Dreads are a deeply personal things for a Rastafarian, the dreads to them are a holy thing/ even a vow, a holy vow, not to be shown to everyone, but some. A very personal manner of sorts.
Their hats to them are like a crucifix, something that is not to be taken, or hidden from the world, Their hats are a sign of their religious background.
