Background (Preamble):
The City Of Port Phillip has proposed the following changes:
1. Removing West Port Foreshore Reserve, Port Melbourne as an off leash area;
2. Reducing the off leash area at Garden City Reserve, Port Melbourne;
3. Removing off leash area at West Beach, St Kilda;
4. Making an on leash requirement within 5m of any designated bike path or shared path that is indicated as such by the presence of markings or signs.
