Addressed to The Board of Alderman and Mayor Louras:

WE THE UNDERSIGNED WOULD LIKE TO BRING YOUR ATTENTION TO THE FOLLOWING PROBLEM(S):

 Repeated pornography issues in & among the Rutland City Police Department.

 Lack of leadership & morale of/in the Rutland City Police Department.

 Lack of action as is required to do “on behalf of the City and betterment of the community,” by the Police Commission.

 Lack of transparency within the City government & offices.

WITH RECOMMENDATION(S):

 To re-write the necessary portions of city policy covering the Police Commission and the Board of Civil Authority to allow for the ability to clearly, legally and immediately dismiss the Chief of Police for any failure to uphold the Police Department manual, violation of both his/her oath of office and public trust.

 Dissolution of the Police Commission and a system that does not and has not done its job.

 Departmental training for City employees in the Internet Policy before they sign it.

 Dismissal of ANY current Rutland City Police Officer (or other City worker) involved in violating the City’s Internet policy.

 Make public any and all files/reports & otherwise involved in any of the above issues.

 Require the Rutland City Police Department to become accredited and begin to regain the trust of the community.
