Single payer health insurance is standard in most of the developed world.
The United States, its companies and its workers cannot compete against nations where health care is standard infrastructure.
Whereas: The escalating costs of health insurance and health care are creating unprecedented strains on our economy;
Whereas: our businesses function in a global economy where healthcare is provided as infrastructure for the competition;
Whereas: there are presently 45 million uninsured Americans;
Whereas: healthcare costs are a leading cause of corporate and personal bankruptcies; and
Whereas: our spending on Medicare and Medicaid alone exceeds per capita spending for universal coverage in other developed countries;
Whereas: the federal, state and local governments of the United States already spend 45% of all healthcare dollars;
Whereas: healthcare costs continue to grow at a rate in excess of three times the Consumer Price Index, growth which cannot be sustained.
We, the undersigned, do hereby petition the Congress of the United States to establish a system of Universal Healthcare for all Americans.
Such a system would embody the following features:
(a) Care and coverage universally available for all;
(b) Freedom to choose service provider;
(c) Single-payer insurance similar to other developed nations.
P2P (peer-2-peer) users have been in a constant fight against the RIAA, MPAA, and even the FBI. Some people may say that P2P users should be punished for the breaking of copyright laws. Others say that data should be free for distribution. Millions of people in the past, the present, and hopefully the future will be using P2P.
The question comes down to do you think P2P users should be pursuited or not. US code Section 2319 of Title 18/Part I/Chapter 113 has given the government the ability to charge P2P users with a crime.

Naked short selling is not necessarily a violation of the
federal securities laws or the Commission's rules. Indeed,
in certain circumstances, naked short selling contributes to
market liquidity. For example, broker-dealers that make a
market in a security4 generally stand ready to buy and sell
the security on a regular and continuous basis at a publicly
quoted price, even when there are no other buyers or
sellers. Thus, market makers must sell a security to a
buyer even when there are temporary shortages of that
security available in the market. This may occur, for
example, if there is a sudden surge in buying interest in
that security, or if few investors are selling the security at
that time. Because it may take a market maker
considerable time to purchase or arrange to borrow the
security, a market maker engaged in bona fide market
making, particularly in a fast-moving market, may need to
sell the security short without having arranged to borrow
shares. This is especially true for market makers in thinly
traded, illiquid stocks such as securities quoted on the OTC
Bulletin Board,5 as there may be few shares available to
purchase or borrow at a given time.
Regulation SHO, the threshhold securities list, a feable
attempt to appease investors, and forgive past abuses by
clearance corporations, market makers, and hedgefunds.
III. Regulation SHO
Compliance with Regulation SHO began on January 3,
2005. Regulation SHO was adopted to update short sale
regulation in light of numerous market developments since
short sale regulation was first adopted in 1938. Some of
the goals of Regulation SHO include:
Establishing uniform "locate" and "close-out" requirements
in order to address problems associated with failures to
deliver, including potentially abusive "naked" short selling.
Locate Requirement: Regulation SHO requires a broker-
dealer to have reasonable grounds to believe that the
security can be borrowed so that it can be delivered on the
date delivery is due before effecting a short sale order in
any equity security.6 This "locate" must be made and
documented prior to effecting the short sale.
"Close-out" Requirement: Regulation SHO imposes
additional delivery requirements on broker-dealers for
securities in which there are a relatively substantial
number of extended delivery failures at a registered
clearing agency7 ("threshold securities"). For instance,
with limited exception, Regulation SHO requires brokers
and dealers that are participants of a registered clearing
agency8 to take action to "close-out" failure-to-deliver
positions ("open fails") in threshold securities that have
persisted for 13 consecutive settlement days.9 Closing out
requires the broker or dealer to purchase securities of like
kind and quantity. Until the position is closed out, the
broker or dealer and any broker or dealer for which it clears
transactions (for example, an introducing broker)10 may
not effect further short sales in that threshold security
without borrowing or entering into a bona fide agreement
to borrow the security (known as the "pre-borrowing"

