This petition is to support "freedom of choice" and to repeal bill 87 for mandatory helmet use on motorcycles.

Regardless of which side of this debate you sit on the real issue is “freedom of choice”. If this group of lawmakers wants to force motorcyclist to do something then what’s next. It could very well be something very dear to your heart.

We voted a body of individuals into the legislature to fix some major issues on Guam and not to pass “feel good” legislation that appears to be driven by emotion and the PDN editorials.

Please email these Senators and other political contacts you may have that you oppose Bill 87 based on its impact to freedom of choice. The message is you feel passionate about retaining your basic ability to make adult decisions on your own and without government assistance. I personally don’t need a ‘nanny’ to make a decision as an adult. Again, also if you will sign this petition and email the senators in the emails below as this will help tremendously in the effort to keep our freedom of choice:

WE the undersigned call on the senate to repeal and or revoke bill 87 for the mandatory use of helmets on persons over 18 riding motorcycles on Guam’s roads.

We believe it should be a “Freedom of Choice” as per the law enacted in 1997 when Tom Matanane, president of the Guam HAWGS Motorcycle Club, reported to the MRF that on March 16,1997, Guam's Governor Carl T.C. Gutierrez signed into law Bill #7, which gives motorcyclists 18 years of age and older the right to decide for themselves whether or not to wear a helmet. The law went into effect at midnight, so on March 17, 1997, motorcyclists in Guam were able to legally ride without a helmet.

Again in 2009 the Guam legislature made an attempt was made to reintroduce that law in 2009, with what it described as “a crowd of motorcyclists” turning up at a public meeting chaired by Mr Palacios to protest against the proposals. No further action was taken.

We will make a stand and show up in numbers to keep our freedom of choice. As adults we know the risks, and we want the right to make a choice, a choice of freedom for ourselves and our motorcycle community.

Motorcyclists are a united Guam loving people who want to be free on our beautiful island. Let us retain our choice of freedom!
