91. Support UNCAC Review Mechanism 
The United Nations Convention Against Corruption was adopted by the UN General Assembly and entered into force in December 2006. It is a comprehensive anti corruption treaty covering preventive, criminalization, international cooperation and asset recovery measures.
Currently there are 140 signatories and 128 parties to the Convention. UNCAC is key for global anti corruption efforts and an effective monitoring mechanism is so vital to UNCAC because it:
- helps build political will to implement
- permits early identification of implementtion problems
- promotes exchange of best practices and other forms of cooperation thus supporting global approach to global problem
- provide public recognition of progress made
- facilitates provision fo technical assistance and coordination among donor
- Establish comprehensive international
92. Inclusion of 'NOTA' Option on Electronic Voting Machines
The state of politics in India is going steadily from bad to worse. During elections, citizens face the prospect of voting for candidates who are unworthy, corrupt or criminal. In fact, the number of such unwholesome characters in the state legislatures and Parliament is growing, simply because voters do not have cleaner candidates to choose from.
In this scenario, what are the choices for the voter? He/ she can vote for a candidate who is slightly less corrupt or criminal, which is not an option. Or the voter can abstain from voting altogether-a poor form of registering protest; after all silence could mean consent.
There is, however, another option for the voter sick of the unprincipled, corrupt and criminal candidates who stand for elections-that is, to register a protest vote.
This option was has always been there in the form of Rule 49-0 of the Conduct of Election Rules, 1961, which allows a voter to vote for 'none'. This vote is called `None of the Above'(NOTA) vote.
However, when India made the transition from paper ballots to electronic voting machines (EVMs), the EVMs did not incorporate the NOTA choice for voters. While Rule 49-0 does offer a voter the right to make a NOTA choice, it does not ensure secrecy of the ballot. If a voter wants to exercise his NOTA choice, he has to sign for it in the Voters' Register in front of polling officials. This violates the secrecy of the ballot and infringes on the voter's fundamental right of free expression.
NOTA gives voters the right to withhold consent to unworthy or criminal candidates. If a sufficient number of voters feel that the choices are unacceptable, they can exercise the NOTA option and offer a means to start over again with cleaner candidates. It would force party leaders to consider merit while issuing tickets. Even when NOTA voters are not in a majority, a large number of such votes would force political candidates to rethink what they were doing wrong.
The political parties and the government have been lukewarm to the idea of the NOTA option. The argument here is that a repoll would involve additional costs. However, no cost is too small to ensure an honest and responsive political system.
There are no major impediments to implementing the NOTA option in EVMs. It does not even require the intervention of politicians and Parliament. According to the Representation of People (RP) Act, the Election Commission of India has full powers to make modifications to EVMs and the Conduct of Election Rules, 1960.
There have, however, been some voices of support for NOTA among politicians and bureaucrats. Former Vice-President of India Krishna Kant was in favour of such a move. In 2004, the then Central Election Commissioner T.S. Krishnamurthy suggested to Prime Minister Manmohan Singh that a NOTA option be included.
Many countries offer the NOTA option to its citizens, including France, Columbia, Spain, Switzerland, Thailand, and Bangladesh. It's time India too offered this option to ensure a political system free of rampant corruption and inefficiency.

95. Support Hmong Human Rights
Through out the past years after the Vietnam war there existed what is called a "Secret War". Many American soldiers fought in this war along side our people, the Hmong. After all those years, there was a promise made to the Hmong that after the war, the U.S. would accept them into a place that will provide safe haven, the United States of America.
Many have come over but for those Hmong who are still in Thailand they are living in mosquito infested cells in the Nong Khai detention center and being forcibly repatriated back to Laos like those in the Huay Nam Khao camp. We urge the U.S. government to pressure the Thai embassy to allow UNHCR into the camps to allow proper screening of these people who are labeled "economic migrants" to be screened as "political refugees". Also for the U.S. government to pressure the Thai embassy to stop the repatriation of these people.
Also to free those 158 still in the Nong Khai detention center and allow these people, who already are labeled as political refugees, to resettle in third countries.
