122. Pittbulls are what you make them

We often get asked about preventing and/or fixing aggression in Pitbulls so in an effort to help people deal with this issue we will write about a few basic tips that can help. It’s important you try to prevent aggression because it’s much easier to prevent than it is to fix.

First we need to make it clear that animal aggression and human aggression are two completely different things and are in no way linked. Just because a dog is aggressive toward other dogs or animals does not mean he will be aggressive toward people. In fact, with Pitbulls this is very obvious. Pitbulls are naturally aggressive toward other dogs and animals. It has been bred into them over many generations. But, they have also been bred to be friendly to people. This leads us to “soundness”, a sound Pitbull will never show aggression toward a person. A Pitbull that does, has been bred incorrectly, lacks confidence, and probably isn’t even a pure bred Pitbull and may not be a Pitbull at all. If a Pitbull does ever show aggression toward a person, it should be neutered or spayed immediately and never allowed to breed.

The reason for this is to prevent that trait from being passed down to further generations of Pitbulls. If irresponsible breeders continue to breed these bad traits, Pitbulls will soon be outlawed all over the world and possibly made extinct. When it comes to preventing and fixing aggression, there are three important factors that can be abbreviated as SST or Soundness, Socialization, and Training.

We already covered soundness so we will skip that and start with socialization. The best time to begin socializing your Pitbull is when it’s a puppy. This means you should allow your Pitbull puppy to interact with as many people and other dogs/animals as possible. Take it to a park or on walks through crowded areas.

The more people and animals it interacts with the less likely it will be to show aggression in the future. If you have an older Pitbull it can be more difficult to socialize because it may already be showing some aggression. In this case you must be more careful. One possibility is to get a good muzzle and put it on your Pitbull and then allow it to play with other dogs.

It may show aggression but with the muzzle on, it can’t do much damage. However if it does show aggression it should be immediately corrected. Training is another important aspect of preventing and stopping aggression because a well trained Pitbull will be easier to control. Training is a very large topic so we can’t cover it here in this article, but books contain a ton of information about training that can help you with this.

If you’ve trained your Pitbull correctly and it shows aggression, you can correct it and let your Pitbull know that you won’t accept that behavior. If you correct and punish your Pitbull every time it shows aggression you should be able to solve the problem.

By punish we don’t mean hitting or spanking because physical corrections don’t work very well on Pitbulls and for some Pitbulls, physical corrections don’t work at all. If you have a Pitbull and want to get another, you should get one of the opposite sex because Pitbulls are more aggressive toward the same sex. We recommend that if you have a Pitbull, you make sure that it’s your only pet.

It’s not wise to bring a Pitbull into a house that already has other dogs or cats. If you do already have another dog, whether it’s a Pitbull or another breed, you should make sure your Pitbulls is of the opposite sex of the dog you already have. Follow these guidelines and you will have no problem preventing aggression.

If your dog is already showing aggression this information should make it easier to fix but it’s much harder to fix than it is to prevent.

123. Stop the mass slaughtering of street dogs in Egypt

Update 6 November 2010: Massive killing is taking place all over Egypt, the GOVS take Minia Governorate as a successful example, the Governor of Menia killed all the dogs in Menia.

Very clearly the GOVS (General Organization of Veterinary Services) will not stop this massacre all over Egypt unless the Animal Welfare Societies set an immediate meeting with the Chairperson of General Organization of Veterinary Services (GOVS)to discuss feasable solutions.

The GOVS proposes, 4 units to be allotted to the AW societies who wish to conduct TNR projects or relocate dogs in some areas where the GOVS received most complaints from some citizens. The GOVS states, they have little resources in terms of operations equipments, but they have those facilities, man power, and vets. Unless the AW societies make this step the massacre will continue. I make call to all AW societies, to be one hand in facing this massacre, I call AW societies to forget all the differences between them and unite for stopping the current and future massacre.

The Government in Egypt still insists on using strychnine poison to address stray dogs problems in Egypt.

Regardless of warnings of danger of using this poison on man and animals Gen. Vet Services insists. Whilst the Utility police force insist on shooting dogs regardless of the plea from Animal welfare groups and organizations in Egypt. The legislation, one was submitted by Animal Friends, but refused due to points which were found redundant, another legislation was proposed by OIE conference held in Cairo last month, God only knows if there is any hope in coming up with a legislation or applying the standards submitted by OIE.

Update September 2010

Mass shooting and poisoning is taking place in a big scale now, it seems that the excuse now is: a rabies infected dog has bitten a person, so, the Governors of various Governorates order mass shooting or mass poisoning.. without investigation.... this is done, healthy unhealthy animals, this is done, dangers of strychnine poison on environment, this is done... Pressure must be kept on. Each Sunday the petition updated would be emailed to the Governors, Cabinet of Ministers, Ministers involved. We will not give up.

Update April 20, 2009

First and second phase of Participatory Planning Project were successful, some differences is surfacing within Egyptian Federation members regarding the issue of the possibility of conducting euthanasia on healthy animals. Matters are halted as EFAW, Egyptian Federation members are split to two parties now because of euthanasia issue.

As for the legislation, no way to push the legislation which was conducted by AW societies, it is obvious and clear, the Ministry of Agriculture has to form committee to work on legislation, this committee would include animal welfare societies and not visa versa as was done before.

