We are writing on behalf of the Georgia State University Doctorate of Physical Therapy class of 2012 to petition the board to seek adoption measures for temporary licensure of new physical therapy graduates beginning in 2012.

Currently, the FSBPT has understandably decided to move to 5 fix testing dates. Because of this new policy the 2012 DPT graduates of Georgia State University, will be unable to take the board exam until 3 months after graduation, with the first available test date of October 23rd, 2012.

The change to a temporary license for new graduates of a CAPTE approved state program is necessary for the following reasons:

1) To allow all students the opportunity to seek out employment within a reasonable time frame upon graduating from a CAPTE accredited state institution.

2) Improve patient care by not allowing a lapse in the application of knowledge in the physical therapy profession.

3) To allow employers the opportunity to hire new graduates in needed positions with the understanding that the student must pass the board exam within a reasonable time frame.

4) To mitigate potential financial burdens accrued in a 3 month (minimum) delay of employment in addition to financial debt accumulated throughout physical therapy school.

This would not be an unprecedented statute, as there are currently 30 states that provide temporary licensing to new graduates. However, in the Southeast only Alabama provides temporary licensure. By adding this provision, Georgia would become a leader in the Southeast and potentially attract DPT graduates from surrounding states who were seeking out employment during their provisional licensing period.

In addition this action may serve to prevent Georgia DPT graduates seeking jobs in Alabama. Thank you for your time and consideration pursuant to this matter.

We, the undersigned, call on the Georgia State Board of Physical Therapy to consider an amendment to add temporary licensure to recent graduates of physical therapy programs who are waiting to sit for the NPTE.
