Target:
The Commission on a UK Bill of Rights
Region:
United Kingdom

The Human Rights Act 1998 (the HRA 1998) came into force in the United Kingdom in October 2000. It is composed of a series of sections that have the effect of codifying the protections in the European Convention on Human Rights into UK law.

All public bodies (including courts, police, local governments, hospitals and publicly funded schools) and other bodies carrying out public functions have to comply with the Convention rights.

Individuals can take human rights cases in domestic courts; they no longer have to go to Strasbourg to argue their case in the European Court of Human Rights.

The HRA 1998 Act sets out the fundamental rights and freedoms that individuals in the UK have access to. They include:

-Right to life
-Freedom from torture and inhuman or degrading treatment
-Right to liberty and security
-Freedom from slavery and forced labour
-Right to a fair trial
-No punishment without law
-Respect for your private and family life, home and correspondence
-Freedom of thought, belief and religion, expression and, assembly and association
-Right to marry and start a family
-Protection from discrimination in respect of these rights and freedoms
-Right to peaceful enjoyment of your property
-Right to education
-Right to participate in free elections

The present government has set up a commission to look into whether the UK needed a new human rights instrument. The Commission's second consultation, published on 11 July, invites your views on a number of key issues that form part of its mandate. The consultation paper is available in English and Welsh. You can respond to the consultation by the deadline of 30 September 2012.

The Human Rights Act is a vital safety net that safeguards us all and especially at times of vulnerability.

The Human Rights Act is about who we are and our basic values and standards we share on this land. The 1998 Act came into force following immense hard work and lobbying of human rights activists and citizens of the UK.

We, the undersigned, call on the government of the UK and the Commission on a UK Bill of Rights to preserve the present rights guaranteed in the Human Rights Act 1998 and only introduce a bill of human rights if it adds to the Human Rights Act 1998 in form and substance.
