The 'city of swan' are considering application from the ASPEN Group to facilitate a 40 truck depot facility with other stages to follow.

Our OBJECTIONS are logical and fair that identify RISKS of great CONCERN to the SAFETY and WELL BEING of PERSONS; PROPERTY and the ENVIRONMENT.

We need to reduce these levels of RISKS by finding alternative transport facilities more palatable to the PERTH-DARWIN highway planning ambitions to save NEAR MISSES INCIDENTS and ACCIDENTS as fatalities are eminent in this zone.

We REJECT the claim, this development is justified by the need to service the 'CITY OF SWAN's calling for TRUCK DEPOTS. This need is not reflected in the Amendment 40 COMMUNITY survey and COMMUNITY risk assessment and remains in direct conflict with community (small operator's survival) vs developor aspirations.

We the undersigned call for the 'CITY OF SWAN' Council to vote against the plans of the ASPEN GROUP to develop a 40 truck depot facility in UPPER SWAN as it is a HOSTILE DEVELOPMENT concerning 5 simple FACTS.

1. TRAFFIC MANAGEMENT Hazards have been identified at this corridor entrance to the SWAN VALLEY. TRUCK MOVEMENTS causing massive CONGESTION inhibiting safe flow of traffic on a MAJOR highway servicing our NORTHWEST. Medical E.R. times from nearest towns to get residents to MAJOR SWAN HOSPITAL will be IMPACTED on, leaving their LIVES at heightened RISK.

2. ENVIRONMENTAL HAZARD Concentrated STORAGE risks in close proximity to NATIONAL PARK; endangered SPECIES precinct and TOURIST precinct equates to unnecessary concentrated STORAGE of combustible (toxic) FUELS in such a location; dangerous also to nearest neighbours. ENV. asthetically UGLY for tourism industry GATEWAY.

3. FIRE MANAGEMENT CRITICAL risks identified. EMERGENCY RESPONSES (evacuation PLANS can only accommodate one ACCESS point) - off MAIN highway NO EGRESS availability.......POTENTIAL LOSS of Human Lives HEIGHTENED. Not palatable to AS4801 minimal benchmark OHS standards for future DEPOT occupants.

4. PROPERTY & ASSET RISKS - Fire; Damage; and Theft Risks Heightened by CONCENTRATION of ASSETS. Not practical and desirous to owner/operators or insurance arrangements in the event of a State DISASTER.

Practical Property ALTERNATIVE considerations could be ACHIEVED located further NORTH to accommodate PERTH-DARWIN highway future aspiration PLANNING with better access and egress E.R. PLANNING.
