The city council of Masvingo introduced road levy despite lack of consultation of residents and overwhelming objections by residents over the management of the levy and has failed to outline how much was collected and how many roads were refurbished.
While there are many households in Masvingo urban with each paying $3 per month as from January to June 2015 this has not transformed the city roads. A formal request was submitted to the city mayor seeking this information on the 21st of April 2015 and no reply has been given so far.
Section 62 of the supreme law of Zimbabwe categorically outline the right to access information of public accountability.
City council must take legal action to claim the remittances that ZINARA has failed to submit for the upgrading of that in future introduce levy upon the already overtaxed residents, who already live in abject poverty and fail to pay council bills.
We the undersigned, are residents of Masvingo city, and call upon the Masvingo City Council and Minister of provincial affairs for Masvingo Mrs Shuvai Mahofa to release a report showing how much has been collected, how many roads were revamped since the introduction of the road levy in January 2015.
There has been no transformation of our roads despite collecting it for 6 months. There has been widespread rumor that you have diverted the levy to finance the foreign trips to Zambia and Germany and Madagascar within 3 months without the approval of the residents.
We believe that if the funds were put in good use then the roads would have been transformed.
