I did a survey of kids at a random school and 75 percent of kids are below level.
My petition is mostly to help the kids to get back on track and have a better future and trying to make it so they take a test yearly to see what grade they should be placed (level 1-6 for example). If someone gets a two they go to the second grade. But to be able to qualify they must PASS THE FCAT.
