As part of phase one of the Federal Black Spot Roll out Scheme, Telstra has proposed a mobile phone base station in the village of St. Andrews Vic., 3761. [see full proposal here: http://www.rfnsa.com.au/nsa/index.cgi and type 3761002 into search box].
-The Federal Gov. is ignoring the findings of the 2009 Bush Fires Royal Commission Inquiry and is NOT fulfilling its recommendations [see final report here: http://www.royalcommission.vic.gov.au/finaldocuments/summary/PF/VBRC_Summary_PF.pdf ].
-Telstra's financial gain is the only motivation to use the inappropriate existing infrastructure.
-The chosen location WILL NOT provide coverage to the black spot areas.
-The residents of St.Andrews, and other civilians, oppose this proposal and want the base station to be re located to a site that will provide the mobile phone coverage that is desperately needed in times of distress and disaster.
-The current location is: Close to the primary school and community center, directly boarders homes and property.

Gov. - Richard Kelleway, CEO of Visionstream - Andrew Penn, CEO of Telstra - Katie Hill, National Environmental Planning Manager of Visionstream, TO TAKE ACTION ON THESE FOLLOWING OBJECTIONS:
- HALT THE ABOVE MENTIONED PROPOSAL.
- RE ASSESS FOR AN APPROPRIATE SITE THAT WILL ANTIDOTE THE BLACKSPOT ISSUES OF ST. ANDREWS.
- HONOR THE ROYAL COMMISSIONERS FINDING AND RECOMMENDATIONS FROM THE BLACK SATURDAY INQUIRY.
- A SITE LOCATION WHICH DOES NOT ADJOIN HOMES AND IS NOT WITH CLOSE PROXIMITY TO THE SCHOOL OR COMMUNITY CENTER.
