In too many cases, California fathers end up paying child support on other men's children AND DON'T KNOW IT! Often the mother involved DOES know that the child or children are not the children of her husband, but she claims that they are his children because she is mad at him and she likes the children's father. This is fraud.
When she makes that claim to a court in a divorce or a child support action, she is committing perjury. She may claim to be doing it "for the children". A crime committed "for the children" is still a crime.
The #1 one targets of such frauds are our Military Man who proudly and voluntarily serve our country. It is not fair!

Soldiers Risking Their Lives in Iraq Might Face Prison Over Child Support Upon Return
As America's servicemen risk their lives to protect their families and ours, the federal government is preparing to put them in jail.
That's right; you heard correctly. Most societies honor their returning heroes. In America we punish them.
Soldiers who ship off to Iraq risk not only their lives but arrest and jail when they return. Those who accept a pay cut to defend their country can be incarcerated when they are unable to pay the impossible child support burdens imposed on them by the federal government's divorce machinery.
It is mind-boggling that servicemen who risk their lives to protect us will face arrest as they step off the plane. Yet this is precisely what happened after Desert Storm, and it will happen again this time.
The federal government has issued the usual PR smokescreen, urging soldiers to contact their local child support agents to request a modification. But such requests are almost never granted. Child support fills government coffers with federal taxpayers' money. Governments have no incentive to give these soldiers a break and plenty of incentive not to.
The Christian Science Monitor reports that a soldier whose domestic job pays $31,000 must pay $900 a month in child support. His reserve pay will reduce his income to $27,000. The Monitor neglects to point out that even at the higher pay, this is about half the man's take-home pay, and that he is likely to be living on less than $1,000 a month. Another father's child support comprises 73% of his income, leaving him $200 a month to live on.
Do we really believe that these heroes are "deadbeat dads" who went to Iraq to avoid paying child support? If not, perhaps it is time we began to examine whether the entire child support system is anything other than a fraud. If these men are not "deadbeats," then who is? If these arrests are an abuse of government power, why are not all the others?
Attempts to protect our civilization from external threats will be pointless if we allow it to be undermined from within. How long do we expect men to sacrifice their lives and livelihoods for their country when their government steals their children and uses those children to extort huge sums of money from their fathers?
What kind of morale can we expect in our armed forces when the same brave men who risk their lives to protect their families from invasion by terrorists are powerless to protect their families from invasion by their own government.
Now imagine this happening to you or one of your love ones. To add insult to injury you find out that the child you are being forced to support is not even yours and your ex-wife or ex-girlfriend knew about it since day one!

62. "The Threat is Real" - We must Protect the lives of our children NOW

I ask you to do this for me, please take a few minutes, get into your car and drive to the nearest school in your town. Walk inside the school and observe what you'll see.
For those of you that don't want to get into the car and drive, let me tell you what you'll see.
Open, unsecure doors. Empty, unattended hallways. Unprotected driveways leading into critical areas and Unprotected air conditioning systems.
Now with what just happened in Russia, can we as parents stand-by and allow the government to place our children at risk 5 days a week, 40+ weeks a year, with absolutely no protection?
What can we do to prevent Russia's school house massacre from happing inside the United States or any other country?
The technology is here to protect our young.
The need is IMMEDIATE.
Let me tell you how I would protect our children.
First I would implement a National school only database that housed every child's medical, and school history.
I would install swipe card/thumbprint access to each room inside every school, and the exterior doors,
I would issue everyone in schools a unique swipe card or use thumbprint recognition.
The child would swipe or thumb as they walk in the door, and as they walk into all communal area's such as library, gym, cafeteria, and all rooms.
This would allow for the national database to create a MUSTER report just like chemical plants, airlines, and the military have.
The muster report would be able to provide who exactly is in each room in any given school house at any given time, within 5 minutes.
EMT would have access to medical files instantly for medical purposes
Law enforcement would know exactly how many children were in danger, and WHO.
More research would have to be done
Also,
I would install cameras in all gyms, hallways, entrances, sensitive equipment areas, and drives.
And hire 2 security guards per school to man the camera's and foot patrols.
This is a petition to implement this system in every school in the US. Those of you not in the US, copy this page and use it for yourself. This is a real threat, that needs IMMEDIATE attention.

