This bill serves youth who have emotional, behavioral, mental health, or substance abuse problems. Certain standards and enforcement provisions will be required to prevent child abuse and neglect in residential programs. State and local governments would operate such programs mainly through therapeutic schools and group homes.

This bill passed the House on February 23, 2009 and has now moved on for Senate vote.

We believe child abuse is becoming an ignored issue. Part of the reason almost five children die everyday as a result of abuse is because the issue is not recognized nearly enough. If the states began to recognize child abuse, a significant decrease in deaths would undoubtedly result.

We, the undersigned, wish to support HR 911 to stop child abuse in residential programs, and persuade Kentucky US Senators Mitch McConnell and Jim Bunning to support this bill as well.