IV. Threshold Securities
A. The Basics
1. What is a Threshold Security?
Threshold securities are equity securities that have an
aggregate fail to deliver position for:
five consecutive settlement days at a registered clearing
agency (e.g., National Securities Clearing Corporation
totaling 10,000 shares or more; and
equal to at least 0.5% of the issuer's total shares
Threshold securities only include issuers registered or
required to file reports with the Commission ("reporting
companies").17 Therefore, securities of issuers that are not
registered or required to file reports with the Commission,
which includes the majority of issuers on the Pink
Sheets,18 cannot be threshold securities. This is because
the SROs need to look to the total outstanding shares of
the issuer in order to calculate whether or not the
securities meet the definition of a "threshold security." For
non-reporting companies, reliable information on total
outstanding shares is difficult to determine.
2. Who is Responsible for Identifying Threshold Securities?
Regulation SHO requires the SROs to disseminate a daily
list of threshold securities where such SRO, or its market
center,19 is the primary listing venue for any such

The Boston Stock Exchange, Philadelphia Stock Exchange
and National Stock Exchange are not the primary listing
exchange for any securities at this time and, therefore, are
currently not publishing threshold securities lists.
4. Inclusion on, and Removal from, Threshold Lists.
At the conclusion of each settlement day, NSCC provides
the SROs with data on securities that have aggregate fails
to deliver at NSCC of 10,000 shares or more. For the
securities for which an SRO is the primary market, that
SRO calculates whether the level of fails for each security is
equal to, or greater than, 0.5% of the issuer's total shares
outstanding of the security. If, for five consecutive
settlement days, such security satisfies these criteria, then
such security is a threshold security. Each SRO includes
such security on its daily threshold list until the aggregate
fails level for the security falls below these levels for five
consecutive days. (See below for a discussion as to why a
security may appear or remain on a threshold list.)
5. Implementation Dates for Threshold Lists.
The SROs disseminated the first threshold lists on January
10, 2005. Regulation SHO does not require a broker or
dealer to close-out the open fail position until a security
appears on a threshold list for 13 consecutive settlement
days and an open fail position for such security exists for
each of those days.. Therefore, the first day on which a
close-out action could have been required for a threshold
security was January 28, 2005.
6. Mandatory Close-Outs of Threshold Securities.
Regulation SHO requires broker-dealers to close-out all
failures to deliver that exist in threshold securities for
thirteen consecutive settlement days by purchasing
securities of like kind and quantity ("close-out").20
Until the position is closed out, the broker or dealer and
any broker or dealer for which it clears transactions (for
example, an introducing broker),21 may not effect further
short sales in that threshold security without borrowing or
entering into a bona fide agreement to borrow the security
(known as a "pre-borrowing" requirement).
7. Key Points to Remember.
Any equity security of an issuer that is registered or
required to file reports with the Commission could qualify
as a threshold security. Therefore, threshold securities may
include equity securities:
listed on an exchange, 22
quoted on Nasdaq,23 or
quoted on the OTCBB.24
Whether or not a security is a threshold security does not
affect the Commission's ability to prosecute manipulative
or fraudulent activity that may have occurred before or
after adoption of Regulation SHO.
B. Reasons Why A Security May Appear on a Threshold List
A security's appearance on a threshold list does not
necessarily mean that any improper activity has occurred
or is occurring. An equity security will appear on a
threshold list if it meets the definition of a threshold
security set forth in Regulation SHO, meaning that failures
to deliver the stock (i.e. to the party on the other side of
the trade) have reached an aggregate of 10,000 shares or
greater at NSCC for five consecutive settlement days and
are equal to 0.5% of total shares outstanding;
C. Reasons Why A Security May Stay on a Threshold List
for Longer Than 13 Consecutive Settlement Days
Even when broker-dealers close-out delivery failures, a
security may remain on an SRO's threshold securities list
for longer than 13 days. Examples of why securities may
remain on the threshold securities list:
after broker-dealers close-out all delivery failures, the
security stays on the threshold list for five consecutive
new delivery failures resulting from long or short sales may
have crossed the threshold, keeping the security on the
SRO's threshold securities list; or
the delivery failures at NSCC may have been established
prior to a security's appearance on the SRO's threshold
securities list, and are grandfathered from the close-out
requirement of Regulation SHO.