高鐵香港段是曾蔭權十大基建之一，公眾諮詢未有定論之際，就決定2009年動工，不但草率，更盡顯霸道作風。此鐵路由落馬洲經米埔、新田、牛潭尾、大江埔、石崗、八鄉，穿過大欖郊野公園、林村郊野公園、大帽山郊野公園、城門郊野公園，再經石蔭、金山郊野公園、蘇屋、大角咀、旺角到西九龍總站，將旅客由邊境帶去西九。耗資395億，搗山破石，截流毀田，對全港市民有損無益，我們絕不能讓工程拍板過關，理由如下：
一. 高鐵香港段並無必要興建：如此短距運輸(26公里)根本無須建高速鐵路(時速200公里)。政府和地鐵公司都強調這條鐵路可以節省交通時間，「市民每年節省4,000萬小時的交通時間」，其實是誤導，因為那是指中國大陸的高速鐵路部份。
二. 近年大量基建工程草率上馬，名義上是用公帑製造就業，但完全沒有證明所花鉅款會去到需要合理收入的基層市民手中——聘用顧問公司及重重外判之下，最後工人得到的根本就是被壓到最低的工資。
三. 近年草率上馬的很多工程，在香港如此細小空間交叉出現，可見就每個工程通過的環境影響評估(EIA)其實是全無意義的，是完全不反映其共同製造的效應的。例如在九龍區就會在2009-2016年間有六個大型工程同時進行，對地對人造成的干擾、困擾，誰來計算﹗而此等運輸基建是一方面鐵路與公路路線重覆，使用率偏低，另方面，鐵路本身亦是互相重覆，如這條高鐵香港段的好一段，便與已拍板的北環線重疊。
四. 此工程是引進其他新界工程的前奏，包藏將新界鄉郊開發得面目全非之禍心，是令郊野公園、生態敏感地帶成為名存實亡的重要分水嶺。新界郊野是香港要有一口新鮮空氣、一掬凈水，保留僅餘的野生動物及山林景色的最後堡壘。進一步開發新界事關全港市民，不能由政府、發展商，結合一小撮「專業人士」揑造的歪理去將新界變成「副都市」(例如某專業聯盟就將新界比喻為「必須要100%開發的第三世界」)。另一方面，政府從不回應長期以來民間要求修復新界被破壞的土地、支援有機農業、嚴懲亂倒亂伐亂燒的行徑，相反地，還以「已被破壞」為藉口去在各處策動工程——這高鐵香港段就是一例。此舉根本就是鼓勵人去違法破壞，等待收地。
五. 此項工程規模龐大，影響全香港市民的生活質素，但在立法會上，對這方面全無討論，財務委員會就已於2008年7月8日批准其設計及地盤勘察的撥款近28億。在所謂公眾諮詢過程中，則只在極少地點張貼通告。而一直以來，有關當局根本沒有向公眾提供合格的生態資料，讓全民質詢、分析和判斷工程後果之嚴重性。例如，地下鐵路在施工階段，會如何影響地下水位？會否污染地下水源？對多個郊野公園的植被和生物會帶來甚麼影響？對米埔及后海灣濕地又有何影響？未來鐵路及通風樓在運作時，對這些生態敏感地區的影響又如何？
六. 即使已公佈的資訊，也不儘不實，完全隱瞞會引致的環境危機。以下是一些例子：
(a) 將EIA包裝為科學、客觀、獨立，實際上香港的EIA是項目倡議者委託而做，為工程能輕易上馬服務的。
(b) EIA條例下的「工程項目簡介」以落馬洲支線為先例，誤導市民這只是又一個「無害」的地下鐵路工程而已，事實上，落馬洲支線的環境影響——尤其是長遠影響——公眾根本無從得知，也無法跟進。
(c) 將一些牽涉甚廣的工程部份輕輕帶過，例如單說要建一些通風樓，殊不知建樓就要建路；而單說鑽挖隧道，又不提挖掘出來的以百噸計的石將丟往何處？
(d) 強調鐵路作為集體運輸工具，比其他路面交通工具更環保——事實上，建了鐵路，是否就廢棄本來的公路？當然不是，所以，多建只是增加污染，加速地球暖化吧。
97. Campaign against the Bataan Nuclear Power Plant in the Philippines
House Bill 4631 proposing to commission the Bataan Nuclear Power Plant (BNPP) for commercial use is before Congress today. This is the very same BNPP built thirty-five years ago, was proven to be riddled with defects, steeped in corruption and anomaly and shut down in 1986 due to overwhelming public opposition.