Massive shooting of dogs continues as police claims they receive complaints from citizens in the neighbourhood where stray dogs group.

WSPA had signed agreement with Egytian Federation to conduct Participatory Planning Project for the problem of stray dogs in Cairo. The workshops were conducted by the National Research Center of Egypt, attended by all stake holders, Govs., Vets, Animal Welfare Societies (not all), Representation from Ministry of Interior, Representation Ministry of Agriculture, families concerned, Central Zoos Representative, .. etc

reports received of shooting stray dogs 8pm in Giza Square. AWAR group inquired from Utility police unit of Giza, yes they did as they received complaints from an individual stating that the dogs are attacking people, when confronting the police officer, he said they killed rabie infected dogs, who told you the dogs you killed had rabies, answer: they look so?!!

Qena Governorate, Northern Aswan, Ahram newspaper reports that 2 wolves attacked two citizens in daylight? The wolves were slaughtered. I suspect the Governor of Qena in defense would order mass killing of dogs, the guards of the city. I suspect the eco system of Aswan, South of Qena was disturbed after the mass killing of 2300 dogs, thus wildlife, had to travel or exit the city of Aswan, it is known that wolves can travel 30 to 50 miles per day.

Ahram Newspaper published:
Animal Welfare Organizations in Egypt, counts 9 in Egypt, condemned the killing of 2300 stray dogs in Aswan and Dina Zulfikar, coordinator of Animal Welfare Organizations in Egypt fears that ecological imbalance may occur as a result of extermination of stray dogs which are considered the first defense for cities against harmful animals which habitats in the mountains surrounding Aswan. With the illumination of those dogs these can enter the city and attack man and animal.

Dr. Wael Abd El Monem, environmental ecologist Cairo University supports this point of view and asks for adopting a study and description of this mammal, environmental description about the so called mammal named "Salawa", studying what made this mammal appear, why is it attacking people, adding that extermination of stray dogs would result in a generation of wild dogs which may defensively act against extermination.

Two weeks ago the newspapers highlighted the incident of 2 persons
attacked by a mammal (dog species) in Aswan.
The Governor of Aswan formed a committee of:
Gen Vet Services Department
Health department
National Council for Women
headed by Dr. Omar Mohamadein

the mammal description: rare legs long, two canines showing off
clearly. Three of these mammals were shot, even though the Governor
ordered the 4 main units of Aswan to carry on shooting and poisoning
stray dogs. Already 1300 dogs were killed and the massacre is
continuing in Aswan. What is feared is that more Governors may
follow these same methods to avoid this mammal.

It is well known that stray dogs are the main defense of cities
especially if surrounded by desert, dogs prevents wild species from
entering cities, e.g. In Sirilanka when dog massacre was made
leopards entered the city and attacked people.

Legislation has been submitted to Ministry of Agriculture but was refused claiming there was a redundancy. Another trial to submit legislation through Vetrinary College is currently underway.
AWAR group has scheduled regular awareness campaigns at Giza Zoo (50 to 90 thousand Egyptians visit the zoo during weekends). Regular awareness events are organized by AWAR in coalition of all AW organizations and groups are participating. Awareness to stop cruelty is our only mean now to stop the abuse.

Up date 22 Sept - Dr. Nick De Souza set a meeting in Cairo on the 14 th Sept with the animal welfare organizations in Egypt. Addressing the government in Egypt is not an easy goal to achieve in the near future however WSPA was ready to fund achievable targets.

We agreed on creating Animal Welfare Awareness Research in Egypt Group to discuss our next goal for another set meeting in Cairo on the 14th Nov.

Up date 13 June - Attempts to address the committees concerned in the parliament failed, as each claimed it was not the authorized (agriculture, health and environment, interior).

We addressed the MP of Qasr El Nil area, who promised to submit our demands to the Egyptian Parliament upon his return from a trip on the 19th. Thank you for writing to us.

WSPA have been involved in trying to address the dog shooting and poisoning issue in Cairo for about ten years, much of that time in collaboration with your organisation SPARE.

Unfortunately success has been very limited, primarily due the complex and extensive nature of the problem. Initially WSPA coordinated a campaign encouraging an international audience, particularly past or potential tourists to Egypt, to petition the government to stop shooting and poisoning dogs, explaining that they found it despicable and would not come to Egypt if it did not cease. This worked to an extent as the risk of loosing tourist revenue prompted the government to open discussions with Animal Welfare groups one of which was WSPA.

The government then invited WSPA to show them how to tackle the problem in a humane way. Conferences & workshops were held to sensitise the authorities about the issues of dog control and to highlight to them the futility & inhumanity of mass extermination.

A pilot programme was then started in the Abissiya vet clinic in collaboration with the GOVS to prove to the authorities that the suggested alternatives worked. The pilot failed for a number of reasons, the most important being the lack of commitment and motivation on the part of GOVS. This however was not the sole reason. The fact remains that in order to achieve genuine dog control; a number of different interventions need to be carried out simultaneously.

In addition to mass sterilisation these should include; finding out where exactly the stray dogs are actually coming from and then trying to address the cause, solid waste management, education, improved legislation and better enforcement to ensure that it is maintained. This did not happen!

As you can see the investment needed to successfully control the Cairo dog issue is huge and unless the responsible authorities make a genuine effort to address it, it is impossible for any charitable organisation to tackle the issue unilaterally. It is therefore very important to try and get the government to buy-in to the concept and not just pay it lip service.

