91. Ban chaotic parking by parents of Langley Grammar school pupils

We are writing to inform you that we have a big problem with chaotic parking in our road, so we are writing with a signed petition from all residents who are all in agreement with this letter.

The problem parking is caused by parents collecting children from Langley Grammar. This disturbance is occuring five days of the week between 3.00pm & 3.30pm during term time only. We have cars parked bumper to bumper both sides of the road, all residents feel very strongly that this problem must change.

We understand these children need collecting from school! But so do our children! This disturbance prevents us leaving or entering our own road, let alone parking in our road, this kind of parking is very inconsiderate/ hazardous and obstructive, this kind of parking will day obstruct emergency services entering our road and we are not prepared to wait untill that situation occoured this cannot continue, this disturbance must stop.

96. Standardize Home School Regulation

Currently, home schooling is a state regulated system, the problem is states range from virtually no oversight to the education home schooled children receive to overregulation where parents have numerous beauracracy hoops to jump through just for them to ensure their child receives the education they desire for their children.

According to the National Center for Educational Statistics 31% of homeschooled parents noted their reasons for doing so because of concern about the school environment, another 30% because they wanted their children to have religious or moral instruction. Parents who are committed to their children's education should be allowed to do so without being overwhelmed with forms and imposition.

I have put together a plan after researching the opinions of numerous homeschool parents, government concerns, opposition to homeschooling. From that I devised a plan that would seem to satisfy all concerns. Please sign the petition so children can all be guaranteed an education that adequately prepares them for the future.

My proposal is as follows:
Parents are required to submit an individualized home instruction plan or IHIP.
1. Included in the IHIP must be a list of courses to be taught.
2. The materials that will be used to conduct instruction.
3. The intended knowledge the child will gain through each course.
B. Parents are also required to submit quarterly portfolios to their school district. The portfolio should include
1. The course work completed by the child.
2. And a schedule documenting dates and times instruction was conducted.
C. Children must be exposed to a diversity of lifestyles.
1. In other words, a child should be allowed to make an informed decision about the type of lifestyle they choose. Children should not be mere extensions of their parents.
2. Children shall learn civic education.
a. Children should have knowledge of the rights entitled to them as a citizen of the United States.
b. Have a general knowledge of how policy comes about.
c. Conduct lessons in tolerance of different cultures etc.
D. Concessions for home schooling families. Parents are granted the opportunity to have access to public school textbooks, libraries, career counseling, purchasing power of the district, online courses, and extracurricular activities.

97. Install Lights at Provinces Park

We, the undersigned, residents of and around the Provinces, parents, and friends of children who are members of JPYO, would like to petition Anne Arundel County to install lights at Provinces Park. In the past some criminal activity has taken place in the park, i.e. the concession stand has been broken into, etc...

98. Plea to Free Innocent 3 year old Naomi

Naomi's story.

Is a child born in Australia in a Detention Centre an Australian Citizen? If not, what is she? Does she have any rights?

Naomi Leong spent her third birthday on 5 May 2005 in detention. She spent her second and her first there as well. She was born there. This poor innocent has been held in this cruel situation all her small life.

While technically having been born and now growing up in Australia, she has been denied freedom and any semblance of a normal life, by the Australian Department of Immigration. No toyshops, no icecream, no playgroup.

Naomi's mother Virginia Leong, was 2 months pregnant when she was detained for trying to leave Australia without proper documentation.

Virginia entered Australia on a valid visa, but had overstayed a mere two months. She was whisked into the Villawood Detention Centre and there she has stayed since. Her home country has not stepped in to question her detaining, her host country has not bothered to resolve it. Three years have passed. How many more to follow?

Dr Michael Dudley, a child psychiatrist at the Sydney Children's Hospital said of Naomi in an interview on PM on ABC Radio National; "She's in a very anxious and distressed state. She's banging her head against the wall, she's gazing into the distance at times, she's mute, unresponsive, listless." (5 May, 2005)

In November 2004, Detainee advocates tried to insist that Naomi be allowed out to mix with other kids at a nearby child care playgroup for two hours each week. The child care group has said it would welcome her. The request was rejected.

"We really needed her to be in an environment where she actually had some chance to grow and develop normally," Dr Dudley said.

Virginia has another child, a six-year-old-boy, who is an Australian citizen. His father was previously married to Virginia, but he refuses to allow the boy to visit his biological mother and sister "in jail."
Has Virginia anybody who can help her? If not is she there to stay permanently?

