There are laws in place that govern the pawn shops as to information required by an individual selling or seeking a loan for items of value. The law requires pawn shops record a valid drivers license accompanied with a second proof of identification be provided before an individual can sell or obtain a loan for an item he or she is presenting. Further, more states are requiring pawn shops to send daily reports electronically of each day's transactions.

This is in response to the enormous amount of stolen property that is presented to the pawn shops. So much so, that even tighter laws are being presented to our legislators in order to stop or thwart the efforts of criminals being able to avoid detection. The efforts by our governing bodies that generate these laws are not focusing on the right path to crime prevention. Instead, the governing bodies are focusing on the apprehension and conviction of criminals.

Our focus is on the truest meaning of crime prevention. To have a national registry of property validating proof of ownership would prevent stolen property from being sold to pawn shops and therefore, completely remove the profit in the sale of stolen property. In preventing an item from being sold by an unauthorized seller, we can begin to cut off the funds that stolen property provides the drug addict and the illicit drug industry.

We, the undersigned, call on the government of the United States to require all pawn shops in the United States to utilize the Tokumon Inventory Protection System, hereinafter referred to as TIPS, an on-line registry of personal property for the purpose of determining ownership of item(s) having a serial number before purchasing or providing a loan against the same.

Further, if a pawn shop located in the United States fails to utilize the TIPS database for verification of rightful ownership, said pawn shop will be in violation of the law(s) of the governing agencies of the local municipality, city, county, state and or federal having jurisdiction for any pawn shop who initiates, organizes, plans, finances, directs, manages, supervises, possesses or purchases stolen property and traffics in such stolen property shall be guilty of a felony of the first degree if the value of the stolen personal property meets the guidelines of the aforementioned agencies and the governing laws.

Further, and more specifically, only item(s) proven to be registered in the TIPS database at a time prior to the purchase of and or accepted as collateral be the consideration and the basis of prosecution of the aforementioned violation.