I won’t even try to explain to you as an Egyptian the size of this task but suffice to say that it will be a long hard road, one on which you have bravely take the first steps.

WSPA remains committed to reducing cruelty in every part of the world and considering our long history of involvement in Cairo we would undoubtedly step forward once more but this time we would only engage with the government if we believed the commitment from the authority was genuine.

I hope my sagacity does not deflate your noble efforts but rather clarifies where you need to focus and in particular gives you an idea of the key components of a holistic dog control programme as this is needed to make a long term impact on the issue.

Up date 22 May - According to SPARE (sparealife.org) report by Mona Khalil: Poisoning dogs reported in Mohandessin area in Cairo May 21st. I was optimistic, but seems that the Egyptian President's statement published on the 18th May "the President called for applying humane international measures in dealing with stray animals instead of shooting and poisoning" was misunderstood!

On behalf of all animal lovers in the world I would like to show my gratitude and appreciation for all those who signed the petition and made our voices heard, without each and every one of you nothing could have happened. Together we are strong.

Friday 18 May - First step towards victory, thanks to all - we will continue our petition, this time to address the Egyptian Parliament.

Egyptian news paper The almasry-alyoum Egyptian newspaper published: Official sources in the Egyptian Ministry of Agriculture confirmed that the Egyptian President asked the Egyptian Minister of Agriculture to prepare a report about stray dogs in Egypt, and to open an investigation into reports published by various press and animal welfare organizations appalling the practice of shooting and poisoning.

The sources added that the President called for applying humane international measures in dealing with stray animals instead of shooting and poisoning which detracts from Egypt's status as a land of culture and center of tourism.

It is expected that the Egyptian Minister of Agriculture would issue strict instructions to the veterinary medicine department in govern orates in coordination with public utility police force to apply humane methods (vaccination) instead of shooting and poisoning.

In context the Animal welfare organizations in Egypt is considering a call for an urgent meeting tomorrow, Saturday to discuss the sequences of the use of inhumane methods which has been prohibited internationally, besides escalating the applaud and issuing a brief, pleading calling the Egyptian President Hosny Mubarak to issue an order to stop the shooting and poisoning of stray animals.

Bridget Bar dot had sent a fax to Egyptian President Hosny Mubarak to interfere in the mass slaughtering of Egyptian dogs and called the Egyptian government to use humane methods instead of shooting and poisoning.

Wednesday 16 May
Petition daily update is emailed on daily basis to the ministries concerned in Egypt. Amina Abaza -the chairman of Society for animal protection in Egypt sparealife.org - delivered by hand with receipt our requests to the Ministers of Egypt on the 15th of May. No response up till now. A half page ad will be published Saturday 19th May at one of the most read newspapers in Egypt "Akhbar Al Yawm"..

Mr. Ahmed El Sherbiny Chairman of Animal Friends in Egypt has sent faxes to the ministries of Egypt calling them to take action and to stop the brutal cruelty of dog slaughtering.

Shooting continues in Mohandessin district of Cairo

SLAUGHTERING CONTINUES!!

Sunday 13th May, Slaughtering continues Andrea went down to feed the dogs as usual, as the past 10 months since she had been in Cairo, she found 2 of them dead beside each other, the other two were not in sight, on my way to her home after she called me in hysteria not believing this happened , I spotted the two, I went down and got one of them , I had the power and the determination to get her and I just carried her from the street unfortunately the other big one ran away, we tried to spot him again an hour later he showed up, it seems he was trying to look for his friends , he found them dead, he smelled them and stood there, I tried to catch it on camera but it was not good it was already dark and I hardly could get the other photos that I will send later, Andrea tried to call him but he just left immediately on the opposite way, and god knows where he will be or what will happen ,we will try to locate him but I do not know what will happen, while standing to take pictures another couple of foreigner passed by us and said this is the third time this week they see such a scene , dogs shot on the corners of streets.

Andrea is devastated, I do not know till when I will be able to hold on, they killed the kindest two of them, the one I caught is also very kind but rather new than the other ones. they were killed in the morning according to porters in the area, they were already blowing and smelly when I got there to take pictures For those of you who do not know who is Andrea, she is the famous American/ gernan woman who adopted our big boy lord, and wrote Lord tales when she adopted him, she is also dog trainer and has been helping us for a while now, she also did our spare leaflet and was working on another for the massacre that happened at Haram area two days ago when this was happening to her dogs , it is even astonishing as it is known that no shooting is allowed in residential areas where foreigners specially Americans are living.

The madness is going on and will not stop ,sine once again we called the municipality and comaplained trying to know whose orders was it this time and the reply came that we should not bother calling ,they will continue to shoot and consider it their mission. witnessed by: Mona Khalil

On Friday 11th May, This female pregnant bitch was shot today at 1,15 in the afternoon in " Sahl Hamza " street , in Pyramids road , 15 minutes aftter being shot she was still alive and was shaking , the witnesses tried to help but it was too late. Only one bullet to kill each dog , this mother was shot in her belly ,we have the pictures ..look at the pictures. This is how we reduce dog's population in Egypt.

An alternate solution has been handed to the Egyptian Government, without baring any costs.. yet the offer was denied.