Naomi is not alone in this plight. She is but one of 69 children being held in Immigration Detention Centres across Australia, the innocent victims in their parents' attempt to get a better life for their children than they had for themselves.

The system of mandatory, non-reviewable detention for everyone (no exception for babies and children) is a system introduced in Australia in 1992. Detaining children like this is contrary to the United Nations Convention on the Rights of the Child which Australia agreed to abide by in 1990.

It is the intention of this petition to free little Naomi, and to help prevent this treatment of all these other innocent children who through no fault of their own are destined to a more existence. To be held in Detention Centres for something they are not responsible for, is cruelty without comprehension.

This should not be happening in Australia. Join us in protesting to the government to give these poor children something to live for.

101. Ban School Uniforms in Yazoo County Schools

February 22, 2005

85% of parents with children enrolled in the Yazoo county School systems voted against the rule that all children attending Yazoo County schools must wear school uniforms to school next year.

Most parents in Yazoo County are either poor or middle class and the expense of uniforms when they usually have to buy either off-brand clothes or second-hand clothes is just too much. Sending our children on field trips is expensive enough as it is when you have a hard enough time buying groceries and neccessities. Now the school board wants to add the extra expense of uniforms. The teachers voted 55% for uniforms. If the parents' votes were higher (85%), why did the school board vote to use uniforms against the parents' wishes? The children themselves will feel like just a number to the teachers with no individuality.

A child's clothing is an expression of his/her personality. I will not send my children to a school that infringes on their rights and the parents' pocket books with total disregard for the parent and child's feelings in this matter.

103. Fair Child Support Laws in Florida

In Florida under the current laws they can take/make you pay up to 55% of your income in child support. Though I believe that parents should support their children I also believe that the support payer should be allowed to keep enough money to live.

The Court system doesn't care if you have children living with you or not or if you have a new family there is no consideration of these issues.
The paying parent must pay this amount plus pay for the costs of Insurance, Daycare and what ever else the Courts add on.

This is not an attempt to allow parents to not pay support, but an attempt to get the laws changed to a more fair percentage of 20 to 30% of net income.

104. Abolish Bathroom Use Policy at Peru Community Schools

Petition against Peru Community Schools for Bathroom Use Punishment.

There has been a situation during this 2004-2005 school year that was brought to my attention by my children. They were being punished with standing on the wall at recess for needing to use the restroom. I, Walter Campbell Jr., approached Thomas McKaig in a private meeting about the situation. I was told it is the teachers' discretion on how to handle bathroom privileges and that he had asked a Dr. and was told children could go 4 hours without needing to use the restroom. As you will find in my research, it is healthy for a child to use the restroom at least every 2 hours if not more. I brought up that children will have accidents from holding it and not wanting to get in trouble and his response was "Well more children haven't had accidents than have had accidents". I don't think these children should even have the opportunity to have an accident. Every child is different and they drink different amounts of liquid, body retains liquid differently, bladder sizes differ, along with many other differences in children. As I see it using the restroom is not a privilege, it is a necessity for health and psychological reasons. Nothing further was done to investigate the situation.

I did some research on the harms of children not being able to use the restroom and sent these items to school with my children and they were returned to me. The documentation can be viewed at http://www.childadvocate.org/1b.htm or http://www.nospank.net/frbw.htm .

My children are now allowed to go to the restroom when they need to without punishment, but ONLY my children. They are also being treated differently as they do not get in trouble when clearly they should or being let to do things any other child would not ordinarily be allowed to do. This is being done to keep me from filing a lawsuit about the bathroom policy. I do not feel this is fair to the rest of the children in the Peru Community School Corporation, as now this is discrimination to the other children, and ask that something be done. We as adults have OSHA to protect us and it is law that we are able to use the restroom at any time needed, why not our children.

I do know that at Blair Pointe that there are some classes where children are not allowed to use the restroom at all when asked. Then we have Jr. High and High School, where they are given 5 minutes between classes to get books, go to restroom, and make it across the school to get to class. This is not enough time for a normal human to complete such tasks.

I think that the school system has to understand that they need to conform to the needs of the students, not to the needs of the facility. We pay the taxes to keep our schools running and to teach our children. Teaching them that using the restroom is a punishable act is not what we as Miami County residents pay for.

