According to a 20 year study by the federal government, chained dogs are three times more likely to bite a child than an unchained dog.

Unsupervised chaining is abusive to dogs. It makes them frustrated. It causes injuries. It leaves them vulnerable to other dogs and threats.

When approached by a child, chained dogs have no option to flee, so they often bite or attack out of fear and a sense of helplessness.

Amazingly, it is still legal in Washington State to let a dog live its entire life on a chain. This is abusive to dogs and a public safety threat to children.

House Bill 2387 would solve this problem in Washington State by placing reasonable limits on dog chaining.

I support House Bill 2387 and ask that you put HB2387 on the schedule and get it passed into law.
