Quan Ave. is a narrow two-lane residential road. Tillman Elementary is situated at 230 Quan Ave. Before and after school, during morning drop-off and afternoon pick-up, Quan Ave. experiences a high volume of traffic congestion - especially at pick-up time when there is inclement weather.
It is in the best interest of Tillman Elementary students, families, and staff, as well as neighborhood and community members to reduce the congestion on Quan Ave. Should any neighborhood emergency ever occur, emergency vehicles would have a difficult time navigating Quan Ave. at these times of day.
It is for safety reasons that this petition is being written to request restrictions on parking within the School Zone during drop-off and pick-up times: between 8am-9am, and between 3pm-4pm.
We, the undersigned, call upon the City of Kirkwood to restrict parking on Quan Ave. (North and South sides) between Taylor Ave. (to the West) and Wood Ave (to the East) during the hours of 8am-9am and 3pm-4pm for the safety and well-being of the community.
