Landlords in the Canton of Vaud Must Provide Better Laundry Facilities for Tenants in Rented Accommodation

At present, Swiss landlords do not provide sufficient laundry facilities for their tenants.

Tenants in older, poorly sound-proofed buildings or those that are lacking in space, are not allowed to or are unable to install washing machines.

In place of this is an archaic and insufficient system whereby tenants have access to - usually - a single machine, for a few hours, once every 7-10 days. The time slot for machine use is redundant when it is incompatible with hours of work. Tenants are generally not allowed to use washing machines on a Sunday. This system is out of date, impractical, unhygienic and does not suit modern day demographics or working hours.

Also of concern is the dishonest practice of "double-charging" tenants for laundry use. This occurs when tenants must pay for credit on a laundry card to use the machines, but are once again charged for the water and electricity used by washing machines, either in monthly or annual bills.

Proposal:
1) Landlords allow tenants to install washing machines into their apartments.
2) If this is not possible, washing machines should be installed in the laundry room at a ratio of 1:6 households, with each household having access to a machine for a full day, once per week, from 6 a.m. until 9 p.m.
3) Washing machines should be available for use on Sundays
4) Tenants must not be double-charged for laundry