125. Abolish Australian Canine Eye Scheme (ACES)

We have two issues with ACES, which are:
A) the implementation of THIS particular eye scheme (ACES) and in fact
B) the implementation of ANY eye scheme or regulation for breeders.

If you, as a breeder, have any reservations about either of these issues, please sign this petition. To make it a credible appeal, please include your breed and registration number. It is much easier to stop ACES at this point until all the problems have been resolved rather than in a number of years when we are dealing with the consequences and the fallout of the ACES and other schemes.

The Australian Canine Eye Scheme (ACES) has been presented to breeders as a tool to deal with eye health problems in recognised dog breeds. While the sentiments of ACES are those that are held by all respectable breeders in Australia, its draconian regulation of breeders is unnecessary and particularly unacceptable under the conditions set out by ACES. All responsible breeders have been testing their breeding stock appropriately and with great success without the hindrance of any scheme for many years. In its current form, outlined in the documents: Information For Owners and Rules and Procedures, there are many anomalies and distressful concerns which affect to control all breeders, even those who are lucky enough to have breeds that do not have any known genetic eye diseases at this time. ACES is a precedence for other intrusive schemes in the future. All breeders should reject ACES for the reasons discussed below. We would ask all breeders to carefully read the above named documents.

1) THE REASON WHY ALL BREEDERS (AND NOT JUST THOSE WHOSE BREEDS SUFFER FROM GENETIC EYE CONDITIONS) SHOULD READ THESE DOCUMENTS AND GET INVOLVED:

This critical passage, glossed over in the Rules and Procedures document, is the key:

“Following the launch of the Australian Canine Eye Scheme, all ANKC-affiliated National Breed Councils and unrepresented breed clubs in each State were contacted by the ACES Chief Panellist to explain the aims of ACES, before inviting a nomination on behalf of their breed to either the Open or Closed Register with respect to the reporting of canine inherited disease. These Registers are the responsibility of ANKC. For any breed on the Open Register, all results from any known inherited condition in that breed (eye conditions, hip and elbow scores, tests for congenital heart disease etc.) will be released for publication. By submitting dogs for certification, the owner agrees to this and relinquishes all rights to keep the results confidential.”

ACES is setting a precedence. It will not be long before many more schemes are added - as mentioned above: " (eye conditions, hip and elbow scores, tests for congenital heart disease etc.)"
Note also that breeders were not asked if they wanted ACES, it has been forced on them from out of the blue. The only input we have been offered in ACES has been to decide if we want our breeds registered on an Open or a Closed Register. Note also in this document (Rules and Procedures) it says:
“… National Breed Councils and unrepresented breed clubs in each State were contacted by the ACES Chief Panellist to explain the aims of ACES…”.
This is one of many inaccurate and misleading statements we see in their documents. It is known that at least one club was never contacted by the Chief Panellist, so that would make one think there could be others.

Note also an example of the draconian language we referred to previously:
”… relinquishes all rights…”.



2) WHY THIS SCHEME (ACES) IS NOT A GOOD SCHEME FOR BREEDERS:

• ACES does not present anything of value that does not already exist -

ACES has been offered to breeders as if it has benefits that have not been available to breeders before: -
“The aim of the scheme is to provide a means by which purebred dogs in any registered breed may be assessed for defects that affect the normal function of the eye or that may threaten vision.”
This is not accurate because the means are already there and in use. Ophthalmologists have been doing exactly the same tests for breeders for years – all without ACES. For many years all responsible breeders have been testing their puppies and breeding stock with registered ophthalmologists (and do indeed test for as many genetic diseases as possible - not just eyes). In fact ACES gives less to breeder. We get less service for higher costs.

Examples of less service:
Under ACES the results of all tests will be certified as Affected or Unaffected -see Information for Owner document:
“… certificate is issued with results of “affected” or “unaffected”.
In some breeds, particularly where the disease has a range of expression, this does not give the information required to make responsible puppy homings or to make responsible breeding choices. Prior to ACES ophthalmologists were happy to give further information, but have been clearly instructed in these procedures not to do so -
“Examining panellists will be discouraged from entering into any discussion on matters concerning particular eye conditions or their inheritance in any given breed.”
(The examining panellist is your ophthalmologist.) We also use to get an individual certificate for each animal including puppies now all puppies will be listed on one sheet.
“The ACES Litter Screening Certificate (Appendix 5) is used to collect information on all pups in litters aged less than twelve weeks.”

Example of the rise in costs:
September 2006, prior to the implementation of ACES, the cost of one particular examination was $55.00 per puppy. As of February 2007, exactly the same examination being done under ACES was quoted by the same ophthalmology clinic as $88 per puppy and if that same examination is taken, but not under ACES, then the cost rises to $154.00 per puppy.

It is patently: less service – higher costs!

• Even though ACES is promoted as voluntary, here are at least four coercive elements that push breeders into using ACES -

a) The sneakiness of making breeders pay exorbitant extra costs for the same service just because they don’t wish to test under ACES is nothing short of duress.
b) Here is another example of those seemingly underhand tactics. If the same examination is undertaken with a registered ophthalmologist, (who would have the same qualifications), but is who is not a panellist examiner, i.e. not a member of ACES, you will not be able to claim that your dogs’ eye checks are as good as or equivalent to that done through ACES. This is quoted from the Rules and Procedures document:
“No eye test result issued by a veterinarian who is not a current appointee to the ACES Examining Panel may be represented as being an ‘ACES eye exam’ or in any way equivalent to an AVA-ANKC Australian Canine Eye Scheme certificate.”
c) And then the ANKC gets into the act and backs the ACES to this extent:
“The ANKC endorses ACES as the only eye certification system authorised to lodge individual results with the ANKC’s inherited diseases database.”
d) Going on to say;
“…and for certain higher risk breeds, ANKC has the power to insist on an ‘unaffected’ test report as a prerequisite to litter registration”.
If the ANKC can insist on this for “certain higher risk breeds” then it can do the same for all breeds.