Don't give the terrorist a chance to duplicate the Russian school house massacre in your school.

63. Save Our Wild and Domesticated Horses
Did you know that (as of 6/98) BLM "official" figures show that there are only about 42,000 wild horses and burros (approximately 35,000 horses & 7,000 burros) left on public lands (in 10 western states - confined by law to Herd Management Allotments or "HMA's")? However, HorseAid places this figure much lower (see our "BLM Report Card", below for more information).
The Wild Free-Roaming Horse and Burro Act of 1971 (the "Wild Horse Annie Act") declared that wild free-roaming horses and burros are living symbols of the historic and pioneer spirit of the West (in essence, an American "heritage"), and require protection under U.S. Federal law ("Congress finds and declares that wild free-roaming horses and burros are living symbols of the historic and pioneer spirit of the West; that they contribute to the diversity of lifeforms within the nation and enrich the lives of the American people." -- December 15, 1971 Congressional Declaration). Yet, there are currently less wild horses and burros on public lands in the Western states (their traditional ancestral range) than there were in 1971, when the Act was passed (approximately 172,000 horses and burros have been "adopted" since the adoption program was initiated).
The Bureau of Land Management is responsible for the protection of these animals, and yet, sadly and tragically, it may be this same agency which is responsible for their "fast disappearing from the American West". By revising policy at will, and circumventing the law when it suits them, some individuals within the Bureau of Land Management are bringing about the total destruction of this great American heritage largely in the interest of, and for, personal gain or to save the "integrity" of the agency itself Criminal investigations by several Bureau of Land Management law enforcement agents that would have exposed illegal activity in the Wild Horse and Burro Program, have been obstructed by numerous BLM managers and employees. If something is not done, and done soon -- we stand a very good chance of forever losing this "living symbol of the historic and pioneer spirit of the West".
A reporter chased the perennial allegations of BLM malfeasance by tracing paper trails, something animal advocates have not done on any comparable scale. "Using freeze-brand numbers and computer records," "the AP traced more than 57 former BLM horses sold to slaughterhouses since September. Eighty percent were less than 10 years old and 25% were less than five years old." "The AP matched computer records of horse adoptions with a computerized list of federal employees and found that more than 200 current BLM employees have adopted more than 600 wild horses and burros." Mendoza got some eye-popping quotes, too. "Asked about the AP's findings," she wrote, It is conceded that about 90% of the horses rounded up go to slaughter."
"Using the BLM's computerized records maintained in Denver and obtained through the Freedom of Information Act, the AP found that 32,774 of all adopted horses and burros--20%--remain untitled. Legally, they are still federal property." The 57 wild horses sold to slaughter in approximately four months was not a greater number than go to slaughter from many individual riding stables, racetracks, and ranches. That 90% of the BLM horses eventually go to slaughter, would just reflect the fate of most horses from any source who go to auction. "While it is common for old or lame horses to go to slaughter," "nearly all former BLM horses sent to slaughter are young and healthy."
Yet dozens of horse rescue groups from coast to coast stay busy buying and adopting out other young, healthy horses they find at slaughter auctions. The fact is, horse overpopulation seems to be as much a reality as pet overpopulation, and although many people are willing to adopt a horse for a while, most quickly find themselves unable to keep up with the ongoing costs and demand on time. Wild horses, precisely because they are wild, require particular effort to turn into good riding steeds. Since federal budget cuts killed most of the prison-based projects that formerly either "gentled" or "broke" wild horses to saddle, the horses available for adoption have been more problematic, less suitable for the average rider. They can't compete with abundant ready-to-ride horses from domestic oversupply, even at the BLM adoption price of $125, 11% of the average cost to the government of rounding up, vaccinating, freezebranding, and adopting out a wild horse.
Adopters "can get lame or old horses for as little as $25, or even for free," , referring to the fee-waiver program the BLM uses to rid itself of horses nobody wants. "After holding the horses for a year, the adopters are free to sell them for slaughter, typically receiving $700 per animal. The government spends $1,100. The adopter can make $575 or more."

