Bombo municipality is the first Municipality to be withdrawn in the history of Uganda. Bombo together with Moroto and fort portal gained their municipality status in 1976. However, Bombo Municipality was withdrawn in what is believed to be discriminatory and aimed at denying Nubians any chance of representation in Parliament.

Political representation of ethnic minorities is not a priority in Uganda. Therefore, they are generally represented by people from other ethnic minorities and are supposed to silently accept policies made by members of the surrounding communities. This shocking cynsm permeates all discourse about ethnic minorities whether public or private.

Very few people understand the need for respect of the rights of ethnic minorities as human beings. Ethnic minority group representation is severely limited even those elected are often because of their degree of assimilation not because of their capacity to fight for the rights.

Today, there is no single ethnic minority member in the three arms of government—legislature, judiciary, and executive.

Now, WHEREFORE by this, petitioners pray that parliament resolves that:

1. Parliament investigates circumstances under which Bombo municipality was withdrawn. and resolve to reinstate it if found out that its withdrawal was discriminatory.

2. Parliament investigates discrimination, marginalization, and other human rights violations faced by ethnic minorities.

3. Parliament puts in place legislative, administrative as well as practical remedies to address the plight of ethnic minorities in Uganda—especially at the local government.

4. Affirmative action should not be discriminatory. Ethnic minorities should be given the same treatment as other minorities--women, youth, and disabled.

5. Ethnic minority groups should be represented on the equal opportunities commission.

6. Government should ensure that rights of ethnic minorities are protected and prioritized.

7. Ethnic minorities should be given a chance of representation in parliament through creation of constituencies in areas where ethnic minorities are found—as affirmative action.
