As you know, the key sectors of the economy of the Abitibi-Timiscaming region and of the North of Quebec are the forest industries and the mines.

It is time for us, the People of the First Nations, to develop our expertise in the field of the mineral resources which exist in our areas. While using and by developing the potential of our communities and also by privileging the Vocational Training of our own manpower, we will be able to effectively develop this sector at our profit.

There is at present a new project which will be able to create permanent jobs for the people of our communities. For this purpose, the opening of a Mine-school in the sector of Duparquet for the training in a mining enterprise and the training courses in a working environment for all "Indians, Mongrels and Inuits” which reside in reserve and out-reserve, to help them to complement their training, to acquire experience and all the competences necessary.

Courses for miner of extraction, operator of equipments for the treatment of ores, diamond drilling, driver of loader and underground truck, prospector, and others.

Experienced teachers and highly skilled workers will be necessary. A priority will be granted to the local manpower which is very well qualified.

Many varied employment opportunities will be thus created for men and women of the First Nations, in addition to the related jobs in construction, tourism, mining exploration, machining, welding and many others, while supporting the economic expansion of the Abitibi-Timiscaming region.

The Mine-School will respect the highest standards in safety in the mines and will use processes which respect the most strict environmental standards.

The mine is underground and the impact on the surface is minimal. In the mine and in the mill, water is used in closed circuit. After use, all water is recovered in a large tank, then filtered and re-used again. The residues of finely crushed rocks which are recovered at the end of the ore processing, are mix-in with cement and sterile rocks and all this is returned underground where the ores were extracted to fill these open spaces and solidify the mine.

The health, the safety and the respect of our environment are our top priorities.

This project is very important for the First Nations communities and for the development of our Region.

We ask the Governments of Quebec and Canada and the Representatives of the First Nations Communities to work together to allow the realization of the project of Mine-School for First Nations in order to fight against the high unemployment rate, against the dropping-out of school, against the highest suicide rate in Canada amoung the young people in certain First Nations communities and against poverty.

By the vocational training and by the creation of permanent and high paying jobs, we will be able to improve the living conditions for the men and women of the First Nations in Quebec and in Canada.