I feel it is our responsibility as parents to know what our schools bathroom use policy is and remedy the situation so that our children know that using the restroom is a normal bodily function and not a punishable act. We as parents have an obligation to be sure our children are safe from physical and mental harm, but letting our schools punish children for a natural body function is considered abuse both physically and mentally. Continued denial of bathroom use will eventually harm our children physically and if they wet themselves they will be harmed mentally.

105. Ban Drug Testing

I believe drug testing is an unreasonable search, and that it forces people to incriminate themselves. Many who take the same position believe drug testing violates the 4th and 5th amendments. The counter argument is that the Constitution doesn't apply to private organizations.

It comes down to these values. An employer's right to know who s/he is
hiring stands in conflict with an individual's right to privacy. I wrote
this petition because I value the right to privacy more.

I also believe people SHOULD have the right to consume any substance
they want [without limits] given that they are knowledgeable about that
chemical. Employers, like anyone, have been effected by the Reafer Madness
Movement.

The government pushed massive amounts of misinformation throughout communities and schools, and I don't believe that employers are
well informed enough yet to dictate what drugs will harm the workplace.

The only effective way to select workers is to evaluate their
performance on the job. Drugs can actually improve performance. Aspirin
relieves pain, allowing a worker to continue. Marijuana (when consumed on
the job) makes repetitive factory oriented work more interesting, which
lengthens a workers attention span. Marijuana will actually make some
people more alert. After intensive testing, someone I know can solve the
Rubix Cube 20 seconds faster when stoned (not scientific proof, yet
interesting). Stimulants will keep workers productive at the end of long
work days. If the negative effects of drug use begin to show in the
worker's performance, their employer has a number of options for dealing
with it.

Phil Smith summarizes an article in March 1990 Scientific American:
[The article] suggested that workers who tested positive for marijuana only: 1) cost less in health insurance benefits; 2) had a higher than average rate of promotion; 3) exhibited less absenteeism; and 4) were fired for cause less often than workers who did not test positive. Since marijuana is the most common illicit drug used by adults, and the one detected in up to 90 percent of all "positive" drug tests (half of which are false),
this fact has radical implications for current public and employer policies.

I could hardly believe what I was reading, but this article did carry
sufficient statistical evidence.
I see greater negative effects in drug testing than in drug use. In my
opinion, drug testing is un-American because guilt is assumed until the
test proves innocence. Our current conservative totalitarian Congress is
extremely irresponsible, and the peoples' civil liberties are suffering.
The Senate is even more threatening to our rights than Congress. This
particular privacy violation costs businesses $1.2 billion a year for
urinalysis of their workers. The military is notorious for their strict
drug tests. (note that marijuana helped soldiers in times of war). If you test positive in California, your drivers license is automatically
suspended for 6 months. Nightbyrd has "counseled several, very straight,
elderly workers - close to retirement -who were fired and lost their
pension benefits because they 'failed their drug test'" (Jeff Nightbyrd).

Bernard Williams of the Philadelphia Eagles failed the drug test for
marijuana. He was suspended from the NFL for six games for using a drug
that doesn't enhance performance. If anything, marijuana would detract
from an athletes performance. Let the coach judge Williams performance.

Now it's becoming popular for parents to drug test their children. Perfect; let's break up the families; cut down those lines of communication
and sneak around spying on our kids. Let's violate the child's privacy. We
use DARE like the salem witch hunts - to get children to turn in their parents. Now with DrugAlert, parents have a weapon to use on their kids.
The U.S. Supreme court just ruled June 1995 that public high schools
can require drug test for all student athletes. Many high schools already
do random searches on students; not for weapons, but for drugs. After all,
the Constitution has failed to protect children in the classroom, why not
expand? Students have lost 1st, 4th, and 5th amendment rights, and I think
it's absurd. We have patriotic history teachers telling children of their Constitutional rights, yet children aren't given these rights on campus. Kids get kicked out of school for questioning rules that violate the
Constitution.

It's also important to consider the discrimination factor. People with
dark skin may fail the urine test due to the false positive melenin. Drugs
are detected easier in dark haired people when the hair test is used. We are sacrificing too many important rights by allowing drug testing
to continue. Until this unjust drug testing frenzy is put to an end,
children, workers, military service people, and parolee's need to learn how
to protect themselves from the drug test.