D. Reasons Why A Security With a Large Short Position
May Not Appear on a Threshold List
There are various reasons why an equity security with a
large short position may not appear on an SRO's threshold
securities list, 25 for example:
the aggregate delivery failures do not meet the definition of
a threshold security in Regulation SHO;
the security's issuer is not registered or required to file
reports with the Commission. For instance, the majority of
issuers quoted on the Pink Sheets do not file reports or
register with the Commission, and so would not appear on

Under Regulation SHO
The requirement to close-out fail to deliver positions in
threshold securities that remain for 13 consecutive
settlement days does not apply to positions that were
established prior to the security becoming a threshold
security. This is known as "grandfathering." For example,
open fail positions in securities that existed prior to the
effective date of Regulation SHO on January 3, 2005 are
not required to be closed out under Regulation SHO.
The grandfathering provisions of Regulation SHO were
adopted because the Commission was concerned about
creating volatility where there were large pre-existing open
positions. The Commission will continue to monitor
whether grandfathered open fail positions are being
cleaned up under existing delivery and settlement
guidelines or whether further action is warranted.
It is important to note that the "grandfathering" clause of
the Regulation does not affect the Commission's ability to
prosecute violations of law that may involve such securities
or violations that may have occurred before the adoption of
Regulation SHO or that occurred before the security
became a threshold security.

Self-Regulatory Organizations; National Securities Clearing
Corporation; Order Approving Proposed Rule Change to
Establish a Comprehensive Standard of Care and Limitation
of Liability to its Members
On December 8, 2004, the National Securities Clearing
Corporation ("NSCC") filed with the Securities and
Exchange Commission ("Commission") proposed rule
change SR-NSCC-2004-09 pursuant to Section 19(b)(1) of
the Securities Exchange Act of 1934 ("Act").1 Notice of the
proposal was published in the Federal Register on April 6,
2005.2 No comment letters were received. For the reasons
discussed below, the Commission is approving the proposed
NSCC is establishing a comprehensive standard of care and
limitation of liability with respect to its members.
Historically, the Commission has left to user-governed
clearing agencies the question of how to allocate losses
associated with, among other things, clearing agency
functions.3 The Commission has reviewed clearing agency
services on a case-by-case basis and in determining the
appropriate standard of care has balanced the need for a
high degree of clearing agency care with the effect the
resulting liabilities may have on clearing agency

operations, costs, and safekeeping of securities and funds.4
Because standards of care represent an allocation of rights
and liabilities between a clearing agency and its members,
which are generally sophisticated financial entities, the
Commission has refrained from establishing a unique
federal standard of care and generally has allowed clearing
agencies and other self-regulatory organizations and their
members to establish their own standards of care.5 In
addition, the Commission has recognized that a gross
negligence standard of care is appropriate for certain
noncustodial functions where a clearing agency, its board
of directors, and its members determine to allocate risk to
individual service users.6
NSCC believes that adopting a uniform rule7 limiting
NSCC's liability to its members to

securities laws for which there is a private right of action
will: (1) memorialize an appropriate commercial standard of
care that will protect NSCC from undue liability;8 (2)
permit the resources of NSCC to be appropriately utilized
for promoting the accurate clearance and settlement of
securities; and (3) will be consistent with similar rules
adopted by other self-regulatory organizations and
approved by the Commission.9
Section 19(b) of the Act directs the Commission to approve
a proposed rule change of a self-regulatory organization if it
finds that such proposed rule change is consistent with the
requirements of the Act and the rules and regulations
thereunder applicable to such organization. Section
17A(b)(3)(F) of the Act requires that the rules of a clearing
agency be designed to assure the safeguarding of securities
and funds which are in its custody or control.10 The
Commission believes that NSCC's rule change is consistent
with this Section because it will permit the resources of
NSCC to be appropriately utilized to protect funds and

NSCC is seeking to eliminate any confusion due to the
absence of a clear standard set forth in its rules and to
memorialize its historical practice. In addition, NSCC has in

services for NSCC's fixed income products. This service
agreement provides for a gross negligence standard of care.