It should now be evident that even though is it stated a number of times in these documents that this scheme is voluntary –this NOT the real position desired by ACES or the ANKC.

• ACES accepts no accountability:

Please make sure you understand this next section really well.

From the Rules and Procedures document:
“PROFESSIONAL LIABILITY PROVISIONS
(1) Examinations are conducted by specialist registered veterinarians who have been appointed by AVA Board to the ACES examining panel, on the understanding that each member has made adequate provision against his or her professional liability. In no event shall AVA be liable for any incidental or consequential damages arising from any negligent acts or omissions arising out of the examination.

(2) AVA does not make any warranties or representations regarding the quality, accuracy, completeness or authenticity of the information provided on the ACES Eye Examination Certificate.
• accept liability for any loss arising out of the use of said information and / or the reliance placed on it, by the owner or any other party

Subject to the normal veterinary certification standards required under the various State Acts, ACES Panellists do not accept individual or collective liability for any consequential loss arising out of the use of information provided on an ACES Certificate, or the reliance placed upon it by the owner or any other party.”

The AVA and ACES are attempting to avoid any accountability or liability here, which under common law of course they cannot do. However, this statement, that ACES Panellists (one of whom will be your ophthalmologist)
“... do not accept individual or collective liability for any consequential loss arising out of the use of information provided on an ACES Certificate, or the reliance placed upon it by the owner or any other party.”
means that the AVA is indicating the ACES Certificate is not worth the paper it is written on. Why would anyone want to pay their high fees for such a document?

One must also question the actions and the competence of the ANKC when they commit themselves so wholly to ACES and to such a valueless certification.
“…The Australian National Council recognises ACES as the only eye certification system authorised to lodge individual data with the ANKC’s inherited diseases data base...”

Now for another area where the accountability of ACES and the examining panellist becomes highly questionable and raises acute alarm - again from the Rules and Procedures document:

“The following documents must be sighted by the examining panellist at the time of the examination:

(iv) The original registration certificate issued by a State Canine Control or the registering authority in the country of origin, endorsed with a record of permanent identification (microchip or tattoo).
(Why do they need the dogs original registration certificate, if the dog is microchiped or tatooed?)

(i) Any change of ownership documentation or original export certificate from the country of origin.
(Again, if the dog can be identified by a microchip or tattoo, why would this documentation be required?)

(ii) Any previous eye certificates issued by a veterinary eye specialist in Australia or overseas.
(Again why?)

(iv) A formal transcript of any genetic test results issued by a recognised commercial testing laboratory, that the owner wishes to see included in ANKC’s multi-breed inherited diseases database.
(ANY genetic test results? Why? )

THIS NEXT PARAGRAPH IS REALLY IMPORTANT:

If any of these documents are held but not presented, then the examination may proceed but the results will not be made available (even verbally) and the certificate will not be issued until the missing documents have been sighted by the ACES Panellist.”

What an outrageous set of demands! Of course, now that we have the means, a dog should be able to be indisputably identified before examinations take place. However the demand that any previous results be presented before any results are made available, even verbally, can only be seen as skewing any examination results. All examinations should be totally independent, otherwise the results are worthless.

Also if you are seeking a second opinion or are in dispute with your ophthalmologist the above means that you have to show all previous documentation before you can obtain any further results. This is also alarming! How independent, and uninfluenced would you expect any second opinion to be? This second opinion could only be seen as being highly prejudiced.

The best conclusion that can be drawn from the Provision and Liability section and the scandalous order for all previous eye documentation prior to any further testing, is that the AVA does not believe in the abilities of its ACES examining panellists.

It is also it hard to fathom why any ophthalmologist would wish to belong to ACES when it appears to place no faith in their competence and practices.

And why would any breeder have any faith in this kind of scheme?

Each ACES examiner should be able to stand confidently behind their individual findings.

• Another area of concern are the anomalies in Schedules 1 and 2

Already it is evident there are anomalies in certain breeds listed in these Schedules. If there is interbreeding between varieties, e.g. Collies, then obviously you would expect both varieties to be subject to the same eye diseases, but this is not the case. Also in both schedule lists, which appear to have been pulled directly from the British Veterinarian Association’s website, there are diseases listed in certain breeds, which are not seen in those same breeds in Australia. And then to make it even more confusing, there is at least one breed on this list where one of the more prominent eye diseases in this breed is not even listed. The Australian Shepherd is susceptible to CEA but is not listed in either schedule

Scary stuff! We don’t want or need ACES, particularly with the unprofessional nature by which it seems, through these anomalies, to have been established.

• Open/Closed Registers:

On talking to many breeders it seems that most believe erroneously that the only difference between an Open and a Closed Register is that: on a Closed Register results will not be make public, and on an Open Register they will be public. This is the most benign part of these Registers.