I have no medical or legal credentials. I haven't even been drug tested myself (because I refuse to). I use the internet to research drug testing, and compile this paper from that information. I've talked to several knowledgeable people who either drug test, or get drug tested. I'm an activist against the War on [Some] Drugs, and I think that the government has taken the drug war to a ludicrous level. Laws created by the
legislature to protect me from myself demonstrate how totalitarian this
country has become. NORML reports that every *9* seconds someone gets
arrested for marijuana posession.

106. Food Stamps For College Students

According to a Marketing profile on the Eastern College Athletic Conference, (http://www.ecac.org/Marketing/College_Market_Demographic_Profile.pdf) Most college students live away from home, and of those who are employed, (66%) most only work part time. [There were no explicit figures available on average college student income, however I believe it is common knowledge that part-time wages are quite low.]

In her article: "College tuition rising faster than the average income", USA Today writer Mary Beth Marklein notes that college tuition rates increased 107% from 1980 to 2002. This increase makes affording food a challenge for college students.

But the real problem is not being able to afford healthy food. According to Ted W. Grace of the Journal of American College Health in his article: "Health Problems of College Students", students' eating habits get much worse in the college years, where students often turn to the convenient, cheap, fast food industry to sustain them.

One February 25, 2004 article of The Daily Orange (the school newspaper of Syracuse University) tells of the growing trend of students who desire to eat healthy but find themselves only able to afford unhealthy fast food items.

Providing food stamps to college students who meet the requirements I listed would be a step in the right direction for our nations future. The college years are the time in the lives of young Americans where they make formative habits that stick with them for the rest of their lives. If students are forced into the habit of poor eating choices due to financial constraints, then they will continue with those habits, and the health of this nation will continue to deteriorate in a very negative way. However, having a steady source of food would set many students at ease, knowing that expenses such as rent and tuition can be prioritized on their personal budgets, without having to sacrifice good eating.

108. Accountability in private schools in Australia

October 13, 2004

Not all states in Australia have legislation to ensure private schools are fully accountable.

Thus if parents complain about issues, they may not necessarily have matters dealt with appropriately.

Students may be expelled without parents or students having a right of appeal or any natural justice system in place, and there is no public accountability as to how public funds are spent in these schools.

There is no external advocate for the students or parents in these schools if disputes are not resolved.

109. Parenting without discrimination

Many parents are being labelled as unfit parents by social services, just because they have a learning disability. There is no help offered to first time parents, and when we do ask for help, social services over react by forcibly removing the child putting it out to adoption within the year. They don't need the mother's signature to do this, as they can go through the courts instead.

112. Lower the Drinking Age in the USA

As an adult, I am angry at the way I am treated just because I am 19 years old. My main problem is the restrictions on alcohol. "Minors," as we are called when in the presence of alcohol, have the right to fight for this country and vote. And not only am I upset that I cannot even have one drink, it is also the restriction from just about everywhere that serves it. Limitations should not be put on adults simply based on their age.

Anyone under the age of 21 cannot walk into TGI Friday's, a simple restaurant over the hours of 10:00 PM. That same person though, can sit down for a meal at 2:00 in the afternoon with a table of 30-year-olds drinking margaritas at the next table. There are hardly any nightclubs that allow anyone under 21 just because they are in the presence of alcohol. Being denied access to a nightclub gives minors very little options of what to do during their weekends. Most of the time, this leads to staying at home, or going to a friend's house where they are out of the public's eye and are able to drink. This can become a problem because they hardly have the chance to learn to drink responsibly. Being in the comfort of someone's home allows him or her to drink too much because the opportunity to just stop and "crash" on the couch, is there.

A lot of minors do not even want to go to a nightclub to just drink. They want to dance and they hardly get the opportunity to. The music in the 18 and over club is very limited and it is wrong to assume that everyone in a certain age range wants to listen to one type of music. It is so insulting to be an adult who is able to take care of their own responsibilities, but yet is so limited as to what they can do.

An adult is an adult and to separate a group from another just because of age is discrimination. This is supposed to be a country of equal rights and if we are all equal between skin color and sex, then an adult should not be less privileged than another because of his or her age. If 18 to 20-year-olds are not meant to share the same privileges as others, then take away their adulthood altogether. The privileges to serve the country and vote should also be taken away. Everyone matures differently and there is no way you can assume every 18-year-old is not yet responsible to drink and that every 21-year-old is. Many claim that if the age limit is lowered to 18, then the demand to lower it even further will rise. These people seem to forget that the difference between an 18-year-old and a 17-year-old is the simple fact that you are legally an adult at the age of 18.