Although the Act does not specify the standard of care that
must be exercised by registered clearing agencies, the
Commission has determined that a gross negligence
standard of care is acceptable for noncustodial functions
where a clearing agency and its participants contractually
agree to limit the liability of the clearing agency.11 NSCC's
functions are noncustodial in that it does not hold its
members' funds or securities. It is reasonable for NSCC,
which is member-owned and governed, and its members to
agree through board approval of the proposed rule change
and to contract with one another in a cooperative
arrangement as to how to

as a clearing agency to The Intermarket Clearing
Corporation, the Commission stated that a gross
negligence standard of care may be appropriate for certain
noncustodial functions that, consistent with minimizing
risk mutualization, a clearing agency, its board of directors,
and its members determine to allocate to individual service

approval of temporary registration as a clearing agency to

If, all men are created equal, we should live and be
governed by one set of laws,rules, and regulations, instead
of certain privileged individuals and corporations, having
the influence to have laws, rules, and regulations,
constructed to their advantages. America was once the
"land of opportunity" for everyone regardless of race,
religion, age, sex, or financial status. It has became the
"land of opportunity" for those who have the ability to
manipulate and control. Sadly, it is "puppetmasters" such
as these that are responsible for financing drug trafficking,
terrorism, corporate crime, and crimes against the liberties
that this country was founded upon.
Companies and shareholders are being robbed of their
dreams, as well as their investments. If these injustices
are permitted, and the criminals have laws taylored to
meet their needs, I say this is not the country our
founding fathers thought to be the land of liberty.
If a person puts all of his effort towards the "American
dream", only to have the dream stolen from him, and the
government permits the abuses without imposing
penalties, I say we have ceased to become what our
founding fathers called America.

The United States Congress was placed in charge to direct
commissions such as these with regards to rules and
regulations that are in the best interests of the investor,
and not just a choice few. These commissions do not have
the broad knowledge needed to regulate and legislate
themselves, nor do they have that authority.
What the investors and publicly traded companies of
America want is a fair market, free of corruption. This
cannot be done if the commission is permitted to legislate
themselves, for they have became tainted and biased in
the eyes of the common investor.

than aware of the corruption and abuse that has infiltrated
the stock market in the past as well as the present, yet
they have neglected to take action to provide relief to
companies and investors. The following petition is available

better than anyone the importance of improving the Pink
Sheets and OTCBB trading. And I know the devastating

There is a crisis facing the OTC market today in the lack of
short sale position reporting and disclosure for OTC issues.
This lack of transparency regarding short selling in the OTC
market allows fraudulent acts to go undiscovered and
manipulative short sellers to hide.
I believe regulators should fix the problem. Small issuers
traded on the Pink Sheets and the OTCBB deserve the
same transparency and regulatory oversight of short selling
as those listed on Exchanges or NASDAQ.
Therefore, Pink Sheets has petitioned the SEC to cause the
amendment of NASD Rule 3360 and require NASD broker
dealers to maintain a record of total "short" positions in all
customer and proprietary firm accounts in all publicly
traded equity securities as well as report this information to
the NASD for public dissemination of the short positions by
security. The SEC's action is urgently needed to prevent
fraudulent acts, expose market manipulation, promote fair
principles of trade and protect investors.

