Stop Law Enforcement's Senseless Killing of Black Males by Immediate Executive Order

As with your recent Immigration Executive Order defense, America's State and Local Law Enforcement Systems are indisputably broken. Moreover, the entire world watches the daily coast-to-coast news reports of the senseless killing of ‘unarmed’ Black males by White police officers reach epidemic proportions. Not only does the world witness these crimes being committed under ‘color of law’ but, adding insult to injury, the world observes the orchestrated, persistent and diabolic governmental cover-ups by the very agencies that are sworn to ‘protect and serve’ them as American citizens.
Not since the post-Civil War KKK atrocities, Jim Crow legislation and mob rule has the safety of Black people been more threatened. The list of casualties in this war on Black males is staggering and growing daily. While the names of Trayvon Martin (FL.) and Michael Brown (MO.) may be permanently etched in the memory of every conscious American citizen, hundreds of Black victims, from every state in the union, have suffered similar fates. This pattern of genocidal slaughter is without justification, cannot be logically explained and must stop immediately. The Office of The President of the United States is the only entity with the power to address these wrongs. We urge the President to take immediate action to preserve the lives of those that share a common ancestry with the President, First Lady Michelle Obama and their daughters – and 45 million African American citizens.
We, the undersigned, call upon President Barack Obama, to use his executive authority to enact immediate and decisive Executive Orders to stop law enforcement officials from continuing the vicious, persistent, illegal and obviously race-based shootings, executions and genocidal attacks, against Black males.
We demand that the President ensures that all Americans, in this case, particularly those under attack - African American males - are protected under The Proxmire Act of 1987, 18 U.S.C. Sec.1091 regarding the Prevention and Punishment of the Crime of Genocide by America’s law enforcement officials. This law addresses the crime of Genocide and provides in pertinent part:
Whoever, whether in time of peace or war, with the specific intent to destroy, in whole or in substantial part, a national, ethnic, racial, or religious group as follows:
1. Kills members of that group;
2. Causes serious bodily injury to members of that group;
3. Causes the permanent impairment of the mental faculties of members of the group through drugs, torture, or similar techniques;
4. Subjects the group to conditions of life that are intended to cause the physical destruction of the group in whole or in part.
