Synopsis
Mark spent much of the majority of his free time helping others while at the expense and sacrifice of his immediate family and his own personal life. We believe he demonstrated this on a daily basis. We also believe he did this work with proper attitude and community spirit in mind.

This petition does not attempt to either confirm or deny guilt or innocence regarding any legal issues that Mark is currently facing. This petition was written to help the reader understand the effort and dedication that Mark demonstrated throughout his career while assisting countless number of people throughout his career.
Observation of Personality Traits
When in positions of authority, Mark always trusted people to do their job while working with him. We believe Mark performed his job with both competence and professionalism while at DFAS (Defense Finance and Accounting Service) in Limestone, Maine.
Mark demonstrated his dedication with time spent after performing his regular duties while after hours he continued to assist and help people with medical issues and important personal issues which would consistently arise. Many of these people had medical issues, including terminal health issues. He worked patiently and endlessly with all employees from DFAS Limestone from all walks of life with a complete reservation of judgement.
Whether it was an EEO (Equal Employment Opportunity) complaint, a lateral working with employees who needed to move within the building for various issues, FMLA (Family Medical Leave Act), or working to keep DFAS Limestone open during the BRAC (Base Realignment and Closure) of 2005, without Mark’s efforts during the BRAC process, it’s fair to say that DFAS Limestone probably would not be still open today. Mark did much of this work using much of his own personal time assisting others.
Mark also demonstrated and consistently supported community efforts and volunteered at his local church with many maintenance or service related issues.
Noted Skills and Abilities
The hallmark of Mark’s skills consisted of communication, networking, and mediation through the constant goal of working to resolve various issues concerning the people he worked with during his long professional career in the federal government. He also was a key factor with the new union contract which is presently in use throughout the entire DFAS organization.
