Mae Morbain wedi cyflwyno cais i godi 366 o dai ar safle Penyffridd ym Mangor. Mae gwrthwynebiad i'r cais ar sail: ysgolion yn orlawn, traffic yn ofnadwy, 270 o dai newydd yn cael eu hadeiladu rŵan, effaith andwyol ar yr iaith Gymraeg, dim tystiolaeth bod galw am fwy o dai, gwaethygu llifogydd ar Ffordd Caernarfon.

Morbaine have submitted plans to errect 366 new homes in Penyffridd in Bangor. We object to this proposal because: schools are full, traffic is awful, 270 are currently being built in Penrhosgarnedd, this will have a detrimental effect on the Welsh language, there is no proof that these houses are needed, these houses will worsen the flooding of Caernarfon Road.

Yr ydym ni sydd â’n henwau isod yn gwrthwynebu’r cais hwn, am y rhesymau a ganlyn, ac yn gofyn i aelodau’r Cyngor wrthod caniatâd cynllunio amlinellol iddo.

We the undersigned object to this application, for the following reasons, and ask the Council members to refuse it outline planning permission.

1. Mae datblygiad o’r maint hwn yn gwbl ddianghenraid. Nid oes galw yn yr ardal hon, nac yn ardal ehangach Bangor a’r cylch, am 366 o unedau byw arall yn ychwanegol at y 270 sydd eisoes yn cael eu codi ar safle Ffordd Cynan, dafliad carreg i ffwrdd. Tyst i hyn yw bod cynifer o dai ym Mangor ar werth neu ar osod ar hyn o bryd. Byddai’n orddatblygiad.

1. A development of this size is wholly unnecessary. There is no demand in this locality, nor in the wider Bangor area, for another 366 dwelling units in addition to the 270 already being built at the Ffordd Cynan site, a short distance away. The number of houses presently for sale and let in Bangor witnesses to this. It would be overdevelopment.

2. Mae’r cais am 366 uned ar ragor nag 11 hectar o dir. Mae hynny’n fwy na’r hyn sydd yn y cynllun unedol, sef 330 uned.

2. The application is for 366 units on more than 11 hectares of land. That’s in excess of the amount in the unitary plan, i.e. 330 units.

3. Ni all yr isadeiledd lleol presennol ddygymod â datblygiad o’r maint hwn.
Mae ffyrdd yr ardal eisoes yn un dagfa yn y boreau a’r hwyr, a’r ysgolion lleol yn llawn i’r ymylon. Byddai datblygiad o’r fath yn gwaethygu’r sefyllfa yn ddirfawr.

3. The present local infrastructure cannot support a development of this size. The local roads are already choked with traffic in the mornings and evenings, and the local schools are full. Such a development would worsen the situation considerably.

4. Â thir glas yn prinhau, ni fyddai’r datblygiad hwn yn darparu digon o ofod agored ar gyfer amwynder preswylwyr a chadw cymeriad tirweddol y fro. Nid ymddengys y darperir hyd yn oed meysydd chwarae a chwaraeon, na diogelu nodweddion sefydledig megis gwrychoedd a choed.

4. With green land becoming scarcer, this development would not provide enough open space for the amenity of residents and the conservation of the character of the local landscape. There appears to be no provision, even, for playgrounds and sports fields, nor for the preservation of longstanding features such as hedgerows and trees.

5. Heblaw am effeithio ar yr amgylchedd a’r isadeiledd, byddai’r datblygiad yn effeithio ar gymeriad y gymuned leol. Nid tyfiant organaidd fyddai hyn, ond chwyddo artiffisial, cynnydd poblogaeth aruthrol a disymwth y tu hwnt i allu cymuned i ddygymod ag ef. Ni all ond chwalu hunaniaeth y gymuned.
Yn ychwanegol, dyma’r rhan Gymreiciaf o Fangor, ac ni allai’r fath orddatblygu ond effeithio er gwaeth ar hynny. Ni ddylid cymeradwyo unrhyw gynllun cyn i’r Cyngor, fel Awdurdod Cynllunio sydd â pholisi sy’n datgan bod gwarchod y Gymraeg yn amod caniatâd cynllunio, gynnal Asesiad Ardrawiad Iaith o’r cais.

5. Apart from the environmental and infrastructural effects, the development would effect the character of the local community. This would not be organic growth, but rather, an artificial inflation, an enormous and instantaneous rise in population, with which the community couldn’t cope. It cannot but destroy the community’s sense of its own identity. Additionally, this is the most Welsh-speaking part of Bangor, and such over-development cannot but jeopardize that. No planning approval should be given until the Council, as a Planning Authority which has a policy stating that safeguarding the Welsh language is a condition of planning permission, holds a Lingustic Impact Assessment of the application.
