Red Lights should act as Stop Signs during Late Night, Low Traffic Time Periods

I was sitting at a red light late one night and I realized that it was somewhat pointless. It is 3 in the morning, there's not a car in sight, yet I am still forced to wait at this light until it changes from red to green? It just seems superfluous.
I personally believe that there is a better way to maintain safety at night, but still be able to circumvent the issue of wasting time at a red light late at night.
Of course there are areas, like within Manhattan, that are still filled with traffic even late at night. It is, after all, the city that never sleeps. But in other areas, red lights simply waste time in late evening periods.
I propose the idea of making all red lights act as stop signs unless another sign says otherwise.
If this plan is to be implemented, I believe it will save people countless hours of waiting and it will enable others to get around late at night more efficiently.
