In the preelectoral bilance, Berisha government gave clear data on roads constructed, schools reconstructed and other achivements of its institutions. But it has never mentioned what where the phenomens that shocked the legal state in Albania. What was not made public on the "state-capture", involvement of the Premier family in corruptive affairs, scandals of verbal violence of Prime Minister, sexual scandals of a minister, open pressure and problematic institutional relations.

"Civil Rights Protection Association" in Albania reminds to the public all scandals of Berisha government during the last 4 years, from Albtelekom contract to verbal insults of Prime Minister, explosion of Gerdec that killed 26 and injured 300 persons, sexual scandal of a minister in the cabinet and the secret agreement with Greece for the "coastal line".

September 2005 - After the government cabinet was created, Berisha annuls the privatisation of Albtelekom. "We can not sell it on low price", he said on "Calik" company offer. Some months later, he "gave" Albtelekom to turkish company. June 2006 - Sali Berisha’s nephew, Dritan Berisha, employed in Interior Ministry creates an incident with fire arms in front of hotel "Dajti" in the center of Tirana. September 2006 - Director of Civil Aviation, Gazmend Dibra resigns after the scandal "Albatros", a flying company where one of the share holders was nephew of President Alfred Moisiu. Director Dibra put him under pressure for flight permissions until Moisiu would dismiss General Prosecutor Theodhori Sollaku. November 2006 - Berisha rewards with 250 000 euros Jean Paul Carteron. Albanian government signs a secret agreement with Crans Montana Forum for the organisation of two seminars. Carteron was personal friend of Premier Sali Berisha. February 2007 - Because of changes in administration, 1 million euros for all employees that were dismissed unduly were paid from state budget. February 15 2007 - Another scandal, road Levan-Vlore was given to "Alpine" company. The company is managed by sister-in-law of Fahri Balliu, member of national Council of DP and publisher of "55" newspaper. Manager of "Alpine" was General Secretary of Ministry of Culture. 28 shkurt 2007 – Because of political declarations, government lost to Turkey the battle of extradition of Aldo Bare. Turk advocate presented as an evidence an electoral spot of Democratic Party.

April 25 2007 - Some days before the visit of US president George W.Bush in Albania, after a quarrel with Premier Berisha, Ministry of Foreign Affairs Besnik Mustafaj resigns. May 2007 - Government initiates the approvement of law "On Taxes Procedures in Republic of Albania" , considered as "Fine Law". Bussiness’s representatives and opposition were against the law and that ended up in Constitutional Court. June 2007: Scandal of school "Omiros" in Korça was published. Ministry of Education approved a history text for this school, deformating the history of Albania. July 15 2007 – Government fines Top Channel with 13 millions of euros for fiscal evasion. Two years later, government penalizes also NEWS 24 television with 8 millions leks, after broadcasting a TV spot of G99. July 18 2007 - Turkey blocks 60 arm conteniers from Albania with destination Armenia. Arms’ bussiness caused a diplomatic scandal when Azerbaidjan requested to Islamic Conference to penalize Albania. Armenia was in conflict with Azerbaidjan at that time. August 29 2007: The fourth worker died in the mine of Bulqiza. The mine was closed to improve conditions but was never opened again. 18 shtator 2007 - Corruption with road’s tenders. Deputy minister of Transport, Nikolin Jaka, ex-director of Roads, Ilir Berzani and 7 high officials were arrested. They demanded bribes for tenders from private companies. September 28 2007 – A secret contract of Premier Berisha with Tom Ridge on a value of 500 000 dollars was published. High Council of Justice accused Premier of breaking the law with this secret contract.

