Jackie Speier created a bill that would remove rape accusations from going up the military's chain of command. As of now, commanders have total and complete control over whether or not a sexually assault is reported and if any action is taken against the perpetrator. Victims therefore are opting to not come forward for fear of harassment, assault, and public humiliation.
The Speier bill would create an autonomous council made up of a board of professionals. This council would handle the investigation and prosecution of the accused and would also attend to the victims needs.
We, students of The Pennsylvania State University, call on you, Rep. Glenn Thompson to support Jackie Speier's proposed bill.
