Seventeen-year-old Jaquise Lewis was shot twice in the back as he ran from a white assailant at the City of Albuquerque's Los Altos Skate Park.
Lewis was shot and killed during a massive brawl at Los Altos Skate Park in 2015. The man accused of shooting him, Greg Buchanan, claimed self-defense and was never arrested.
But Payne believes the former district attorney, Kari Brandenburg, wrongly dismissed the case. Payne hopes Torrez will at least review it.
"We're hoping to sit down and go over the case file and go over the facts and more importantly go over the video. It speaks for itself," Payne said.
Michael Patrick, a spokesman for Torrez's office, said Friday that they respect Brandenburg's decision to not pursue charges and that there is no reason to reopen it.
