Άρση της απαγόρευσης δημοσίευσης αγγελιών για τα αδέσποτα /LIFT THE PROHIBITION OF STRAYS’ ADDOPTION ADS (Lang.: Greek, English, Italian)

Απαιτούμε την άρση της παραγράφου 7, του άρθρου 5 του νέου νόμου (4039/2012) σχετικά με την δημοσίευση αγγελιών αδέσποτων ζώων: "Μετά την παρέλευση 30 ημερών από τη δημοσίευση του νόμου αυτού απαγορεύεται η δημοσίευση αγγελιών για ζώα συντροφιάς προς πώληση, υιοθεσία ή δωρεάν παραχώρηση σε έντυπα, φυλλάδια, τοιχοκολλήσεις ή σε ιστοσελίδες, αν δεν αναφέρεται ο αριθμός της ηλεκτρονικής σήμανσής τους."

Εκτός από τις νόμιμες φιλοζωικές οργανώσεις και σωματεία υπάρχουν και αρκετοί "παράνομοι" εθελοντές οι οποίοι αποκλειστικά με δικά τους μέσα (χρόνος, χρήματα, χώρος) προσπαθούν να βοηθήσουν τις τετράποδες ψυχές που τριγυρνούν στους αφιλόξενους δρόμους των πόλεων και όχι μόνο.

Η δημοσίευση αγγελιών αδέσποτων ζώων έχει μόνο σκοπό την εύρεση καλύτερης ποιότητας ζωής του ζώου. Με αυτό τον τρόπο συμβάλλουμε σημαντικά στην μείωση των αδέσποτων.

Λόγω της οικονομικής κρίσης και της ύφεσης που διανύει η χώρα μας τα τελευταία χρόνια, καθώς και λόγω της εφαρμογής νέων οικονομικών μέτρων, η ζωή κάθε πολίτη έχει δυσκολέψει. Προσπαθούμε παρόλα αυτά να συνεχίσουμε να βοηθάμε τα ζώα που βρέθηκαν σε αυτή την άσχημη θέση λόγω της αναισθησίας καποιων συνανθρώπων μας και λόγω της αδιαφορίας τους κράτους.

Προσωπικά, θεωρώ ότι ένα τέτοιο μέτρο έχει μοναδικό σκοπό την είσπραξη χρημάτων και όχι την έμπρακτη βοήθεια στη λύση των αδέσποτων ζώων.

Προτείνουμε την εύρεση κινήτρων για την υιοθέτηση αδέσποτων ζώων, όπως κτηνιατρική περίθαλψη για τον νέο ιδιοκτήτη σε ιδιαίτερα οικονομικές τιμές από κτηνιάτρους που συνεργάζονται με τον κάθε δήμο, υποχρεωτική στείρωση, κ.ά.

Διεκδικούμε την επιβολή της "Δήλωσης Υιοθεσίας ζώου από νέο ιδιοκτήτη", όπου θα αναφέρονται τα πλήρη στοιχεία και των δύο μερών, καθώς επίσης και τα στοιχεία του κτηνιάτρου που παρακολούθησε το αδέσποτο ζώων σε περίπτωση ασθένειας ή ατυχήματος. Το συμβόλαιο θα κατατίθεται και από τον προσωρινό ιδιοκτήτη (εθελοντή/φιλόζωο) και από τον μόνιμο ιδιοκτήτη σε ειδική αρχή στον δήμο που υπάγεται το κάθε μέρος της δήλωσης.

Οι υπογραφές και το αρχείο θα παραδωθεί σε νόμιμο φιλοζωικό σωματείο ώστε να σταλεί στο Υπουργείο Αγροτικής Ανάπτυξης και Τροφίμων.

We demand the lift of paragraph 7, of article 5 of the new law (4039/2012) regarding the publication of stray animals’ adverts. : “30 days after the promulgation of this law, the publication of any notice regarding sale, adoption or donation of companion animals without mention of the animal’s microchip number is prohibited in any kind of printed material, flyers, posters or websites”.

As Greece has very few state animal shelters, volunteers have taken up the hard work of caring for the countless strays. They have to pay for food, sterilization expenses, vaccines, medicines, and shelters by themselves, often by cutting down on their own needs. The volunteers also promote notices for the strays’ adoptions in an effort to reduce their number on the streets, where they are constantly in danger of being manhandled, tortured or killed.
This new law forces volunteers to put a microchip on the stray animals in order to be able to publish any adoption ads.

The added cost of the microchip, which amounts to circa 40euro per animal, will make it very difficult, if not downright impossible, for the volunteers to promote the animals for adoptions and find them loving homes.
Many volunteers believe this law furthers financial interests rather than animal welfare.

We propose instead a different course of action, which includes the provision of incentives for those who adopt a stray, such as veterinary care in lower prices by veterinarians who cooperate with the state. We also believe that spaying should be obligatory because there is a habit of allowing uncontrolled breeding and then discarding the puppies in the garbage bins.

In addition, we claim the imposition of an adoption contract identifying both the old and new owner of the animal, as well as the veterinarian who treated the animal before the adoption. Both the old and new owner should register the adoption contract at the relative municipality.

This petition along with the collected signatures will be delivered to an official animal welfare association to be sent to the ministry of agricultural development and alimentation.

Si come la Grecia ha pochissimi canili e rifugi statali, regionali o comunali, dei volontari si occupano degli innumerabili randagi. Pagano dalla loro tasca per l’ alimentazione, le vaccinazioni, le medicine, le sterilizzazioni e danno rifugio ai animali, spesso detraendo dai loro stessi bisogni. I volontari promuovono anche degli annunci per l’ adozione dei animali randagi in un tentativo di ridurne il numero sulle strade, dove rischiano di essere maltrattati, torturati o ammazzati.

Questa nuova legge obbliga i volontari a mettere un microchip agli animali per poter pubblicizzare degli annunci per la loro adozione.

Aggiungere un costo, che viene su i 40 euro per animale, peserebbe sulle tasche dei volontari facciendo quasi impossibile la promozione di animali per adozione.

Tanti volontari credono che questa legge favorisce gli interessi economici e non il benessere degli animali.
I volontari, invece, propongono un altro piano d’ azione che prevede l’obbligo di un contratto di adozione. Il contratto dovrà contenere sia il vecchio che il nuovo proprietario dell’animale ma anche il veterinario che si e occupato di esso e deve essere registrato presso i relativi comuni.

Questa petizione e le firme raccolte saranno consegnate ad un’ associazione di protezione di animali, la quale la inoltrerà al ministero dello sviluppo agricolo e di alimentazione.
