This petition is in opposition to Austin Water Utility plan to dig a shaft or shafts on or near Spicewood Springs Road and Old Lampasas Trail. Bull Creek Ranch, the Mountain, Spicewood Estates, Enclave and surrounding neighborhoods due to 2 1/2 yrs, 7 days a week, 12 hours a day.

Concerns are: noise, traffic, unsightly, unnecessary and unsafe construction, potential de-valuation of property, decreased home sales, lack of neighborhood notification via signs, unclear communication of meeting times, protection of the Jollyville Plateau Salamander and other resident species, non-adherence to the deed restrictions, proximity to the BCP/Bull Creek, safety concerns for the neighborhood, school, park, church, cemetery, cylists, motorists, horse farms, watershed, wildlife and overall traffic flow, implausible setbacks and questionable security of the manholes.

We, the undersigned owners of property that will be severely affected by the proposed Shaft Site for the Jollyville Transmission Main for Water Treatment Plant 4 proposed in Upper Bull Creek Park, do hereby strongly protest against any decision to construct the Shaft Sites for the Jollyville Transmission Main using this parkland or any other parkland or other land near, on, over, below or above Spicewood Springs Road and/or Old Lampasas Trail Austin, Texas.

Our protest is based on the adverse safety, traffic, air pollution, vibration and noise pollution impacts on our residential communities from the planned heavy construction activity. Also, we protest the loss of and/or impact to our parkland, and the lack of Community Outreach by Austin Water Utility, City of Austin Public Works Department, and/or the City of Austin Watershed Protection Department.

Additionally, we strongly believe that the proposed use of Upper Bull Creek parkland along Old Lampasas Trail and Spicewood Springs Road for the Shaft Site for the Jollyville Transmission Main, categorized as a Major Utility Facility, is an incompatible use for our residential area. We also do not believe that the City Council has been provided adequate information about the residential neighborhoods surrounding the proposed Shaft Site and the impact on our neighborhoods.

We believe that there are no available mitigation strategies that would cure the safety hazards, air pollution, noise pollution and environmental impacts of this proposed temporary and permanent use of this land.
