To institute a capital levy on all members of Congress, congressional aides, and registered lobbyists, and their aides, for the purpose of ascertaining their wealth and holdings so that the American people can have that published knowledge.
This 10% levy be used to diminish our national debt, to set up a national recycling organization through which we as ordinary Americans can reduce the national debt by taking charge of our own future and assist the President in defining ourselves as capable and user friendly in the world market.

We the people of the United States of America and its Territories, thereof mean to install a capitol levy on all members of Congress, their aides, and all registered lobbyists, and their aides for the purpose of taxing them all at the rate of 10% in order that we reduce the national debt.
And that all regular Americans involve themselves, and that by their own patriotism begin and share in the recycling of America as a whole so we make use of existing recycling centers or if need be provide the American people with facilities to recycle any and all metals, plastics, and glass for the purposes of reducing the national debt.
We can do this ourselves, we can show the world that we care about the planet Earth that We live on, that We Americans are strong, clean and focused, so help US God.