In other news...Nine young mares that survived the barren deserts of the West died of stress induced by their capture and a 1,000-mile truck ride to Colorado.
The horses died of "capture myopathy,'' a condition in wild animals triggered by anxiety of capture, according to test results released Tuesday by the Bureau of Land Management.
Forty mares and 10 studs were loaded into a truck Feb. 17 (1998) at the BLM's center in Palomino Valley north of here for the 24-hour trip to a similar facility south of Denver.
Nine horses arrived showing signs of distress. None survived.
Handling of the animals is a topic being addressed by a new advisory board looking into issues surrounding the estimated 44,000 wild horses and burros that roam free across 11 Western states.
"The advisory board will be looking into ways to minimize stress, whether on the range, during gathers or as they move through the adopt-a-horse program,'' said Robin Lohnes, a board member and the executive director of the American Horse Protection Association in Washington, D.C.
The 26-year-old adoption program was intended by Congress to reduce the number of animals competing with ranchers' cattle for scant forage on federal lands. Horses are rounded up into corrals and put up for adoption.
The establishment of the advisory panel followed reports last year by The Associated Press that thousands of animals adopted through a federal program were sold for slaughter with BLM employees among those who profited.
The AP also reported that the BLM lost track of about 32,000 adopted animals and that agency officials gave false information to Congress.

People need to be aware and more responsible for the heritage that is being killed. Our goverments need to make an amendment to protect not just the wild horses, but all of our horses, before it is too late. Horses are always going to be here, if we take care of them. Besides, who can not smile when they see horses grazing peacfully in a rolling green pasture? If we don't do something now, that sight will only be a fading memory.

64. Protect Karim Khadr, an Al Qaeda child victim
The people of Canada are incensed by the return of the Khadr family, a self-described "al Qaeda family".
A son of 14 years is included in this family. When he was still an infant he was placed in an al Qaeda // Taliban camp for his education. Did he deserve this? Or did he, does he now, deserve our protection from abusive parenting?
65. Amend the Canadian Council on Animal Care (CCAC) Guidlines
The Canadian Council on Animal Care (CCAC) is a committee that investigates the care and use of experimental animals in Canada. They have published two volumes of guidelines outlining the use and care of animals in research. These guidelines are standard at most academic, government and commercial research institutions.
The CCAC has not updated these guidelines since 1993. New science brings new techniques, and new opportunities with the potential to minimize pain and invasiveness. Without updating the guidelines scientists are not obligated to adopt these new humane procedures; they may still perform outdated and potentially inhumane procedures. The CCAC guidelines should be updated as often as possible. The CCAC is in place to care for and protect the animals used in research. Updating procedures and guidelines is a critical part of this process.
66. Prosecute for Frauduent Child Abuse Reports
There are too many false reports made regarding child abuse that sometimes certain individuals fall through the cracks of the system. Some people report suspected child abuse to be spiteful and vengeful towards the parent, guardian and caretaker of a child. This causes a buildup of caseloads that child protection services have to investigate, which results in time wasted if the reports are not true. People should be held accountable for their actions and statements, and if they are willing to go as far as to report suspected abuse, then they should willing to back it up if necessary and not hide behind the cloak of anonymity.
If reporters were to be held accountable for their statements and actions and required to give their identity to only the child abuse agencies dealing with the reports, I believe there would be a decrease in the amount of false reports made. If there was a penalty to face for reporting false child abuse allegations then people with vendettas would be discouraged to abuse the system that was designed and set up to protect the abused.
67. Sex Offender Community Notification
While not altering the registration componant of Sex Offender Registration, the aim is to change the Community Notification to reflect reality, protect offenders and their families, while provding protection for society, and releaseing offender informaiton responsibly. This will be to facilitate responsible reporting, and release of information so offenders can re-integrate into society with approperiate supervision by law enforcement, treatment providers and corrections officials.

