The establishment of a parking lot on a residential block, as put forth by Brent Lumpkin and Randy Goodloe, is unacceptable in every aspect.

To rezone the corner of Woodland Drive from residential to a business-zoned district, for the development of the proposed employee parking area for Lumpkin Plaza, is unconscionable, and would be to the detriment of not only the immediate residents, but also to the citizenry of Lake Charles, as this action would set a precedent of destroying the residential property values of home owners all over the city, wherever situated.

We firmly stand, unified, against this proposal.

We, the Residents and Property Owners of Woodland Drive, Whispering Woods, and of the Calcasieu Parish voting district, petition you to protect our property rights. We are adamantly against the rezoning of Lot 17 on Woodland Drive, from residential to a business-zoned district, for the development of the proposed employee parking area for Lumpkin Plaza.

This intrusion into this family-oriented neighborhood would, without question, irreparably damage the nature of the private environment, eliminate the right to quiet enjoyment, endanger the safety of this close-knit block, and significantly decrease property values, to name just a few of the detrimental consequences of this proposed project.

Add to these significant factors, the increased congestion and inhibited ingress and egress of the block--in an area where high traffic volume on Nelson Road already makes traversal hazardously problematic--and one clearly comprehends that no benefit to the residents of Woodland Drive will be derived from the establishment of the proposed parking lot. South of the proposed parking lot are four new condos, each valued between $240,000.00 and $250,000.00. Property values will be significantly depressed for all residents, as attested to by over one hundred licensed realtors, to date, as well as many other professionals, including but not limited to brokers, appraisers, land developers, and builders.

There is no record of any rezoning of this nature having occurred in the past, and this unacceptable proposal would set a precedent that renders any and all neighborhoods at jeopardy of being intruded upon by commercial ventures that are impractical and ruinous to the domestic nature of any neighborhood.

We urge you to act in accordance with the nature of your positions and rule in the best interest of the voting citizenry of Calcasieu Parish.