In the Information for Owners document it clearly states:
“You will need to get the latest information on conditions relevant to your breed from an ACES Panellist or ANKC, especially if you are uncertain whether the National Breed Council for your breed has elected inclusion on the ANKC-endorsed Open or Closed Register. “

“For Open Register breeds, both the sire and dam will usually be expected to have current eye certificates showing them to be unaffected.”

“By seeking to be placed on an ANKC-endorsed Open Register for inherited disease surveillance, the National Breed Council for that breed is making a clear statement on behalf of all active breeders and club members. They are saying that optimum health standards are important to them, and that while all disease testing is undertaken voluntarily, adherence to a strict policy of disease surveillance is a prerequisite for any serious breeding program. They realise that by offering all puppy buyers such a transparent commitment to quality assurance, they are expressing a higher degree of confidence in the general health”

Optimum means that it can’t be better - so they have to be meaning unaffected animals. Also note the last sentence:
“... offering all puppy buyers such a transparent commitment to quality assurance, they are expressing a higher degree of confidence in the general health.”
How can just an eye examination promote a higher degree of confidence in the general health of the dog? General means broad or overall. Are they suggesting an eye certificate will promote confidence in the overall health of the dog? We think they are talking about when they add many more schemes as we anticipated.

Also don’t be fooled by the suggestion that, ACES or any scheme, offers a higher degree of confidence to the puppy buyers, it is the testing, by any qualified ophthalmologist, that does that, and responsible breeders are and have been testing for years with their ophthalmologists.

“Closed Register breeds may not require that both mating partners be certified unaffected, .”
Please note the language here – it does not say “will not” – only “may not” and…. “both” mating partners. Please don’t forget it has already been stated,
"Individual National Breed Councils will set their own policy on whether mating partners need to be ACES ‘unaffected’ or just ACES ‘tested’, and for certain higher risk breeds, ANKC has the power to insist on an ‘unaffected’ test report as a prerequisite to litter registration.”

The greatest flaw with these proposed Registers is that they are trying to deal with complicated genetics in a simplistic and naïve way. We know that all living things carry deleterious genes. There is no such thing as a genetically flawless individual – even in humans. Also these genetic flaws can range from very minor, causing no loss of function, no pain and do not decrease life expectancy to the other extreme where they cause death before or at birth. In between these two extremes we have varying degrees of debility, pain and life expectancy. This means we should prioritise the diseases according to these criteria. Then we need to discover the genetic inheritance i.e. dominant, recessive, sex linked, etc., and whether the disease is autosomal or polysomal. When this is done we need to factor in the breeds' breeding population and determine the extent of the disease in the population. Only then, in the case of dogs, can we know how to breed and what to breed. Some of the genetics for disease we do know, others we are still trying to determine. Eliminating a dog from a breeding pool on one genetic fault and not knowing the exact genomics of the fault achieves nothing and in fact can be detrimental to the breed. These registers are trying remove dogs from the gene pool on one fault, often without knowing the mode of inheritance and how many genes are involved as in the case of CEA where research is still continuing.

The above are only examples of the problems, anomalies and questions raised in both The Information For Owners and the Rule and Procedures Documents. There are other important problems, such as the following, which are not discussed here but which should be noted when you read the document:
• frequency of testing
• procedures for disputes or second opinions
• availability of examining panellists
• limitation of regional and rural services, etc.
• litter registrations and privacy issues
• independent accreditation & monitoring of ACES

PLEASE TRY TO TAKE THE TIME TO READ THESE DOCUMENTS IN FULL.

3) WHY WE DO NOT NEED ANY SCHEME:

• Strangulation by Regulation:

One criticism is that if we do not have compulsory testing then some breeders will not test. The truth is – even if we do have compulsory testing these same breeders will not test, but more importantly we will also see responsible breeders who have always tested leave the sport because of over regulation. If you think this is good, think again. Less breeders, less diversity within the breeds, less fees to support our hobby, i.e. funds for the ANKC and to Clubs, which means higher fees and less services for those remaining. We have already seen registrations drop alarmingly i.e. Collie registrations in 1986 were 2,571, in 1996 – 1,186, and in 2006 - 493 This is a trend across the breeds. Why? – regulation is one of the key elements. Regulation by federal law, regulation by state law, regulation by local councils, regulations by affiliated bodies.

History shows us that regulation of anything always makes for an underground component too. This Eye Scheme, ACES, will make some breeders who have always tested and register all puppies, now only test the puppies they are interested in and only register puppies they are interested in. Other breeders may decide not to test at all and that is a sad state of affairs. ACES adds nothing, it encourages the opposite to its stated desires.

• Peer and Consumer Pressure

For those worried about the ethics of the next breeder, peer pressure and/or consumer pressure are stronger tools than any scheme for ensuring breeders become learned and responsible. Because of how easily information is disseminated today, especially with the internet, both breeders and prospective owners are very aware of what good breeding practices entail and all their rights. All responsible breeders are dedicated to the health and robustness of their breed and keep themselves informed of current research and tests. Responsible breeders see this as being as the very basis of being a breeder. They don’t need rules and regulations to be responsible – just good education opportunities.

• Breeders (that’s us) Lead the Research

It is also a known fact that it is often the breeders who lead the research into health problems. For example in collies, for many years breeders were experiencing results that make it clear that CEA would more likely be polyfactorial, although the scientific belief, until very recently, was that it was, autosomal recessive.