69. Minimum size limit (14") for walleyes
As a lake asociation, we are very concerned about the success of our walleye habitat and stocking program currently being implemented and monitored. We are also concerned about the amount of small walleyes (8-13") that are being harvested from our lake. We seek to protect our walleye foundation to better serve our future
fishing prospects.
70. Tighter Firework Controls - UK.
Fireworks are the cause of severe distress and injury to both people, children and animals every year in the UK. Fireworks can be let off at anytime of the year. Many are very large and do maim or kill... especially younger children who are at great risk! Tighter legislation is needed to protect the public and our children and animals from the horrendous injuries we witness every year in the UK.
Please support our MP, Mr Paul Truswell, in obtaining a Bill that will add to our existing laws to protect the public, or children and animals by the use of tighter controls on the sale and use of explosives/fireworks to the public.

My 2 year old son went with his father for his very first overnight visit, and it's been a nightmare ever since. He came home with severe handprint shaped bruises over the entire area of his buttocks. Child Protective Services says the father told them he 'beat his butt for peeing in his underwear'. Knowing all this they said the injuries WEREN'T SERIOUS! They called it inappropriate discipline and said that the case was 'unfounded'. Because of that ruling I could NOT get a judge to see any of the video taped evidence that I have regarding the father's violent behavior or how my son reactes to his father when he comes to get him. The judge ruled that his father should get him back and that I was being unreasonable for having pursued this when Child Protective Services termed it 'unfounded'. Unfounded means that there could have been abuse but the injuries weren't severe enough for them to do anything about. Have you ever heard anything so ridiculous? My son was black and blue for over a week. He won't wear underwear now. He is afraid of his father. What about this is not serious? This is the most recent in a series of incidents. It's time our 'Protective Services' protected our children. Bruising such as my 2 year old suffered is ABUSE!!!!!

74. FUNDAMENTAL RIGHTS CONCERNING THE USE OF OPERATING SYSTEMS IN EUROPE
We, citizens of Europe, ask our representatives in the European Parliament to vote in favour of a European law which will protect European consumers.
This law forces computer manufacturers to supply the operating system on a media (CD-ROM or DVD-ROM) separate from the computer's hardware. Furthermore, this law adds minimal rights concerning the use of operating systems: the operating system must be used on a single computer, but this computer may change over time; the operating system may be installed and used on a laptop computer if the user already owns a licence for a desktop computer. This law must guarantee that the individual has the right to choose, freely, his or her operating system and the computer in which that operating system will be used.
This measure must allow the consumers to reinstall the operating system under the following conditions:
- my hard drive has been destroyed and I have to buy a new one;
- I'm buying a new computer and I certify that my old computer is disabled and that it has not been sold or given to a third party.
We recognise that software publishers have the right to protect themselves against software piracy, but not at the expense of the citizens. They must find a way to counter software piracy which does not have a negative impact on the citizens.
Let's collect 100,000 signatures in United Kingdom, in Ireland, and more than ONE million in Europe.