Reviving the BNPP would be a grave disservice to the public at large especially since the claims of the proponents belie the truth:
Not a Solution to the Power Crisis
We see no reason to revive the BNPP when data from the Department of Energy show that we are currently generating 4,212 MW in excess of what we need. Also, renewable sources of energy from geothermal, wind and hydro resources have yet to be exhausted. Why make the public pay more for a superfluous and undesirable energy source?
More Expensive than Fossil-based plants.
The idea that nuclear energy is ‘too cheap to meter’ has been proven a fallacy since the first nuclear plant was built. In reality, nuclear power plants end up costlier to maintain and we may find ourselves replacing oil dependency with uranium dependency as we would need to import uranium in order to make our reactors work.
The sheer size of the project makes it vulnerable for corruption and shady deals. Just like the first BNPP deal which was valued at USD 600 Million but ballooned to USD 2.3 Billion, the estimated USD 1 Billion may balloon when the refurbishing is underway.
There are no logical reasons to revive the BNPP, in fact, the reasons for its rejection in the past still stand today.
The BNPP is:
UNSAFE and DEADLY
The risks and danger posed by the BNPP to the public has not been dimmed by the passage of 35 years. The plant in question is riddled with defects from its cover design, construction, quality assurance, workmanship and project management; it sits on a geologically unsafe location and poses a very high risk to the lives and livelihood of underlying communities and provinces.
Also, there is yet to be any effective technology to store or dispose nuclear waste.
ANOMALOUS AND BURDENSOME
For more than 30 years, debts from the BNPP made up 20% of the budget for debt servicing. It was the Filipino people who paid the price for the bad deal made. A 2004 estimate puts the price the public had to pay for the behest loans incurred with the BNPP at US$155,000 per day.
The price tag for reviving the BNPP is US$1 billion. This amount will most likely take the form of loans that would be shouldered, again, by the public, and most likely, will also be prone to corruption.
Henceforth,
The BNPP is neither for the public good or gain. With a nuclear plant such as the BNPP in our midst, the public would be in a perpetual state of insecurity.
The only logical alternative is to build the broadest possible network of anti-BNPP veterans and advocates who will come together to oppose the resuscitation of the BNPP. We have to defend the victory of the Nuclear-Free Bataan Movement and the Filipino people in shutting down the BNPP. We can’t allow the comeback of the “Monster of Morong “.
The Nuclear-Free Bataan Movement Network (NFBM-Net)
The NFBM-Net stemmed from the Nuclear-Free Bataan Movement (NFBM). Composed of people’s organizations, groups and individuals of Bataan and supported by national and international networks, the NFBM was at the forefront of the Filipino people’s struggle to oppose the operation of the BNPP. At the height of the anti-BNPP campaign in the 80’s, the NFBM led the successful ‘welgang bayan’ in December ’84 and June ’85 in Bataan. This finally led to the closedown of the BNPP in 1986.
Now, with moves to revive the BNPP, we are in another defining moment. The NFBM, with the anti-BNPP veterans at its core, has again taken the challenge to lead the anti-BNPP people’s struggle. They will need the support of the broadest to again foil the sinister plot to release the ‘Monster of Morong’, seal its coffin and bury it forever. Thus, the formation of the NFBM-Net.
The NFBM-Net is a loose network of organizations, institutions, groups and individuals united on the basis of working together to achieve the immediate rejection and scrapping of HB 4631 and all moves to revive the BNPP.
The NFBM-Net reaches out to and encourages the participation of the broadest number of people who are willing to work on a tactical campaign and struggle to put up the strongest possible pressure to shut down the BNPP once and for all.
The campaign will depend on independent but coordinated initiatives and active support of all NFBM-Net participants in their capacity as convenors or as participating groups and individuals. NFBM-Net respects and recognizes that member groups and individuals have their own contributions, capabilities, resources and initiatives in different forms and protests against the BNPP.
The NFBM-Net is led by a group of convenors. The number of convenors increases relative to the breadth and depth of the network.