I humbly ask that you do all that is within your power to
correct that which needs to be corrected.
In many parts of the world, sex ratio is artificially skewed in favor of boy children. Recently, the number of males has increased and the number of females has decreased in China, India, Pakistan, and South Korea.
In many cases, girl children are so devalued that they are abandoned or killed at birth. Female, infanticide-the intentional killing of girl babies-has been widely documented in China and India, and is believed to be common in other Asian countries. Current technology allows women to know the gender of their fetuses before birth, and in many parts of the world, female fetuses are several times more likely to be aborted.
If they are allowed to live, girl children often receive little food and no health care or education-all of which are violations of girls' human rights. Because girls are less often educated than boys, two-thirds of the worlds illiterate adults are women. In many countries girls are more likely to become ill, but less likely to be taken to a doctor than their male counterparts. Discrimination against girl children manifests itself in a variety of more subtle ways as well. In some cultures, for example, although girl children may not be denied an education, they often receive less attention in school and are steered into stereotypical areas of study.
Discrimination against girl children is so deeply ingrained on an international level that it was nearly left out to the United Nations Convention on the Rights of the Child (CRC). The convention was nearly opened for signature in 1990 containing only male pronouns: "she" and "her" had to be added at the last minute. Given this, it is perhaps not surprising that the convention often does not speak to the needs of girl children. For example, it does not address female genital mutilation, son preference, or early marriage-practices that impact girls more than boys.
To stop these wide ranging and maliciously inhuman acts against the world's children. From the Child Soldiers who are forced to rape and kill any female members of their families in countries such as Uganda, and the Lords resistance army, to colombia and the anti-government guerillas.
Another horrible and malicious form of slavery committed against the children of earth is the sex trade. These children live in extreme and absolute poverty and have to find some way to help their family survive, so they stop any form of education whatsoever to become prostitutes. The children are spotted and lyed to about a better opportunity in countries such as England and the United States. From there any number of things can happen from rape to mutilation and if these children ever reach these destination that were promised to them they are forced into sweat shop type labor.
Please help me stop these horrible inhuman acts against the worlds children by getting the attention of the world's governments so that not only are these atrocites stopped but the perpetrators are brought to justice.
By the end of 2001, a record 6.6 million people were in the United States correctional system. One in every 32 adults was either in prison or on parole. Almost 4 million people were on probation at the end of 2001, up 2.8 percent over 2000. The prison population grew by 1.1 percent, the smallest annual increase in nearly three decades.
The increased number of prisoners has resulted in increased numbers of released prisoners seeking to reenter mainstream society. This is creating a major social and public policy problem in the United States. People enter prisons poorly equipped to be productive members of society and they typically leave prison in worse shape than they enter it. The problem of recidivism is partially due to this poor preparation for the world outside of prison. Ex-offenders cannot find or hold jobs and before long many renew a life of crime and are returned to jail.
Marc Mauer, assistant director of the Sentencing Project, a Washington think tank that follows criminal-justice issues, said the laws are taking jobs away from people who served time for their mistakes and have since put their lives back together.
"You have lots of felons who were convicted 20 years ago and who haven't been involved in a crime since," he said.
The vast majority of those in jail do not present a direct, violent threat to the average citizen. Many are drug addicts and dealers, and a large number are illegal aliens. Hardened, violent criminals are a minority of those incarcerated. Unfortunately, the conditions in prisons themselves and the stigma of having a criminal record often lead those incarcerated to increasing levels of anti-social behavior.
What happens to those of us that have complied with and have truely been rehabilatated? We deserve to work and take care of our families. After all, we paid our debt to society.

These days, when many are celebrating the 60 years passed since the victory over fascist Germany, the inhabitants of Eastern Europe cannot help but remember the year just before the starting of WWII. At that time, as a consequence of Ribbentrop-Molotov Pact, signed by the fascist Germany and Stalinist USSR, entire countries or territories belonging to East European countries have been occupied by force by the Soviet Red Army, and incorporated in USSR. Thus, the Baltic Countries and Eastern Polish Provinces, but also Bessarabia, Bukovina and Hertza Region, all former Romanian provinces which have been included in USSR, have disappeared . The Ribbentrop-Molotov Pact, based on its provisions, also facilitated the starting of the German's aggression against Europe. The pact offered free hand to Germany to attack Western Europe, and a free hand to Stalin in Eastern Europe.
The Ribbentrop-Molotov Pact has violated all international laws as well as the sovereignty of all European Countries. In spite of this, the Ribbentrop-Molotov Pact has not yet been denounced nor annulled by Germany and Russia . Therefore, the celebration of these days means a victory over fascism and recognition of those who suffered but cannot be considered complete until the denouncement and annulment of the Ribbentrop-Molotov Pact.
That is why we, members of the Romanian World Council, Inc., are asking for a united effort to resolve the injustice created by this Pact that caused countless loss of lives, tremendous sufferings and destructions.
Romania, like all other countries of Europe, wants to live in peace with her neighbors, developing a spirit of friendship, cooperation, and good will.
We are asking the leaders of Germany, Russia and Ukraine to denounce and recognize the annulment of the Ribbentrop-Molotov Pact as a small compensation for the injustice that Romania has had to live for 66 years.
We ask all Europeans to join us in our efforts to eliminate one of the last tragic and painful events in the history of Europe.