75. Sarah's Law should be introduced in Britain
To the Members of the House of Commons: We the undersigned petition that the safety and welfare of Britain's children are given priority over the anonymity of convicted sex offenders. We ask that a US-style "Megan's law" be passed in Britian. To protect our children from these monsters.
76. Justice for children in the UK
WHY do we allow our judicial system to continually fail to protect our
children?
WHY do we not have adequate laws in place to remove the thousands of
KNOWN pedophiles from our communities, and thus offer at least SOME
protection to our children?
WHY do those that hold poltical power continually refuse to
implement Sarah's Law?
WHY are the 'civil rights' and 'freedom' of those that prey upon our
children deemed more important than the children's themselves?
WHY are those who by their own actions put themselves outside the
rules that govern a supposed civilised society deemed worthy of ANY
rights civil or otherwise? Their very actions constitute a
relequishment of such rights.
WHY is the punishment for those guilty of these horrific acts not
commensurate with crime?
WHY, when we know that there will be other children, do we allow the liberal 'apologists' to determine the agenda re: the
reintroduction of the death penalty for such acts? Their generalised
arguments significantly fails to acknowledge the advancement in
forensic science, and hence conclusive proof of guilt.
WHY do we not have a national, specialised police section, trained to
deal specifically with child abduction and paedophile activity?
WHY do we KNOW that the lives of yet MORE innocent children will be
taken and families destroyed, while the powers that be continue to
shirk their CIVIL and HUMAN responsibilites, giving us all the
right 'soundbites' but ultimately doing NOTHING
77. Brooke & Edmund Beautiful & Eternal
WE, the members of The Lady Grey Society and brookedmund yahoo group firmly believe that the wonderful characters of Brooke English and Edmund Grey are PERFECT TOGETHER and deserve a FRONT-BURNER STORYLINE.
We also believe that Julia Barr and John Callahan are two of AMC best assets and their talent, chemistry & charisma are being wasted!
We adore the romantic aspects of their relationship, but we want Brooke and Edmund's past explored. We want them to express their feelings with words as well as actions. We want their wealth of history tapped into by using significant flashbacks to show why it is so special that these two characters found their way back to each other.
We want Brooke and Edmund involved in an investigative story akin to quicksand saga. A tale in which Brooke's strong independence clashes with Edmund's strong desire to protect her. Or Edmund's strong desire to protect Brooke puts him in danger and Brooke must come to his rescue.
We want a dramatic portrayal of how this blended family fights to make it work. We
recommend the following issues be explored: Edmund's struggle to build a relationship with his stepson while trying not to circumvent Tad's role in Jamie's life. The unique bond that Brooke and Maddie share. When Brooke saved Maddie's life she had no idea that one day this little girl would be her daughter, play up the significance that Maddie is now the same age as when little Laura died.
The inadvertent neglect of Sammy causes more friction in the household. He starts acting out in a desperate bid for attention, perhaps even contacting his biological mother, Kelsey. The addition of JR and Rosa make a complicated situation even more complicated. With JR floundering about, Dixie calls upon Brooke to act as a surrogate Mom to JR during her absence. Tad and Adam reluctantly agree to the arrangement because it allows JR and Jamie time together. Isabella sends Rosa to stay with the new clan while she visits Noah and Julia. Trouble brews when the two teens take a liking to each other.
Brooke's ex-husband spending time with their children at Wildwind stirs up jealously in Edmund. He wishes her past relationships were not such an integral part of their marriage. Meanwhile, the past is creeping up on Brooke. She's consumed by survivor's guilt in the form of nightmares and flashbacks because she believes she's taken over the life Maria should have had. The couple is really thrown for a loop with a late in life and unexpected pregnancy.
Upon Maria's return, through trials and tribulations, Edmund realizes that Maria is his past and Brooke his future. Edmund and Brooke find new depths to their ten year relationship.
78. Make Laws and Guidelines for Animal Rescue Groups To Follow!
This petition was established after several complaints and dishonest statements made by various animal rescue groups in relation to donations taken by the rescue, care of the animals, and the honesty by the persons who own the facilities. This includes the soliticiting of donations to resell to make a personal profit, the "rescue" of animals that are then not adequately cared for, etc. We have found that there are not set laws or guidelines governing Animal Rescues in each state both private and public.
79. Tell the Liberals to Protect the Endangered Species
The Canadian government's continued failure to protect endangered species violates Canada's international obligations and ignores the will of Canadian citizens, says a new Greenpeace report released today.
The report, entitled Wipe Out: The Liberal Government's Plan for Endangered Species in Canada shows how Canada is failing to live up to its international word by failing to protect endangered species. Canada first committed to protect species and their habitats at the Rio de Janeiro Earth Summit in 1992, but has failed to keep its promise, even though 97 % of Canadians support strong endangered species legislation (Pollara, May 1999.)
Its latest Species at Risk Act, Bill C-5, is currently before Parliament and has been harshly criticized by environmentalists and scientists as insufficient.
'After three tries, the Liberals still don't get it. You can't protect species without protecting their habitat and Bill C-5 doesn't do the job', said Tamara Stark of Greenpeace. Bill C-5 violates Canada's international obligations and in the process, does the impossible: makes Brian Mulroney look better than David Anderson.
Stark noted while Canada, under Brian Mulroney, championed the Convention on Biological Diversity (CBD), the Liberals have failed to fulfill any of their commitments to the CBD. Canada is hosting an important CBD meeting one month from now in Montreal and, based on the work done to date, will have little progress to report at this meeting.
More than 1,300 scientists from across North America recently urged Prime Minister Jean Chretien to take immediate action to strengthen the endangered species legislation, a requirement of the CBD. Three critical changes needed are to:
1) Require mandatory protection of all critical habitat of species considered at risk;
2) Ensure that scientists, rather than politicians, maintain responsibility for selecting what species are listed at being at risk; and
3) Ensure that the legislation applies to both federal and provincial lands, since the current legislation will apply to only 5 per cent of Canada's landbase.
'By refusing to make the changes needed, David Anderson is betraying Canadian species and violating the trust of Canadian citizens,' Stark said. 'It's time for Prime Minister Chrétien to step in and ensure that Canada keeps its promise to protect this nation's species.'

