The Ventura City Council adopted regulations in 1989 to prevent radical alteration of the hills behind the city by housing developers.

Mariano/Regent Properties requests to substitute its own plans to override those rules so it can cut and fill the unstable hills, override their natural contours and drainages, and create a flat wide ledge for 55 upscale houses.

The Council needs to reject this proposal as unsafe and unnatural.

As a concerned citizen, I formally request that you, members of the Ventura City Council, reject the Mariano Ranch/Regent Properties hillside development plan. Their proposal to build 55 "luxury” tract houses on the hills above Ventura High School from Lincoln Drive to Hall Canyon does not comply with the city’s Hillside Management Program (HMP) adopted in 1989 to establish safe hillside building practices.

The HMP requires hillside developments to protect hillside "topographical, geological and hydrological conditions" and the terrain's "natural and scenic character.” Regent’s proposal does not comply with the regulations of the HMP, which are part of the city’s General Plan.

The proposed development violates fundamental safety principles. These include making extensive cuts on hillside slopes that exceed 30%, filling barrancas, which blocks natural drainage of rainfall runoff, and building houses on landslide hazard areas —all of which violate the HMP and are significant hazards.

Compliance with the HMP without modification is essential to minimize potential damage to area residents, property, the environment and wildlife. A push for expensive homes should not outweigh the safety of present and future residents in the proposed houses and residences down slope.

Regent’s houses would also draw upon already depleted city water supplies and add even more traffic to already congested area streets.

Therefore, I request that the City Council deny the Mariano Ranch/Regent Properties development plans by rejecting them at the Pre-Screen stage.