The United States currently incarcerates more people than any other nation on the planet. One in thirty-two people in America has served time in prison. Yet, they continue to draft and enact legislation which can only be called "Vindictive Justice" and enables the judicial system to incarcerate even more of the citizens for even longer terms (eg., H.R. 1528 and Mandatory Minimums).
One of the last "advanced" civilizations to keep and practice the death-penalty, I think it's high time that they advertise their true colors more appropriately by amending the National Anthem to reflect the reality of the nation:
The current anthem contains the phrase: "Land of the free". This should be changed to "Land of the imprisoned".
This more approppraitely reflects the reality of the land.
The intent of this petition is to protect veterans' benefits and have Rep. Buyer removed as the Chairman of House Veterans' Affairs Committee.
Rep. Buyer seeks to redefine who is a veteran. We must not allow Congress to redefine who is a veteran. We cannot allow Congress to restructure veterans' benefits and reshape the definitions of disability. Redefine at a time when over 10,000 young men and women have been wounded in Iraq and Afghanistan, at a time when young men and women have become disabled while training to serve in Iraq and Afghanistan. Veterans and veterans' organizations have worked too hard for too long to not receive proper recognition for our service to our country.
Title 38, Veterans' Benefits, United States Code defines a "veteran" as: "The term "veteran" means a person who served in the active military, naval, or air service, and who was discharged or released therefrom under conditions other than dishonorable."
Also defined in Title 38 is "in the line of duty": "An injury or disease incurred during active military, naval, or air service will be deemed to have been incurred in line of duty and not the result of the veteran's own misconduct when the person on whose account benefits are claimed was, at the time the injury was suffered or disease contracted, in active military, naval, or air service, whether on active duty or on authorized leave, unless such injury or disease was a result of the person's own willful misconduct or abuse of alcohol or drugs."
Rep Buyer would like to redefine who is a veteran at a time when America shows a gratitude for her veterans, a time when America respects and treats her veterans with dignity. He is attempting to segregate our veterans, "the disabled and indigent veterans" (his core constituency) and then all others. Rep. Buyer is seeking to make these changes while our country is sending their servicemen and women world wide to fight the war on terror. He must realize that not everyone can serve in the war zone and that some stationed in the United States and other areas are working in direct support of Iraq, Afghanistan and the war on terrorism.
Recruitment of our all volunteer force is falling short of its goals. The Army fell almost one-third short of its recruiting goal in March, its second consecutive month of shortfall amid concerns that the Iraq war is discouraging young people from enlisting. The Army's goal for March was to enlist 6,800 recruits, but it fell short by 2,150, or 32 percent. That was slightly worse than in February when a goal of 7,050 enlistees was missed by 1,936, or 27 percent. The target for April is 6,600. The Army Reserve did even worse in March than the regular Army. It recruited barely half the 1,600 soldiers it wanted for the month. It has not met a monthly goal since December 2004, and for the period from October 2004 through March it has met only 82 percent of its goal. Rep Buyer's "visions" will only add to already existing recruiting shortfalls.
Fellow veterans, it's time to take action. It's time to let our Congressional Representatives know we will not allow Congress to redefine who is a veteran or restructure veterans' benefits and reshape the definitions of disability. It is time they understand veteran's care will be our priority in voting in the next elections, congressional as well as presidential.