When one hits the age of 18, they are most likely still living at home with their parents. If you give these young adults the chance to go to a bar with their parents to have their first drink or two, you let them learn responsibly from their parents the way to handle alcohol. At the age of 21, many adults are out of their parents' homes and experience what is supposed to be their first drink without any supervision. They drink too fast without knowing their limit because no one is there to warn them.

To most who are banned from it, alcohol is a sort of "forbidden fruit." As Dr. Ruth Engs, a professor at Indiana University has stated, "Lowering the drinking age would help send the important message that drinking is, in itself, not evidence of maturity... that responsible consumption for those who choose to drink is evidence of maturity." Japan is a country with a 20-year-old age limit for alcohol, but is not strictly enforced. Many have easy access into clubs and bars and when you are used to this as a minor, drinking is not a huge deal. You are treated more respectfully and there is no need to go against the law. By going out at an early age, you learn to drink responsibly at an early age.

The Valley Incorporated at Louis D.Brandeis is a community based organization that has been servicing youth for over twenty three years. This year the Principal decided to eliminate those CBO's that were currently providing youth cultural, educational, social and community service programs that were goal oriented and enabled them to develop their social and analytical skills. 114. Food Choking Prevention Act of 2003 - Bill #HR 2773

To whom it may concern:

Please join in my efforts to warn parents of the Hot Dog Choking Danger and help prevent the death of a small child.

CHOKING is the 4th leading cause of accidental DEATH in children under the age of five. Studies indicate that HOT DOGS are the #1 food KILLER. At least one child dies from choking on food every 5 days in the USA and more than 10,000 children are taken to hospital emergency rooms each year for food-choking injuries.

A choking warning label must be placed on hot dog packages to alert parents of this danger. A small child has baby teeth and an ill-equipped esophagus which can not adequately chew and swallow this meat as normally served to them - - in a bun. Also, parents tend to slice the hot dogs in quarters which is also deadly. A hot dog when served to a young child must: have the skin removed, cut lengthwise into quarters (4 long strips) and then again cut into small pieces.

A minority of the hot dog industry has elected to voluntarily disclose this choking danger and place warning labels on their hot dog product - - Louis Rich Franks, Oscar Mayer Franks, Ballpark Singles, Lunchables All Star Hot Dogs. The Bill #HR 2773 - Food Choking Prevention Act of 2003 has been introduced to Congress by House Representatives Michael Honda (D-CA) and Michael Ferguson (R-NJ). It is currently in purgatory and has been referred to a subcommittee. The chairman of that committee is Congressman Michael Bilirakis (R-FL). One of the benefits of Bill #HR 2773 will be the reflection of warning labels on statistically dangerous foods to our children such as hot dogs. Parents need to be made aware of this hot dog choking danger and the manufacturers should take the first step and place warning labels on their food. Another step would be to get this message out to as many parents as possible. No one should have to endure the pain and suffering of losing a young child to such a senseless preventable event.

115. Stop Rampant Injustices Against NonCustodial Parents by Offices of ChildSupport Enforcement

This petition began with My own husband being saught for child support. My husband pays his child support. Has done so for years. However, monies have unexplicably disappeared and have gone unaccounted for by the office of child support enforcement. My husband has a court order to see his son -he's been withheld for 7 YEARS now. Local and state police and officials, the custodial mother, and childsupport, have refused to uphold the order. We have been taunted by all to try and get the money to fight them on it.

My husband has no criminal record, pays his support, maintains a job and second family. Child support took his license making it impossible for us to get a car to even try to visit. My husband and are only guilty of being poor and loving our son (my stepson). Now I have the chance for a congressional inquiry into child support if I can come up with enough evidence and supporters. So, please. Sign this petition. Pass it on. Three teachers from WES have expressed their desire to request a transfer. These innovative, talented, and energetic teachers are Jennifer Carhart, Janice Martin and Stacey Robichaud. Two of these teachers have had to take on a challenging year of a 3/4 French Immersion MAC class. Even though the MAC class has been proven this year to be very successful, these teachers have felt very little support and appreciation for their hard work and innovation.

In addition to wonderful in class teaching, these teachers are also the foundation for many of the great extra curricular programs at WES including noon hour activities, 100 day celebrations, French week, math club, math days and many others. Most parents can attest to the fact that these are three wonderful, fun and effective teachers - teachers that all kids love and look up to..