81. Protect mice, rats, and birds used in research under AWA act
Join a nationwide effort by animal protection and humane research organizations in flooding Congress with messages that citizens do not want them to weaken the AWA. If they do not hear from us now, our opponents will get in first and wrangle commitments to rewrite the laws. They have powerful lobbying operations. But the animals have you!
82. California's Child & Family Protection Initiative
a) The protection of California's most vulnerable citizens, its children, should be the most important objective of government.
b) Although providing an important public service, current programs designed to protect children often times do more harm than good. Far too many tragedies, including serious physical and emotional injury to children and the unnecessary destruction of families, have occurred in recent years. The system must be reformed to restore fundamental fairness and promote protection of children and preservation of families.
c)California law requires cases where a child has been removed from his or her family due to alleged abuse or neglect to be heard within 15 days in order to bring speedy resolution to the matter and to minimize trauma to the child. However, thousands of children are kept away from their families for months on end by unnecessary government delays, resulting in tremendous costs to parents and taxpayers. In many cases, other family members are willing and able to care for these children, yet the current system does not promote preservation of the family.
d) The right to a jury trial is fundamental in our system of government. However, under existing law, a child can be removed from the care of his or her parents based only on allegations of abuse or neglect without the government having to present evidence justifying removal to a judge and jury.
e)This system, designed by politicians to protect children, instead often results in delay, excessive costs, mistakes, and family break-ups. IT IS IMPORTANT TO PROTECT CHILDREN FROM ABUSE AND NEGLECT, BUT IT IS JUST AS IMPORTANT TO MAKE SURE THAT CHILDREN ARE NOT WRONGFULLY REMOVED FROM THEIR PARENTS IN THE FIRST PLACE.
f) Abuse of the process is cloaked in secrecy because such juvenile proceedings are not open to the public.
g) Recently, several studies, grand jury investigations, and oversight hearings have brought these problems into clear focus. However, our elected representatives have failed to take action.
h) In order to protect the health and well-being of children, the people of the state of California hereby enact the Child and Family Protection Act to establish the right to a jury in juvenile dependency hearings, the right to a public hearing, the right to a speedy resolution and the promotion of family over government-sponsored care whenever possible.

83. Say No to child abuse and protect children from a failed child welfare system
This petition was started based on a child who fell through the cracks of our failed child welfare system. Child welfare refused to protect my son who was abused by his father. They allowed this man to run with my son as he continued to abuse him for ten and half years. As child welfare stood by and did nothing to stop it. No matter how many times this child was apprehended he was always returned for abuse. After searching for my son for these long ten and half years I found him by the aid of social services. And I am fighting to have his voice heard and his story told of the abuse he had suffered when the system failed to protect him.
