There is a development application before Council to develop and build 283 units at the former “turf farm” at 446 Centenary Highway (A003114265).

This site is affected by flooding from the Brisbane River and the Jindalee Creek and was almost entirely flooded in the recent January 2011 floods. It serves as an important flood plain.

The developer appears not to have used the Brisbane City Council’s recommended 2011 Interim Residential Flood Levels for site (12.1m) but has rather selected the 1 in 100 year Average Recurrence Interval (11.1m).
Furthermore the developer appears to have chosen to disregard Brisbane City Council’s suggestions when undertaking the flood assessment stating the Council’s recommendations are “too conservative and inappropriate for this flood assessment”.

Areas that were flooded during 2011 will be “filled in” and raised with the developer claiming that this will have “negligible impact on Brisbane River flood levels and floodplain storage”. These claims do not appear to have been investigated by Brisbane City Council.
Sinnamon Park Residents Progress Association is opposing this development on the basis that future developments should not in any way increase flood levels in Jindalee, Windermere, Sinnamon Park and Seventeen Mile Rocks.

There could be significant cumulative effects on flooding levels in our area if Brisbane City Council continues to allow developments that “fill in” the few remaining flood storage plains.

Our suburbs already experienced horrific levels of flooding in January 2011. Development applications that have the potential to increase flood levels, even negligibly, must be rejected by Brisbane City Council.

We the undersigned, strongly object to this proposal and request that the Brisbane City Council:

1. Rejects this development application (A003114265)

2. Commissions an independent flood assessment to determine the impacts of any development of this site on flood storage capacity of the area and flooding levels from flood events of the Brisbane River and/or Jindalee Creek.