• Breeders Should Have Full Rights and Full Responsibilities

If we want to be breeders, we should have all the rights, responsibilities, and choices that this position holds. We do not need to be dumbed down by regulation that takes away our choices. Rather the efforts to clean our breeds of many of the diseases will be through research and education not through regulation and restrictions.

• Genetic Diversity

Genetic diversity is a catchcry we hear often. Eliminating dogs from the gene pool for one genetic disorder can potential cause us problems of the highest magnitude. Please read what happened in the cited reference, (Bad Genes, Babies and Bath Water by C. A. Sharp) when breeders decided to eliminate one genetic health problem by removing all affected dogs from the breeding pool. We are breeding for the whole dog. We will never be free of genetic disease, due to the fact that dogs are evolving like any other species on earth. There will continue to be spontaneous mutations, both somatic and germ cell – the very thing that allows a species to evolve. That is the nature of life. Some of these genetic changes will be very deleterious and cause disease, occasionally some will be beneficial, but we can not delete them all. However with education we can all breed wisely and control many of these diseases. Regulations and schemes will not make us wise.

• Proteomics

It is common that a gene displaying a particular phenotype is thought of as a gene for that phenotype when this is not the case. A gene, all genes, simply encode for a protein. That is all they do. Depending on what the protein’s role is in the metabolism of the cell, and it is almost always multiple roles, will determine the phenotypic consequences. For example, a protein prominent in connective tissue can have varying consequences in different organs of the body. No one knows yet the proteins responsible for example in CEA and therefore what other functions those same proteins may be performing in other tissues. The interesting thing is that a protein causing a defect in one area, may be causing a beneficial affect in different area. Eliminating an allele or alleles because of perfunctory opinion about their deleteriousness can lead to unanticipated consequences.

• One Last Question:

A question to ask ourselves is: have we seen great health improvement in dogs in countries where a lot of health testing and regulation of breeding practices are carried out? Are they living longer, healthier lives? Through correspondence with several breeders from countries where hip/eye and temperament testing is mandatory they still face the same concerns that we face with probably just as many health issues and their dogs do not live longer lives. These breeders feel very restricted and often believe they have not been able to make the wisest of choices in their breeding programs due to all the restrictions they have to deal with.

4) A BETTER SOLUTION

What we need is education and research, not limitations and regulations.
ACES offers no education, limits information and reduces the breeder facility for research while forcing regulation and restrictions upon us. A better solution would be a scheme offering access to education and increased genetic and breeding research from an ANKA or AVA body rather than a membership based entity seemingly established purely for feeding themselves fees.

126. Introduce and Enforce workable dog laws around the world

Dog barking is one of the most common complaints raised to local governments and animal control. Dog barking can be totally devastating to individuals and families. On the spot monetary penalties are probably the most efficient method of controlling the neglect of duty many dog owners practice.

Dog related offences should be as simple as a parking ticket to police, but it is not the case. Onus of proof is often placed upon the victim. Requirements of multiple complainants does not confirm or deny the existence of a dog related issue. Diaries of dog offences further burden victims un-fairly. The assumption of there being another un-related issue does not either prove or disprove dog related offences are occurring and should not be even considered as a reason not to enforce the laws.

The number of barking complaints are indicative of an even greater problem with dog control around the world. dog biting and attacks to other animals and people occur daily, and killings by dogs of other animals and even more upsetting, of infants, children, the frail and elderly, and other people happens far too often. We need to introduce better dog laws that are enforced immediately and effectively now. This petition is in response to irresponsible dog owners causing mayhem all over the world. There are responsible dog owners about, but they are being let down by the laws and irresponsible people too.

Protect people for now and into the future, dogs must be kept in an acceptable fashion to all in our communities. The rights of people must be a priority over the offences dog owners are thrusting onto innocent people in our communities.

127. Canadian Kennel Club status with the F.C.I.

On the occasion of its meeting in Rome on October 25th and 26th, 2006, the FCI (Fédération Cynologique Internationale) General Committee made the following decision:

Due to the continuous lack of communication and response from the Canadian Kennel Club, due to the fact that the CKC does not recognize the pedigrees from many of our members and contract partners and due to the lack of common orientation between the two organizations, the Canadian Kennel Club judges will no longer be allowed to officiate at FCI international CACIB shows as from January 1st 2007.

In addition, pedigrees issued by the CKC as from January 1st 2007 will no longer be recognized by the FCI.

Finally, the title of CKC Champion is no longer accepted for the entry in Champion Class at FCI International CACIB shows as from January 1st 2007.

129. Dog Control UK

It is reported that more than 350 children were admited to Alder Hey hospital between Oct '05-Oct 06 as victims of attacks by dogs. Many of these injuries required surgery.

More recently we have read reports of children being killed by dogs in the UK.

Strict controls need to be put in place to protect the public from dangerous animals - the UK public need to put pressure on the government to introduce laws to protect us before another child is killed.

130. Stop dogs getting eaten in South Korea

In South Korea, dogs are continuously murdered and tortured to extents that you can not imagine. They are put into cages where there is so little room, that they can not move or stand. Then they wait for sometimes days or weeks, with no food or water AT ALL, until they are dragged out of the cage, and murdered!



