councils bringing in 20mph speed limits without consulting

Let me start by agreeing with the cocept of 20mph speed limits . It seems that this will be another tax on drivers again,I read in the papers that only 5 percent of burglaries are solved ,Why is it that there are 10 maybe 15 police officers at the side of the road pulling car drivers up continuously,Ray guns for speeding would you not think that the public who pay for policing would have more confidence in the police force if there man power was put towards protecting them and there homes,If local goverment wishes to bring in 20mph speed restrictions at least let it be just a fine ,There are people who want to abide by the law but who will end up having there lively hoods taken away for going a few miles over 20 in an empty road .Is it only me that feels like this,I am a middle earner i am on 28000 and would quite happily contribute another 20 pounds a week towards local services such as hospitals youth clubs,I would like to put this to the test by poll would you be happy to start a youth cub in your area to keep your kids off the streets who would put 10 pounds a week in i would
