THE FACTS:
Natural gas prices in January of 2008 were $7.84 per million Btu (mmBtu). Recently Natural Gas prices were $4.84 mmBtu. That is a 38% decline in prices over the past year! Avista is not allowed to make a profit on the commodity. Despite this huge decrease in Natural Gas prices our heating bills are larger than ever.

According to Avista the rate increases over the past year are due to an investment in facilities and future capacity. If Avista feels it is so important to upgrade systems and facilities, build more capacity and increase rates in midst of one of the most severe economic recessions in our country's history, and to ignore spiraling unemployment rates, it is time for customers in Eastern Washington to PROPOSE A REFERENDUM FOR A PUBLIC UTILITIES DISTRICT!

The Avista rate increase creates a unfair and untimely hardship to the people in Eastern Washington . We are nearing economic hardships unmatched since the great depression.

We, the undersigned, PROPOSE A REFERENDUM FOR A PUBLIC UTILITIES DISTRICT FOR EASTERN WASHINGTON AND PROTEST THE RECENT AVISTA ENERGY RATE INCREASES.

We, the undersigned, protest against and challenge the Avista Rate increase (effective as of January1, 2009), approved by the Washington State Utilities and Transportation Committee (WUTC), and we propose a freeze on any future Avista rate increases until after January 1, 2011.

We call for the WUTC, and for Governor Christine Gregoire to take action against Avista Energy's request for any rate hike (current or proposed) during the proposed period of time.