The group of convenors is assisted at the national level by the national secretariat. For purposes of grassroots reach and widest possible coverage and coordination, it is proposed that NFBM-Net be organized at the territorial level i.e., NFBM-Central Luzon Network, NFBM-Visayas Network, etc. and at the sectoral level - NFBM-Youth Network, NFBM-Teachers Network, etc. Local secretariats at the level of respective territories will likewise be formed.
Participating organizations/individuals are encouraged to initiate activities in their areas and to coordinate these with the secretariat for purposes like the presence of convenors and spokespersons and education/information materials.
The NFBM-Net will work on particular areas of concern such as:
1. Massive information dissemination – education and propaganda campaigning on BNPP:
a. Conduct forum and symposia;
b. Develop modules which are given to interested parties especially schools, parishes and other institutions which have the capacity to reach a broader audience directly;
c. Conduct assemblies and meetings and other information dissemination activities at the grassroots level;
d. Conduct education and propaganda activities at the grassroots level – in schools, workplaces, communities, local parishes, etc. and create a speakers’ pool for such purposes;
e. Develop popular and creative forms of information dissemination
2. Popular actions and solidarity building:
a. Launch actions/mobilizations and call on the participation of the broadest number of people in these activities;
b. Popular actions and mobilizations will be in the form of street rallies/demonstrations, Congress/Senate lobbying and other forms that may either be indoor or outdoor;
c. Link up with other local, national and international networks and organizations;
d. On the basis of the campaign, establish working and cooperative relations and conduct coordinated campaigns or joint projects.
98. Bring more Korean bands to Europe
Over the years, there have been a large amount of bands that have originated from Korea. All being very popular outwith their own country. Sadly though, it has been impossible for a large sum of their fans, never being able to witness them in a live atmosphere, unless they travel around the world just to be a part of it.
This is unfair and there should be some form of way that fans from around the world, may also enjoy the experience of seeing some of their favourite bands.
This petition is to say that we believe bands should be given more of a right in order to travel to countries outwith which they originated from.
99. Save the whales BOYCOTT JAPAN
To call the whaling programme research is a hoax. The International Whaling commission has declared that the results of the programme are currently of no use, and non-lethal alternatives exist for determining all of the programme objectives relevant to whale conservation. 4,000 tonnes of the whalemeat which the hunt produces remains unsold, giving the lie to the suggestion that the whale hunt could become a commercially sustainable activity.
The current whale hunt in the Southern Ocean is neither scientifically useful nor commercially viable.
We will Boycott Japan and stop buying Japanese products until the killing of whales stops!

100. Bring Pops in Seoul to Dubai
Pops in Seoul is a Korean music program shown on arirang TV. A while a go they went to visit Nagaland and had performances and activities there.
So it would be nice if they came to Dubai during the summer and have a booth or stage in Modhesh Fun City.

"Candy Candy" is a manga written by Kyoko Mizuki and illustrated by Yumiko Igarashi. The manga had been released by Kodansha and it was adapted into anime television series in 1976 by Toei Animation Co.,Ltd.
But now, we cannot read/watch the manga/anime because of Igarashi's infringement of copyright.
This petition aims to bring back to fans the great manga/anime "Candy Candy."

Interfaith Movement for Peace and the Release of Cammayo and Tumol (IMPACT)
UNITY STATEMENT
(adopted as a work in progress at the November 27, 2008 Round-table Discussion
& Launching of IMPACT at Chippens Restaurant, Roxas Avenue, davao City)
We, members and convenors of Interfaith Movement for Peace and the Release of Cammayo and Tumol (IMPACT), commit ourselves to and advocate for the genuine peace-building and interfaith solidarity which are salient at this time when incessant hostilities between two warring parties-- the Government of the Philippines (GRP) and the National Democratic Front of the Philippines (NDFP) have been erupting all over Mindanao.
With the escalating numbers of human rights violations victimizing the hapless civilian populace, the constant threats and fears and the repeated fleeing of residents due to war happening in their communities, the killings of many soldiers from both sides and soldiers held as captives, it is in this Signs of Times that we come together to reverberate our loudest call for justice and genuine peace in our land.
