protections of any kind for dogs and puppies – say about Senator Rabon and the State of North Carolina? While other states pass stricter, humane animal welfare laws, North Carolina suspends their wildlife protection laws to allow a 5-day free-for=all on Possums in December. North Carolina ranks #36 in humane animal laws.

Senator Rabon and the North Carolina General Assembly:

We, the undersigned, demand that proposed animal welfare legislation be allowed to reach the house floor for a vote. The caveat that animal welfare laws do not include AG animals is all throughout current North Carolina Welfare Ordinances. Why can this caveat not be applied to a Puppy Mill Bill? Unlike the AKC propaganda accuses, we are NOT anti-breeding, we are NOT anti-dog ownership. Some of the people signing this petition own purebred dogs - some AKC registered dogs - most of whom were pulled from horrific conditions at puppy mills, surrendered to animal shelters, or bought at Petland. There is no excuse to let thousands of innocent animals live their entire lives confined to tiny cages with wire bottoms, living and breeding on excrement and filth, starved and neglected. There are too may photographs and eye-witness certified testimonials to these conditions for you to deny their existence. Sen. Rabon - you are a veterinarian. The Veterinarian's oath states, "I solemnly swear that I will use my scientific knowledge and skills for the benefit of society. I will strive to promote animal health and welfare, RELIEVE ANIMAL SUFFERING . . ." We know you know this – but it seems that you need reminding of your oath. Where does the oath stipulate that you will only uphold it if the suffering dog isn't making money for your supporters? How do you justify enabling the cruelty, abuse and neglect of puppy mills to continue? You promised - PUBLICLY - 5 years ago that you would introduce a better Puppy Mill Bill than anything that had been submitted. WHERE IS IT? SHAME ON YOU and any member of the NC General Assembly who continues to allow these inhumane conditions to continue for these innocent dogs and puppies.
