10/3/2016 Gary C. Ligon an "Insane wife Killer" at 9:15am walked out of the State Hospital located in San Antonio, Tx at 6711 New Braunfels. This man, murdered his wife, dismembered her with a circular saw and burned her head in a bathtub, and he was roaming the street freely and openly without any type of heads up to any neighborhoods or schools. Brooks City base has evolved into a thriving neighborhood. Home to business, schools, church's and many new sub-divisions. We feel it should be the right of the people to have some type of notification process to be alerted when one of these mental patients escapes the facility. He was found 2 miles away ironically enough located just a few hundred yards away from the San Antonio dispatch center.
It is the civic duty of the city to keep its residents notified and a breast of situations that involve dangerous and possibly deranged individuals.

We, the undersigned, call on the city council to adopt a policy and procedures that would notify the immediate residents of the surrounding areas of the State Hospital of situations that involve dangerous and possibly deranged individuals.