October 9 2007 - The biggest scandal of this government, road Durrës-Kukës, was published. Prosecution begins investigation and this brings to lift of immunity to Lulzim Basha. According to High Council of Justice, there are abuses of 232 millions of euros. November 1 2007 - Lulzim Basha, Minister of Foreign Affairs demands a change in the mandate of OSCE from interference to expertise. OSCE answers: We want to stay and we’re against the change in mandate. November 6 2007 - Parliament votes to dismiss General Prosecutor, Theodhori Sollaku. The dismissal was supported by 77 lawmakers, 36 were against and 3 abstained. November 14 2007 - Director of Prisons, Saimir Shehri resigns. He accused brother of Minister of Justice, Ilir Rusmali, for tentatives of corruption for a tender in the Directorate of Prisons. One day later Rusmali resigns too. December 7 2007 - Transparency Internacional publishes the report on corruption in Albania; health care and justice system are the worst sectors. Around 80 % of albanians have no trust in albanian government. February 10 2008 - The dossiers of "Argita Berisha", daughter of premier Sali Berisha opens up. Her legal studio was swept up by the national register, while it is verified fiscal evasion on her activity. March 15 2008 - The biggest corruption scandal of Albanian government, Gerdec, erupts. The bussiness of MEICO and Albademil was very lucrative, but the explosion in Gerdec on this day kills 26 and injures 300 persons. Three days later, Minister of defence Fatmir Mediu resigns. Director of Meico Ylli Pinari, owner of Albademil, Mihal Delijorgji and director of the facility, Dritan Minxolli, were arrested. March 28 2008 – "New York Times" publishes the article on the bussiness of arms from Albania to Afghanistan. MEICO is involved in the traffic. Ylli Pinari, director of MEICO contacted with Efraim Diveroli, owner of AEY that won a contract from Pentagon to supply the Afghan army with ammunition. In the scandal it was involved also the son of Premier Berisha, after a registered conversation between Kosta Trebicka and Efraim Diveroli. April 2 2008 - Albanian government puts under pressure the prestigious "Financial Times" for a special editorial in change of state advertisement from ministries. The newspaper refused this. April 8 2008 - Government pays 300 000 euros for a turistical spot in CNN.

May 5 2008 - Arben Sefgjini, Director of Taxes in Berisha administration is dismissed. He was accused of liquidation of the albanian-macedonian bussinessman Remzi Hoxha. June 16 2008 - DP majority drops candidatures of Bamir Topi for the members of Supreme Court. This caused the reaction of international community, USA, OSCE an CoE against government’ interference on independent institutions. July 23 2008 – Banal and arrogant insults of Premier Berisha against lawmaker Taulant Balla during a parliamentary session. This sets a precedent of insult and threats in the parliament. August 2008 - Government prepares the Law on Prosecution. US reacts: These are pressures to put prosecution under control. August 2008: "Gazeta Shqiptare" in Lazarat. NEWS 24 films cannabis plantations watered by statal water-tanks. Government and police won’t admit their failure. August 26 2008 – 1 kilo of cocaine is found in the car of Albanian Ambassador in Italy. Police arrests Arsen Selmanllari, driver of ambassador Llesh Kola. Arsen Selmanllari is cousin of Rahman Selmanllari, close friend to Shkëlzen Berisha, premier’s son. September 2008 – Bussinesman Kosta Trebicka is found dead in misterious circumstances. He was the first to denounce the corruptive affair of Gërdec and the arms’ traffic from Albania to Afghanistan. Investigations concluded in a "accidental death".

October 5 tetor 2008 - Damir Fazlliç is arrested in Sarajevo. He had created the company SRF Developments in Albania and its administrator was Erjon Isufi, brother-in-law of Foreing Minister Lulzim Basha. Co-partner of Argita Berisha, Flutura Kola bought from Fazllic a company of 1.7 millions of euros for Crown Acquisitions. Prosecutors were not allowed to ask questions to Damir Fazllic. He went away from Albania with the help of police. February 23 2008 - Government hunts out IMF from Albania. On 1996, IMF left Albania in a demostrative manner. It was the moment of collapse of pyramidal schemes. Sali Berisha was president and Ridvan Bode was Finance Minister. The same person commands now state finances. October 26 2008 - Government initiates the approvement of a new law "On Territory". This project caused scandal in World Bank offices and CoE offices: Government is breaking the autonomy of local government! December 16 2008 – "Law of Spies"; Berisha accuses Zamir Shtylla, head of investigations in General Prosecutor as a communist investigator. Shtylla resigns from his post. He was investigating important cases as Gerdec, Fazllic and Durrës-Kukës road. January 29 2009 - A scandal of properties in "Plazhi i Gjeneraleve", near Tirana implicates also the head of DP parliamentary group Astrit Patozi. February 2009 - "Jala"scandal implicates the son-in-law of Premier Berisha, Jamarbër Malltezi. The scandal that caused hot debates and polemics is about the demolition of several houses in Jala, on the arguments that a World Bank project would be implemented there.

April 3 2009 - Minister of Turism and Culture, Ylli Pango was involved in a sexual scandal. "Fiks Fare" programme in Top Channel broadcasted the scandal images and four minutes later, Premier Berisha dismissed him. April 29 2009 - Greek Premier Kostas Karamanlis in Tirana meet with head of state and government. Berisha and Karamalis signed the agreement on "coastal line", considered as a scandal and kept secret by government. May 12 2009 - Argita Malltezi, daughter of Premier interfered in statal institutions to secure a permission to construct an energetic parc in the territory bought from the family friend, Damir Fazlliç. In the confidential emails of Argita Malltezi and aran citizen Zafar Ansar on the issue, it was discussed also her interference in several institutions.