With utmost consideration that 1Lt. Vicente Cammayo, company commander of the 11th Special Forces Company - 3rd SF Battalion, and PO3 Eduardo Cruzada Tumol of the 1105th Provincial Mobile Group-Philippine National Police (PNP) are still in the hands of the New Peoples Army (NPA) and being held as Prisoners of War (POW), we come as one to come up with safe and speedy resolution to this case.
Cammayo was captured in a tactical offensive by the NPA on the 3rd Special Forces Battalion at Sitio Anagase, Barangay Casoon in Monkayo, Compostela Valley last November 7. Tumol, on the other hand, was abducted at a checkpoint conducted by the NPA on November 5 in Barangay Baogo in Caraga, Davao Oriental.
These incidents further bring to light the matter of the peace negotiations with the short-term and long-term issues that are intimately related to it.
We are calling for the immediate and safe release of the two aforementioned prisoners of war on humanitarian grounds. We are urging the National Democratic Front of the Philippines to heed this call and we appeal to the New Peoples Army to adhere to the Geneva Protocols in handling humanely the Prisoners of War. We also deem it important that the government must be fully engaged with the case of the Prisoners of War and working to resolve this as soon as possible.
The families of both POW have been appealing on both sides for the immediate release of their kins. It is placing untold stress on their families; everyday they are waiting for firm news and updates with mounting anxiety. They have been waiting for the safe release of the two as they expressed hope that their kins will be released soon that they may join their respective families this Christmas. We are urging the government to return to the peace negotiating table so that no more families will have to go through this kind of torment and to start a step towards the path for genuine and lasting peace.
We strongly believe that there is an urgent need to suspend offensive military operations to facilitate the release of the two Prisoners of War (POW). It is the Government's responsibility to establish a conducive ground and condition for the safe and immediate release of the POW as well as to restore the basis for peace negotiations between the GRP and the NDFP. The Prisoners of War's well-being must be considered. Ultimately, the fate of the POW depends on establishing a just and lasting peace. We call on to the government to focus their efforts on ending this crisis.
We believe that there is no solution to the conflict by continued warfare and violence. Therefore, we declare that peace negotiations have to start without preconditions that might lead to further hostilities.
We come together with tremendous hope to defend life amidst forces of death, to overwhelm war with peace, and fight oppression with justice. We call for new policies based on the peaceful resolution of disputes between the two opposing parties in our country – the Government of the Philippines (GRP) and the National Democratic Front of the Philippines (NDFP); respect for national sovereignty, Geneva Protocol, Comprehensive Agreement for the Respect of Human Rights and International Humanitarian Law, and the Universal Declaration of Human Rights; the defense and regard of basic democratic freedoms to all; and social and economic justice.
We also seek to build a broad mass movement for peace and justice composed of church people, lawyers, academe, professionals, members of Local Government Unit and other sectors who are ready to painstakingly engage in the just struggle for genuine peace. We must understand that peace does not mean silence amidst injustice. It is one that recognizes the right to life and human dignity, a peace that is based on the common aspirations for a free and just society.

105. Filipino keyboard layout proposal
Filipinos are commonly using the standard US keyboard layout because they are very familiar with it. However, some Filipino symbols, such as the Philippine peso sign (a "P" with a single or double strikethrough) and the "ñ" (enye, an "n" with a tilde above it) were only used occasionally.
So I designed my proposal of a standard Filipino keyboard layout that includes the peso sign, scientific and mathematical symbols, Baybayin alphabet and punctuation, the Ñ (part of the modern Filipino orthography; Ng is to be treated as two separate letters), various punctuation marks, and copyright (C in a circle) and registered trademark (R in a circle) symbols.

We all human beings are the heart of humanity in which human faith religious is the xylem to dissolve distastefulness from monotheistic and polytheistic faiths.
Human faith religion starts from the premise of humanity which is more than a physical face and biological organism. It is a wisdom that can only be obtained from the nature of God. It is a stage of awareness where purity of living in the physical senses without bias. Humanity is theological evolution and logical process of supernatural system of Supreme Being, the theory of human faith religious is philosophy to evolve that human embryology is theological evolution and consciousness of supreme power.