Rosalba M. is a Mexican citizen who has been living and working as a housekeeper in the SF Bay Area for approximately the past thirteen years. Her two sons, G.(13) and L.(11) are U.S. citizens who have lived here their entire lives and attend public school in the Bay Area. Rosalba divorced their father some years ago due to his repeated physical abuse. Rosalba was awarded custody of the children and they live with her most of the time. She has sole responsibility for their up bringing. Rosalba is a law-abiding, hard-working, loving mother who is a tremendous role model for her children. She has invested all of her spare time and scarce resources in giving them a better opportunity than she has had in life, including a quality education. G. and L. are good, well-behaved children who are deeply attached to their mother. G. is an honor student. L. has some learning disabilities that require special attention from the school and his mother. Their father takes little interest in the children and has shown little concern for their welfare. He is unemployed, has a criminal record and he and his current wife have refused to pay court-ordered child support for two years.
Following a bureaucratic process, Rosalba has been notified by Homeland Security that she will be deported as an illegal alien on May 3, and that she may not re-enter the country for at least five years. She has consistently cooperated with the immigration authorities and has repeatedly appealed to them to consider the impact of their proposed actions on her children. Section 240A of the Immigration and Nationality Act provides eligibility for relief in cases of hardship to children such as this one. However, her appeals to the immigration service and the courts have been rejected, and the children are now facing the terrifying prospect of having their mother permanently taken away from them by their own Government.
They face an impossible choice:
· Stay in the United States without their mother, dependent on a violent father who has shown little concern for their education or general welfare, or
· Go with their mother to live in one of the poorest regions of Mexico, a country whose language they do not speak, without access to education or financial support
In either case, the impact on their lives will be devastating.
Alaska hosts one of America's last remaining wilderness areas, ANWR. This 19-million-acre refuge was set aside for protection by President Eisenhower in 1960, but Congress in 1980 said its 1.5 million acre coastal plain could be opened to oil development if Congress specifically authorizes it. Recently, the Senate, by a 51-49 vote, rejected an attempt by Democrats and GOP moderates to remove a refuge drilling provision from next year's budget, preventing opponents from using a filibuster -- a tactic that has blocked repeated past attempts to open the Alaska refuge to oil companies. The budget is immune from a filibuster, meaning drilling supporters will need only a majority --not the 60 votes required to break a filibuster -- to succeed when the issue comes up for final action later this year. President Bush has deemed the issue vital to national security.
However, the United States' continual reliance on foreign oil is believed to be linked with global climate change and other environmental hazards. Environmentalists contend that while new technologies have reduced the drilling footprint, ANWR's coastal plain still would contain a spider web of pipelines that would disrupt calving caribou and disturb polar bears, musk oxen and the annual influx of millions of migratory birds.
What's more, speculations are that the United States will not reap the benefits from drilling for another decade, and only at a minimal rate of 1 million barrels a day (1/20th of current US daily consumption) at peak drilling. Relying on middle eastern oil is also a pertinent national threat. We believe more resources should be placed in renewable energy instead of reliance on coal, oil, and natural gas supplies.
We urge Senator Dole and Senator Burr to reconsider their stance on drilling in the Alaskan Refuge.
Recently the United States Supreme Court has begun using international law and public opinion in declaring certain laws unconstitutional. It is not within the abilities of the Supreme Court to use such information to justify rulings, especially when there is not justification within the Constitution itself.
As there is a great possibility that many on the Supreme Court will be retiring within the presidency of George W. Bush, this petition would ask the President not to appoint any Supreme Court Justice that will not take an oath to not use foreign law or public opinion as a basis for their rulings.