The evil people who do this do not even do it in a humane way, they just simply put a tin can over their mouth to make them easier to handle, then they grab their delicate legs and pull them back over and tie them at their backs. 132. Stop rottweilers being added to dangerous dog list now

Rottweilers are possibly going to be added to the dangerous dog list, due to recent 'circumstances' following situations between rottweilers and humans.

Currently being advertised in national newspapers, we believe that this is due to bad training and other causes not due to the breed as such, and therefore I think this is cruel for the thousands of well behaved over soppy rottweilers that already exist and the many more yet to exist.

I feel the dogs as a breed are being victamised, when i was 5 not doing anything wrong I got viciously attacked by a westie/scottie not sure which it was white thats all I remember and it scarred my face for life!

I'm simply trying to say that any dog can bite/attack, but think all dogs should have to go to training from say 12 weeks for a minimum of 6 weeks, and ideally all owners should have to apply for some sort of ownership, by doing several checks (home checks-vet checks, checks after puppy training etc etc etc.) i then think this ownership should cost say £200 which could go to rescues and such like and yearly say £25-cheap enough people wont just dump them etc, plus there should be fines if you fail any criteria etc.

If they could put a rottweiler on soon gsd's dobermans etc would follow-and why? because of a handful of cases being sold to the papers all in 1 go making the breed look bad!

133. Animal Rights Awareness

I would like to make the rights of animals so aware that the government of any country would finally see how important and influential the lives of the animals in the community are to the world.

Animals cannot defend themselves. They do not have a choice in whether or not they live or die. Sure, I will say that sometimes animals need to be taken care of for threatening or hurting a few people, but that's no excuse. How would you like it if someone did this to you?

Dolphin slaughtering. I have always had a love for the ocean animals ever since I was a little kid, and it hasn't change in the least to this day. I've only grown even more concerned for their safety and lives. Dolphins are being senselessly killed for various disgusting and inhumane reasons. They are so intelligent! Why kill them? I don't understand. Dolphins have never harmed the human race, only helped. I know all of you have heard of the many many cases of people lost at sea. Who was it that saved them? Huh? Who? That's right. Dolphins stuck around until help came for the human lost. They even protect humans from sharks when necessary. And we kill them.

136. Stop Cruelty at Rosarito (Baja California) Dog Pound

Electrocution is used as a means of destroying animals at the Rosarito Dog Pound at Rosarito, Mexico (a beach town in Baja California), located 30 minutes south of San Diego.

The picture you see of the dog here, was taken by a news-reporter from Fox 6 News of San Diego. Although hard to see in this small photo, the dog is lying in his pool of blood from a serious cut to his leg. He will not receive any medical attention...and later, will be electrocuted to death.

The Humane Society has issued a statement informing that lethal injection is the only humane form of euthanasia. This is a major atrocity that needs to be rectified immediately. Please tell others about this and about this petition and hopefully we can make a difference!

Regardless of breed or size, there is no such thing as an "outside dog." This is a choice that the human has made for the dog, a choice that a dog, as a pack animal, would never make for himself.

Forcing a dog to live outside exposes him to psychological difficulties, the possibility of animal or human attacks, and the will to venture beyond the chain or pen, as well as to developing territorial and acting-out behaviors such as barking, jumping, and biting. Additionally, animals who live away from the family experience feelings of loneliness due to sporadic and brief affection and socialization.

Chaining or penning dogs is not only an animal issue, it is a public safety concern, as well. Animal behaviorists and animal care professionals acknowledge that chaining creates aggressive behavior in dogs. The Humane Society of the United States indicates that a chained or penned dog is 2.5 times more likely to attack than a dog who is living indoors. Additionally, a study cited by National Animal Control News (March/April 2004) concluded that dogs who have been chained or tethered for more than eight hours per day are three times more likely to bite their caretakers than if they had not been chained.

From October 2003 - April 2004, in the United States alone, there have been 10 serious injuries or fatal attacks caused by chained dogs. Four of those attacks occured in April 2004.

This petition serves the dogs who have been chained or penned FOR LIFE - not those who have been allowed outside to enjoy the good weather, to do "their business," or play.

This petition will be presented to the local and state legislature as well as to the President of the United States in an effort to enact laws against chaining and penning dogs. It can be made available to any individual who wishes to send it to their local lawmakers.

138. Ban Legalisation of Dogmeat Trade in South Korea

We are trying to stop the brutal slaying of dogs and cats in South Korea, (hanging, blow-torching, boiling dogs and cats alive, skinning alive and electrocution). These animals are caged night and day in small cages with no room to move, defecate, breath, some are dead and rigomortified under others.

Some dogs are still alive when they come out of the whirlpool of boiling water and to finish them off they are blowtorched to remove the rest of their fur. Cats are beaten to death in sack to make cat soup.

South Korea does have an Animal Protection Law 1991 but the government turns a blind eye and let these poor animals be killed in cruel inhumane ways. There are over 6000 resturants in South Korea that have dog and cat on the menu. 2 million dogs and cats are killed inhumanely each year to satisfy the need to eat dogs and cats. This must be stopped, no more pain for these animals.

Korean Government now is trying to legalise dogmeat trade through proposed "Hygienic Controls"

We refuse to support South Korea in its business, products and visit South Korea till animals laws are enforced and action is taken to stop this cruelty.