Today 1st major Discrimination, The global women health and education crisis is the result of Christian ethics of distributing education unequally. We know that the “God Save the Queen and Queen Save the World “ The only way we can treat the world phenomena of poverty, population, Health, war, global warming, earth, children and racial issues and many more by educating the Queen. It is time to break the prison camp of Christianity in order to change system of the world leadership and to stop educational discrimination from developed nations who are using humanity.
The problem is when someone uneducated and dust colored like me tries to prove something it is called delusion and the same product gets new name and introduced by some privileged member of Christianity called illusion.
The 2nd major Discrimination, The human rights, freedom, justice, fair trade and fair mainstream media. Human rights are the inherent dignity and the foundation of fair trade, freedom, justice and peace only for privileged member of a religion whom symbol is sword for humanity. The White nations have set a new standard of humanity in which no one has the right to fair trade, peace in life, liberty of color and security of harassment from the homeland security due to the terrifying policies. Any person of color can be held in slavery or servitude and can be subjected to torture, cruel and inhumane treatment without justice which is philosophically based on certain history.
Thus no doubt when culture, religion and nature develop based on symbolism of sword that religious can not be sympathetic to other belief. At this moment on this earth any sober human beings can not seek religious asylum from persecution to a developed country that is based on humanity due to whitish circle of humility. Freedom was the birth right of all living things just before creation of an organization for human rights. It is time to reform colorful humanity based on fair trade, freedom, population and fair mainstream media. Fair trade is the business in which a person travels regularly without thinking of religious, color and country any where even in the White Nations.
The new policy of fair trade is an organized system which promotes standards for the colorless labor and there social policy. The policies in areas related to the production of private and brand goods such as cigarettes, alcohol, drugs, sex toys and weapons for undeveloped countries to keep them busy in vicious circle. One thing that really annoys me is when people call the American president "leader of the free world". I mean, get over yourself, mate. You rule a COUNTRY, not a PLANET. A very big/cool/rich country, maybe, but still only a country.
And here in the UK, for example, everyone insists on "trying to be the Americans". What happened to national indentity, for God's sake? I like being British, and so should everyone else.
Americans are proud of their country. When I went to Florida last year, they had flags up everywhere. So why can't we be the same?

Pakistan Government, through the President,recently issued an Ordinance, the national Reconciliation Ordinance whereby cases pending in courts against various politicians are proposed to be withdrawn and concernedbpoliticians granted amnesty.
The matter has aroused disgust amongst many Pakistanis and several petitions, seeking annulment of the said Ordinance, have been filed in the Paistan Supreme Court. The Court has accepted these petitions and will soon commence hearing thereon.

In 2004, there were 16,000 US murders, and in China there were 20,000 murders. China has almost five times the population of china. Meaning that US has 400% China's murders per capita. If people in China were murdered at the same rate, there would be 80,000 murders per year, which equals a net number of lives saved of 60,000 per year. Over 10 years that 600,000 people. By executing 13,000 criminals in a decade, China saved 600,000 innocent lives. Anyone who is against China's death penalty is supporting those 600,000 would-be deaths.

Animals are above girls and women on the social level.

Dear Sir
With the influx of a "mixed" population into Bangalore and other cities in Karnataka - in terms of ethnicity and culture, behavioural norms, financial status and so on - we find that public consciousness of hygiene and the laws of obscenity have become minimal. Everywhere, people (women and children especially) are forced to turn away in disgust and horror at the sight of men relieving themselves in full public view, oblivious to passers - by.
I suggest, Sir, that a stringent fine be levied on these offenders who not only offend our sensibilities but also spread infection and filth in our city. But that, of course, would mean that a law enforcement person (such as a more often than not absent policeman!) has to be available to redress the situation - or perhaps there should be an organization which one can phone so that those particular areas are policed more efficiently to guard against such offenses.
Unfortunately, it appears that our policemen are not trained to swoop down on these men, because they often look the other way even when aware of the offense. Spitting on the roads is another matter for concern - and it is ordinary citizens like us who often request people not to offend in such a manner. I have never seen a policeman stop this absolutely unclean habit. Are we going to be forever known as a nation who never progressed in these matters, Sir? Bangalore can never become a "Singapore" unless we transfer our very educated values of personal hygiene to our streets...
We look to you for authoritative control over these matters, Mr. Chief Minister - as an educated and responsible interpreter of State policy.