For those of you that are unaware of Megan's Law, it was a Law proposed to the United States in the mid 1990's after a little girl called Magan Kanka was molested and killed by her neighbor Jessy Timmendequas who has now been since charged and sent to jail and is now on death row.

This is a petition to restore the freedom of prayer back into the schools of the United States of America.
In school, all American's said the pledge of allegience with the phrase "one nation, under god..." Everyone handles our currency, which has the phrase "In God We Trust" on it. During the presidential debates, both the candidates, John Kerry, and George Bush, ended with the note of "God Bless."
Well what about those of us who don't believe in god. Such as myself, I am an athiest. It offends me that everythign in our country has to do with god this and god that. I've always thought it to be such bull, and none of religion to be believable.
Everyone always says the phrase speration of church and state... correct? Read through the Constitution. No where does it state it. So in this, I am calling for an amendment to the Constitution that will change this, and be dubbed (Amendment) Article XXVIII: Seperation of Church and State. This way, it can not be used as an excuse to get past all of us. In Article 1 (first amendment), it states: "Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof" That represents the Seperation of Church and State JUST, by not establishing an official religion. That line does NOT state that the government can not use religion.
In the future, if a candidate for president uses such phrases as "God Bless", that would be accepted though, under the law of Freedom Of Speech, also stated in the 1st Amendment.
Do the right thing and correct the Constitution that so many have been tricked into believing by the words that they use.

Politicians should be require to work in office a minimum 40 hour work week like every other American. In addition to the responsibility to the United States, they should be required to do their duties, such as voting on issues, signing laws, and have the time they are spending in the Captial Accounted for.

Voter turnout in the United States of America has long been in decline, and its time that there was a change. We, the world's leading democracy, have one of the lowest voter participation rates in the world. This is what ultimately led to the formation of the bipartisan National Commission on Federal Election Reform headed by Presidents Jimmy Carter and Gerald Ford. Therefore, the need for reform is there and the creation of a Federal Election Day holiday is a viable solution.
A survey completed by the U.S. Census Bureau after the 2000 election found that of those who did not vote, a conflict with work or school was listed as the number one culprit. By moving the celebration of Washington's Birthday to Election Day, we can eliminate the usage of a schedule conflict as a possible excuse.
We, as a nation, will be able to celebrate a right made possible by Washington and his successors and honor them in the process.
In this last election, one of the big topics was gay marriage. Mr. Bush, who has been re-elected, is once again pushing to ban marriage between gays, lesbians, and bisexual couples; so far the Senate and House have voted to not pass the amendment for the ban, but it looks like even that won't be necessary. Eleven states have passed bans on their own.
This is wrong. We live in the United States of America, where we're supposedly free. Homosexuals have every other right under the Constitution, so why not allow them to marry?
Discrimination, as defined in the dictionary is "Treatment or consideration based on class or category rather than individual merit; partiality or prejudice". Is that not what's going on? Are gays not being discriminated against?
It needs to stop; if we're truly free, we'd be able to marry whoever we wanted.
145. Early Voting in Ohio
This petition serves as a mandate to have early voting in the state of Ohio. Each and every citizen of Ohio should have the right and flexibility to cast their vote in a period of two weeks before the first Tuesday in November so that voting lines are alleviated. This petition is non-partisan so that every Ohio citizen regardless of their declared political party or persuasion has the possibility of voting, and the flexibility to do so.

A petition to end conflicts in Iraq with a total withdrawl of US and "Coalition" forces.
In the 1950's, Korea was divided into two nations by Capitalist and Communist forces. Korea had supported neither yet the North was actually DEALED to Communist forces and the South to the U.S. Tensions eventually erupted into a massive civil war caused by Communist China and Russia and the Capitalist United States. Thousands upon thousands of families were separated in that tragic military conflict and decades later, nothing has changed.
North Korea continues to live in isolation from the rest of the world, depending wholly on China, now shying away from Communism, to survive. Recently, North Korea has been aggravated by U.S. attempts to disarm its nuclear weapons. Anti-North Korean feelings in the South have now been replaced with anti-American ones. Several riots by college universities have resulted in mass violence. America continues to OCCUPY South Korea.
It's been globally proven that the only way that unification will be successful if U.S. troops leave South Korea. If, heaven forbid, there is a rekindled conflict between the divided nation, only then would the U.S. have any jurisdiction of sending military troops to a land not even part of its own country.

Hello, my name is Jillian and I'm here to fight for U.S. citizens that like to watch Degrassi. You've probably heard that The-N refuses to show the "Accidents May Happen" episode of Degrassi, but if you haven't it's an episode that involves Manny getting pregnant and then getting an abortion.
It's not fair that this television station does not allow this episode to be shown even though we U.S. citizens pay the cable bill every month for a full season of Degrassi. I think that The-N should either show the episode or put it out on DVD.
